Qualified Somali Nationals are invited to apply for the position of Programme Specialist, (CHEP) to be located at the UNICEF Bossaso office. The successful candidate will be offered a Fixed Term Appointment for one year. Further extensions will be based on organization needs, funding availability, and satisfactory performance.

Purpose of the Post:

Under the general guidance of the Chief of Field Office and the Chief of the CHEP section in Nairobi, the Programe Specialist is responsible for the formulation, planning, implementation, monitoring and evaluation of the CHEP programme within the Somalia country programme, with a special focus on protection issues. More specifically, the post requires a high level of technical competence and negotiation skills in order to facilitate new programme development and promotion of protection principles in environments of weak civil governance.

Major duties and responsibilities:

- Responsible for the overall management, monitoring and evaluation of the CHEP programme at zonal level, with a special focus on protection issues.

- Undertake field visits and surveys to monitor and evaluate project implementation, identify problems and propose remedial action. Identify alternative courses of action to accelerate/improve programme delivery.

- Support development of annual work plans for the zone and undertake development of such at the national level. Monitor compliance with the work plans to ensure objectives and targets are met and achieved.

- Provide technical support to local authorities and non-governmental organisations at the national, zonal and local levels in the planning, development and implementation stages of protection programmes and project. Plan, organise and conduct training and orientation activities for protection sector personnel (to be identified) for the purpose of capacity building at all levels within Somalia, and expansion of protection measures in these areas.
- Responsible for the preparation of the protection cross-sectoral aspects of the Situation Analysis and its periodic update. Prepare sectoral inputs to the Country Programme Recommendation (CPR) and all programme related documents, i.e. Plan of Operations and Annual Project Plans of Action.

- Provide technical support to local authorities and non-governmental organisations at the national, zonal and local levels in the planning, development and implementation stages of protection programmes and project. Plan, organise and conduct training and orientation activities for protection sector personnel (to be identified) for the purpose of capacity building at all levels within Somalia, and expansion of protection measures in these areas.

- Participate in the formulation and development of country and interagency protection programme goals, strategies and approaches. Plan and actively participate in programme communication and advocacy for protection of children, assisting other sectors to promote incorporate protection considerations in their relevant sectors. Review and evaluate the technical, institutional and financial feasibility and constraints of protection programmes and projects, in collaboration with other partners.

- Coordinate activities and ensure exchange of information with other programme sectors, to contribute to the achievement of overall country programme objectives. Ensure UNICEF representation in meetings with key partners, in consultation with the Chief of Field Office and the Chief of the CHEP section in Nairobi.

Qualifications, experience & Skills

- Advanced University degree in social sciences and other related field

- Five years of professional work experience at the national and international levels in advocacy, communication, programme formulation, management, monitoring and evaluation in related field, some of which has been in direct humanitarian programme interventions and operations.

- Current knowledge of development and technology in related field. Proven ability to conceptualise, develop, plan and manage programmes as well as transfer knowledge and skills.

- Knowledge of the latest issues, development and trends in emergency, human rights, child rights, child protection, children in armed conflicts, mine awareness, humanitarian affairs and related areas.

- Versatility, judgement, maturity, ability to work in a team, cope under stressful and difficult conditions, political and cultural sensitivity.

- Fluency in English and another UN working language. Knowledge of the language of the duty station an asset.

- Excellent analytical, negotiation, communication and advocacy skills.

- Ability to work in an international or multicultural environment.

- Knowledge and use of computer application, i.e. word-processing, spreadsheets, databases, presentation tools, etc.

Security Guard Force Manager

I. Position Information
Title: Security Guard Force Manager

Level: SC4 (Equivalent to ICS7)

II. Organizational Context


Under the direct supervision of the Head of Sub-Office, the Area Security Coordinator (ASC) and overall guidance of the Field Security Adviser (FSA) or UNDSS FSCO (where applicable), the Guard Force Manager assists in the implementation of security operations and all matters relating to the management of safety and security for UN personnel and assets on UN compounds.


III. Functions:

The incumbent will manage Security Systems, Policies, Procedures and other Security/Guard personnel.Duties of the Security Guard Force Manager may include, but are not limited to the following:

1. Supervision of guards in all aspects of daily guard operations, i.e.:

a. Assist the FSCO in the training of guards,
b. Conducting tests for guards (i.e. observation tests, site knowledge tests, loyalty tests),
c. Discipline of guards,
d. Regularly conduct snap checks to all designated guarding posts and ensure the guards are alert and adhering to the security site procedures.

2. Day to day management of the compound security, i.e.:

a. Monitor and ensure that security SOPs are adhered to,
b. Maintain and ensure that security records and site registers are properly kept and updated, which will include: Visitors book, gate pass register, occurrence book, detection of surveillance records, incidents records),
c. Monitor security systems i.e. alarms and report any malfunctions to administration,
d. Ensure that fire fighting and prevention SOPs are adhered to,
e. Check all vehicles, fire extinguishers and all other items within the compound and hand over the same to the next shift in-charge. This will be done during handing/taking over.
f. Check and ensure that the perimeter fence has not been tampered with.

3. Responsible for physical security of UN Staff and Property, including the following:

a. Report all suspicious activities, threat or risk that may cause harm to UN staff and property without delay to the FSCO (Field Security Coordination Officer) or any senior UN manager,
b. Ensure that goods and property loaded into staff/visitors vehicles are properly declared on entry and exit into/out of the compound,
c. Maintain the occurrence book by recording all happenings that occur within the compound. This will include reporting time of guards, discrepancies noticed, i.e. broken lights, windows & fence, suspicious persons, arrival/departure time of staff transport buses etc.
d. Ascertain all gate passes have been duly authorised as appropriate. Ensure all gate passes have been delivered to the admin/transport department for their confirmation with heads of units.



IV. Key Results Expected

Liaison:
· Liaising and coordinating with the local Special Police Unit (SPU) or other local government Units supervisors (as applicable per location), and with the UNDSS FSCO and other UN Security staff and administration on location for the safe conduct of UN operations;
Updating of Security Documents:
· Maintaining Security documents and data at compounds as per compound specific requirements;
Maintaining Minimum Operational Security Standards (MOSS) for equipment:
· Observe the country specific MOSS at compounds and identify shortfalls:
Organizing training
· Assist the UNDSS Training Officer and/or the FSCOs in identifying specific needs of security training for guards working at UN compounds;
Other security tasks assigned by the FSA, Head of Office, ASC or FSCO in coordination with the FSA.

Experience in operating basic security and communications equipment (radios, satellite phones, and alarms);


VI. Recruitment Qualifications
Education:
· Completion of Secondary School and a diploma in business administration, public administration, journalism, languages, security or related field.
· A university bachelors degree or higher is desirable but not a requirement.
· A military staff college or police college combined with experience in a senior command post may be accepted in lieu.

Experience:
· A minimum of 5 years experience in the field of security/safety, journalism, community services, humanitarian assistance or related field; experience with an international organization, NGO or IGO is desirable.
· Excellent knowledge of the political and security situation in Somalia and good networking within Somalia.

Language requirements:
Fluency in written and spoken English and Somali is essential. Knowledge of Arabic is desirable.
