FEMIP Trust Fund Operational Analyst

The assignment is for a fixed period of two years
Business Unit

Directorate for Lending operations outside Europe (Ops B) - Europe's Neighbour and Partner Countries Department, Institutional and Policy Unit

The FEMIP Trust Fund (FTF) Operational Analyst will be responsible for the day-to-day follow-up of the pipeline and operations financed under the FTF in the Mediterranean Partner Countries.

Following consultations with the Mediterranean Partner Countries, the European Council of 12 December 2003 endorsed the conclusions reached on 25 November 2003 by the ECOFIN Council to reinforce FEMIP within the Bank, leading to the creation of a "reinforced FEMIP". In particular, the ECOFIN Council decided to strengthen FEMIP's operations with a number of features and instruments in support of private sector, including the establishment of the FTF allowing donors to complement on a voluntary basis the Bank's own resources as well as the financial resources provided to the Bank by the European Community budget. Since 2005, the Assembly of Donors has approved 33 operations in Technical Assistance and Risk Capital for a total volume of EUR 19 M in the priority sectors (finance, environment, energy/transport and industry/services) of the FEMIP Trust Fund.
Responsibilities

In close coordination with the FTF Management Officer and other members of the Unit:

* Ensuring appropriate progress of all individual FEMIP Trust Fund projects. This includes:

- launching of new operations in coordination with the relevant EIB departments, as well as with other donors and co-financiers

- following-up of ongoing operations financed under the FTF in the Mediterranean Partner Countries

* Preparing the Annual Report and the Financial Statements of the FEMIP Trust Fund in coordination with the FEMIP Trust Fund Management Officer
* Assisting the FTF Management Officer in his mission to strengthen the coordination and collaboration with the European Commission, IFIs, Mediterranean Partner Countries and other potential donors of the FTF
* Sharing of own information and experience in the administration of assignments with other members of the Unit, and with other colleagues in the Directorate/Bank working on similar assignments

Qualifications

* University degree (post-graduate) preferably in economics, finance or law studies
* At least 3 years of professional experience in institutional or government affairs, preferably in the development and cooperation sector
* Trust Fund experience or experience related to the current Euro-Mediterranean policy affairs would constitute a distinct advantage
* Knowledge of standard computer tools and applications
* Excellent knowledge of English and/or French and good knowledge of the other, knowledge of additional EU languages or Arabic would also constitute an advantage
