Summary: Open ended contract, £Competitive salary and significant benefitsWe are looking for an extraordinary individual: A bright, dynamic, motivated and highly experienced humanitarian manager with a transversal and long-term vision, who will be able to provide leadership, manage and represent one of the biggest humanitarian programs of Oxfam in the world, which includes preparedness, chronic and rapid onset emergency responses as well as transitional programs.

The Role You will provide strategic leadership and management oversight to the design and implementation of Oxfam's humanitarian programme in the DRC, which is significant in size, complexity and scope, with budgets of circa £56 million and a large team spread out over a wide geographical area. You can develop a long-term vision and plan strategically to achieve tangible impact in a complex and fast-changing environment.

You will be key in ensuring both timely and high-quality analysis in response. As important as the delivery of the programme, for which you will be responsible is, as important it is that you engage constructively with a wide range of actors, from local partners to the UN system, INGOs, donors, and others. When required, you can represent Oxfam in the East and know how to speak to the right people to take the right decisions.

You are not alone in this big endeavor:
You will be supported by a highly qualified team of advisors, policy specialists, service managers, and an in-country funding coordinator, all of with whom you will interact constructively to help build a common sense of purpose. As a key member of the Country Management Team you will also provide essential input to the Oxfam strategy in the DRC. What we are looking for You like to get things done, and done well.

When things change, you adapt easily. You have at least four years of high-level management experience in a similar role, preferably in complex humanitarian environments.

You are effective and efficient in leading and organizing a diverse team spread over a wide area. You are a great motivator.

Distance management is no strange word for you -it's something you know how to do.
Over the course of your successful career you will have also developed strong networking, advocacy and representation skills both in French and English.

You will have proven analytical skills, as well as an ability to think and plan conceptually, strategically and operationally. You know that Oxfam is not only about water.

You know that Congo is about protection.

You have the automatic reflex to work with partners and authorities whenever possible, and you integrate gender and other transversal issues in our programmes.

You never neglect the long-term impact of what we do.

You know that things don't stop after an emergency. You are familiar with early recovery and transitional programmes, and you make the link with long-term development.

You have proven experience in security management.

You can deal with stress because you know your limits and seek support when needed.

You are committed to the beliefs and values of Oxfam and this will be reflected in your approach to working with your team, local partner organisations and other humanitarian actors and combined with strong commitment to the overall DRC country strategy, which includes development programs.

National Training Officer Job: Care International-Somalia/South Sudan

Somalia/South Sudan is an International NGO working in Somalia and South Sudan. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.

CARE is looking for a suitable candidate to fill the position of National Training Officer (NTO) for its NGO Security Preparedness and Support (NGO-SPAS) Program. The position will oversee delivery of training to NGOs, security report writing, liaisons with appropriate authorities, NGO project facilitation through the provision of security related training, NGO safety/security training development, and any other tasked deemed relevant with a safety and security context.

Job Summary

Reporting to the Training Manager (TM), the National Training Officer will act as the NGO SPAS national security training focal point, conduct surveys regarding the security preparedness of NGOs operating in Somalia & Somaliland as well as surveys of NGOs security training requirements in Somalia & Somaliland.

The incumbent of this position will develop and deliver detailed security training packages tailored to the needs of NGOs operating in Somalia & Somaliland and all other trainings as required by the training Manager and or the program manager which shall include, generic national focused defensive driver training packages, basic communications training packages, generic basic emergency first responder training packages, basic duties of a guard force.

H/She will develop generic security standard operating procedures for implementation by NGO's, act as a security officer as and when required as well and Manage all training equipment and stores as required.

  • Strong interpersonal and communication skills and the ability to clearly convey information;
  • Team player;
  • Strong planning, organizing and coordinating abilities;
  • Good analytical skills;
  • Proactive, innovative and able to initiate action

Required skills and qualifications

  • Bachelors Degree in personnel Management or related field;
  • Security/Safety training;
  • 2 years of experience in a Security/Safety training environment;
  • 2 years of experience in a Humanitarian or Civil Emergency services;
  • Proven presentation and facilitator skills;
  • Proficient computer skills;
  • Fluency in written and spoken English and Somali languages;
  • Ability to work under minimal supervision and high level of flexibility;
  • Ability to establish training requirement and detailed training matrix
