Somalia/South Sudan is an International NGO working in Somalia and South Sudan. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance.

CARE is looking for a suitable candidate to fill the position of National Training Officer (NTO) for its NGO Security Preparedness and Support (NGO-SPAS) Program. The position will oversee delivery of training to NGOs, security report writing, liaisons with appropriate authorities, NGO project facilitation through the provision of security related training, NGO safety/security training development, and any other tasked deemed relevant with a safety and security context.

Job Summary

Reporting to the Training Manager (TM), the National Training Officer will act as the NGO SPAS national security training focal point, conduct surveys regarding the security preparedness of NGOs operating in Somalia & Somaliland as well as surveys of NGOs security training requirements in Somalia & Somaliland.

The incumbent of this position will develop and deliver detailed security training packages tailored to the needs of NGOs operating in Somalia & Somaliland and all other trainings as required by the training Manager and or the program manager which shall include, generic national focused defensive driver training packages, basic communications training packages, generic basic emergency first responder training packages, basic duties of a guard force.

H/She will develop generic security standard operating procedures for implementation by NGO's, act as a security officer as and when required as well and Manage all training equipment and stores as required.

Required skills and qualifications

• Bachelors Degree in personnel Management or related field;
• Security/Safety training;
• 2 years of experience in a Security/Safety training environment;
• 2 years of experience in a Humanitarian or Civil Emergency services;
• Proven presentation and facilitator skills;
• Proficient computer skills;
• Fluency in written and spoken English and Somali languages;
• Ability to work under minimal supervision and high level of flexibility;
• Ability to establish training requirement and detailed training matrix

Background

The HEAR project was initiated by USAID to respond to the agency objective of investing in people under the program area of education and health. The objective of the HEAR Project is to provide access to and raise the quality of primary school education and health services for school-aged children in geographically defined locations within Sudan's Three Areas: Abyei, Southern Kordofan, and Blue Nile.

This objective will be met through activities that are designed to promote education, promote health, and strengthen school governance through community groups.

The ERC Education Technology Specialist will be responsible for implementing the Education Resource Center (ERC) service strategy and leading the technical work of the ERC Education Technology Assistants in the HEAR ERCs, working under EDC's Activity Manager for over-all technical guidance and under the day to day management of the HEAR Chief of Party (COP).

Specific Responsibilities

Under the management of the EDC HEAR Activity Manager, the Education Technology Specialist will have the following roles:

• Assist in conceptualizing and implementing their Area's situational needs assessment to identify needs of the ERC clients
• Develop an over-all strategy that ERC's will pursue to support the HEAR mission
  Supervise, guide, and manage the work of Education Technology Assistants based in the ERC sites
• Follow consistent standards, processes, and/or templates by which digital libraries in ERCs will be organized and managed
• Help manage the training activities that take place in the ERCs
• Train HEAR's primary clients (teachers and education officers) on how to use the digital library and/or other sources that are available on the Internet or in the ERC
• Assist ERC clients on adapting and integrating resources into their curriculum materials
  Develop ERC work plans (especially annual but also monthly) for the approval of the EDC's Activity Manager and concurrence of the COP and Resource Center Manager.
• Mentor and provide training and support for government workers or volunteers who may be trained to help develop the digital library and prepare and deliver training to HEAR clients
• Help identify necessary software packages and hardware that would be appropriate for the Three Areas education environment
• Develop training packages to orient education officials, teachers and other clients on appropriate use of technologies

Qualifications

This position requires:

• Master's degree or equivalent with 3-5 years relevant experience;
• Experience in education quality improvement, especially with regards to teacher training;
  Experience in community mobilization;
• Strong report writing, records management and communication skills;
• Experience using Windows and Excel; other ICT devices and applications as well as the internet for research purposes.
• Team player with experience in a multi-cultural and multi-task environment;
• Successful strategies for working under pressure to meet deadlines;

The successful candidate will also have the ability, willingness, and experience to:

• Ensure a creative interface of technology with HEAR activities
• Orient staff in basic technology applications at different levels of capability
  Train teachers and children
• Work with communities and create community awareness to support community development
• Develop audio-visual tutorials in one or more of the following areas: health, science, social studies, maths, general knowledge, cultural heritage aspects
• Use technologies such as power point, music systems, video systems, and public address systems
• Live and work in a harsh environment (e.g. Accommodation in tukuls).
• Be adaptable, flexible, and innovative when presented with a challenge

Language

Excellent written and spoken communication in English required. Arabic proficiency a plus.

DetailsINDEPTH is an independent, non-governmental not-for-profit international organisation currently working with 37 community-based health and demographic surveillance system (HDSS) sites in 19 countries in Africa, Asia, Central America and Oceania, to provide health, social and demographic data and research to enable developing countries set, among others, health priorities and policies, based on scientific evidence.

The INDEPTH Effectiveness and Safety Studies (INESS) is a project of the INDEPTH Network and comprises a number of autonomous research groups, working together to plan and execute a programme of work that will provide the needed information on effectiveness and safety of ACTs to the national malaria programme managers for policy making.

The INESS core management will provide the administrative support for the whole platform. We are seeking a scientist with a strong background in public health or related field as a Project Manager to manage and co-ordinate the activities of INESS, which will be based at Ifakara Health Institute, Dar es Salaam, Tanzania.

The Project Manager will work closely with the Principal Investigator, the INDEPTH Secretariat in Accra, and the research partners of the Platform to execute the scientific agenda of INESS. He or she will be expected to travel extensively to the different partner institutions.

Tasks/Responsibilities:

1. Management and implementation of the project, in collaboration with INDEPTH and a wide range of other stakeholders

2. Under the supervision of the PI, ensure the effective and efficient scientific management of INESS which entails:

• Plan and lead the scientific coordination of INESS among all parties;
  Coordinate the development of the individual study proposals and prepare for implementation;
  
• Liaise and coordinate the activities of the various task teams of INESS;
  Organize the annual INESS Investigator's meeting and other meetings required to discuss cross-cutting issues/initiatives;
  
• Produce consolidated INESS Project reports for the (under and governments, induding scientific, financial and research to policy reporting;
  
• Ensure effective communication and management of the project's focal points in the various countries;
  Monitor on-going projects, produce progress reports and annual reports, distill and share lessons leamt;
  
• Promote vision, mission and strategic goals of INDEPTH and INESS;
  
• Manage staff, consultants and others and support in-service capacity development/strengthening plans;
  
• Prepare Annual Plans within the context of the Strategic Plan;
  
• Organize conference calls as required, and subsequent production of minutes and reports;
  
• Ensure communication/liaison with INDEPTH management and all partners and stake holders; and
  
• Undertake other tasks as required by INDEPTH management necessary for the successful implementation of the project.

Qualifications/Personal requirements:

A scientific background at Masters Degree level in areas such as Public Health, Medicine, OR in Sociology, Development, Demographics, or related science disciplines. A Doctorate Degree is an added advantage.

Experience in project implementation, preferably in the field of malaria or other communicable diseases control in Africa would be useful.

Experience in networking with NGOs and Government organizations.

Three-five years of post-graduate experience in the relevant field.

Knowledge and proven experience in strategic planning, resource mobilization and management, including human resource management Experience in managing projects.

Clear organizational and administrative abilities.

Experience in financial management systems and budgeting.

Experience working with people of different cultural, religious, political backgrounds, and those at community level will be an asset.

Excellent team building, IT, presentation, written and spoken communication skills in English.

Knowledge of French and/or Portuguese would be an advantage.
