End of Poverty Foundation is seeking a Project Coordinator to lead the next phase of the multiyear integrated Mtakuja Development Project, in Mtakuja village, 15km south of Moshi in the Kilimanjaro Region, Tanzania.

Profile

The ideal candidate will have proven project management experience, managing complex assignments and networks of highly heterogeneous stakeholders. The candidate needs to show an appreciation and understanding of the various stakeholders involved in the development of the community at Mtakuja, including the village community and the management of a local partnering commercial enterprise. The candidate will have to have a genuine interest in working with the people of Mtakuja and be highly motivated to encourage, inspire and enable the community to successfully leverage the opportunities that have and will arise as a result of the project interventions.

Experience working in Tanzania and/or elsewhere in Sub-Sahara Africa is a definite benefit, as is a working knowledge of Swahili. An affinity with one or more of the project focus areas in income generation, agriculture/irrigation, education or health is also a benefit.

The approach to the Mtakuja Development Project is driven by a desire to reach concrete and measurable goals and while compassionate in nature, the approach is characterized by a disciplined business-like vision.

Job Responsibilities

Project Planning & Implementation
- Manage day-to-day activities of project implementation.
- Locally represent the NGO to all outsiders, including local and national government agencies.
- Develop annual plan of activities and continuously reevaluate long term implementation plan.
- Ascertain optimal community involvement and participation in project activities by all target beneficiary groups.
- Manage for sustainability through the proper identification of training needs, implementing training programs, capacity building and ascertaining financial viability of project interventions.
- Manage, maintain and grow network of stakeholders and project partners meeting the needs for external experts and expertise, resources, capacity and project funding.

Budget Management
- Manage, monitor and report local project expenses and spending in close partnership with financial management in Holland.
- Develop annual project implementation budget.
- Identify and access local/national funding sources.
- Seek to implement interventions and solutions that are effective and financially sound.

Monitoring, Evaluation and Reporting
- Monitor and evaluate all services provided by third parties.
- Evaluate impact and progress of individual interventions and programs as well as overall project progress against established performance indicators.
- Report to Board on a monthly basis.
- Informally report to Board on a “as needed basis” in between formal reports at month’s end.

Other Info

About FD Kilimanjaro and the Mtakuja Development Project

The project is a partnership between Mtakuja village and the Dutch NGO FD Kilimanjaro with the aim to eradicate poverty from the community of Mtakuja. The project lifespan is expected to be five years (2008-2013). The project outcomes will have to be sustainable and benefit everybody in the community, men, women, young, old, orphans, farmers, pastoralists, landless people, the sick and disabled.
To enable the community to break out of poverty, we seek to dramatically increase agricultural production through the introduction of irrigated farming. The development of an irrigation scheme is considered critical to enable the community to increase production and sustainably increase income through agriculture activity, which in turn is expected to jump start a range of other income generating activities and business ventures.

Other project interventions include the introduction of a livestock management program, farmer training, organizational capacity building, a community based savings and lending program, education and health programs and many others.

The International Rescue Committee (IRC) is currently preparing an application in response to a UNDP-funded Demobilization, Disarmament, and Reintegration Program designed to provide business-start up skills and support to demobilized ex-combatants. The Project Coordinator will oversee the ‘life skills’/ civilian training component focused on helping ex-combatants reintegrate into Northern Bahr el Ghazal state. Curricula will be provided by UNDP in coordination with the South Sudan DDR Commission, who will refer participants to the IRC for the training series and start-up support, plus relevant on-site technical assistance and follow-up support.

The Project Coordinator will be responsible for overall management of a multi-million dollar project, including budget management, supervision, and administration. This person will report to the Governance & Rights Coordinator.

Construction Coordinator

IRC is implementing a large Community-Driven Reconstruction program in DRC, working in partnership with 1,250 villages across four districts and benefiting more than 1.7 million Congolese citizens as they work to rebuild their country. The Construction Coordinator oversees IRC’s construction and rehabilitation activities in Tanganyika District area of the Katanga Province. These activities primarily entail infrastructures related to primary health care programs (health centers, hospitals, administrative buildings, and community treatment centers), school facilities, and ground-water systems. The activities and projects that the Construction Coordinator oversees involve both direct implementation and implementation through consulting engineers and contractors. The post therefore involves ensuring that design, construction and field supervision are conducted to a high professional standard by IRC employees and the private contractors.

The position reports to the Community-Driven Reconstruction Coordinator in Tanganyika.

RESPONSIBILITIES
Program management:
- Supervise the design (directly or contracted) of infrastructures that are adapted to population needs and context and match international and national norms and standards.
- Establish and oversee implementation of systems for controlling the quality of supplied construction materials; closely monitoring market prices; tracking works progress against work plans, and controlling the quality of the final construction outputs.
- Manage, in a strategic manner, construction/rehabilitation budgets and/or budget components to ensure an appropriate and efficient use of resources in the area of operation.
- Ensure that bidding process are done in a in a consistent and transparent manner
Contractors management:
- Ensure proper provisional and final handover of infrastructure from IRC or the contractors to both the communities and the local authorities.
- Write and issue tenders (legal and technical components), obtain non-objection approvals from donors, analyze bids and organize awarding committees, write and negotiate major contracts, and ensure that field supervision of construction works is adequate and that contracts are enforced.
HR management:
- Manage the construction team; provide leadership and supervision.
- Actively promote staff development and conduct mainly on-the-job trainings so that high performing national staff may be promoted to managerial positions.
- Write job descriptions; establish hiring criteria for project staff, interview and select staff as needed.
- Limit, identify, document and dismiss staff involved in fraud and corruption.
Reporting:
- Review and consolidate monthly internal reports.
- Contribute to the production of required reports for donors, in collaboration with the Program Department in Kinshasa.

REQUIREMENTS:
- Degree or equivalent experience in construction or engineering.
- 2+ years of construction site management and/or engineering experience, preferably in an international setting and/or in Africa.
- Water and sanitation engineering/construction experience.
- Ability to work independently while being a strong team player.
- Ability to work well under unstable security, administrative, and programmatic pressures.
- Ability to manage a team and to show flexibility (balance between quality of the construction and respect of community decision making process)
- Advanced knowledge of usual desktop software such as Word, Excel, and Outlook.
- Knowledge of engineering / drafting related software is preferable

Project Scale-Up Coordinator/Technical Specialist

The District Scale-up Coordinator is an integral part of a team that will strengthen Tanzanian district level local government authorities' (LGAs) to manage quality health, HIV/AIDS, and OVC programs.

This new PEPFAR funded project will focus on developing a comprehensive approach to supporting the LGAs, by expanding district level skills to manage funds, monitor results and prioritize programs.

A large portion of the project is focused on effective program monitoring, the use of data for decision-making, evaluating results and the effective utilization of financial management systems.

The District Scale-up Coordinator will be responsible for coordinating the capacity building efforts in the initial pilot districts during the first year, and will lead the effort to scale-up interventions throughout Tanzania during subsequent years. *This position is contingent on successful award of a proposal.

Essential Job Responsibilities:

- Work directly with Tanzanian LGAs at the district level to assess barriers which undermine district-level performance, and identify interventions to be implemented to improve capacity and achieve quality health results at the district level.

- Provide day to day support to the pilot districts by maintaining relations with the Council Health Management Teams and other LGAs.

- Coordinate with the Tanzanian Ministry of Health and Social Welfare (MOHSW) and the PMORALG to ensure government ownership and leadership in the selected pilot districts.

- Coordinate capacity building efforts of the project in the pilot districts.

- Coordinate with other partners/donors in selected districts.

- Assist the Monitoring and Evaluation (M&E) Advisor in the monitoring of the project, through baseline collection of data, monitoring of results and use of data for decision-making.

- Participate in the plan for dissemination and lessons learned and present results of program achievements and outputs in written reports and at conferences and meetings.

Skills Required:

- Master's Degree with 10 years of experience, or PhD with 4-6 years of experience in public health or related field.

- A minimum of 5 years of experience in managing donor-funded projects at national and international levels.

- Experience building capacity at the district level (specifically in Tanzania)with innovative capacity building approaches.

- Ability to liaise with LGAs to coordinate capacity building efforts.

- Willingness to travel (50% of work-time) to districts throughout Tanzania

- Strong writing and organizational skills for monitoring and reporting on program and study results.

Context and Background

Merlin has been working in Kenya since 1998.
Merlin is currently operational in three geographic regions: Lake Victoria, the Western Highlands and the Arid and Semi Arid regions of northern Kenya.
In addition to the country office in Nairobi, Merlin maintains offices in Kisii and Kisumu towns in Nyanza province, Lodwar in Turkana district and Wajir town in Wajir province.
Since January 2008, Merlin has also been implementing an emergency response project in Nakuru North district in Rift Valley province.

The overall objective of Merlin’s work in Kenya is to contribute to a reduction of health inequalities and to a reversal in the current downward trend in health related indicators.

Merlin does this by responding to emergency needs as well as continuing to build on lasting working relationships with communities and local partners; supporting the strengthening of the Kenyan health system; approaching health problems with innovative interventions; developing answers to key practical questions through operational research; and using the lessons learned at local levels to feed into national-level programming and planning.

Main purpose of the role

The Project Coordinator will be based in Wajir and will have overall responsibility for the effective and efficient management of Merlin’s Nutrition and Emergency Preparedness Response project in collaboration with the Country Director and Country Health Director.

S/he will ensure that the project is consistent with the project management cycle and for compliance with Merlin procedures, systems and guidelines.

The Project Coordinator has the overall responsibility for the execution of the project against the agreed objectives and within the agreed budgets.

In carrying out these responsibilities the safety and security of the team are paramount.
Regular contact with other agencies, donors and authorities should be maintained as much as possible.

Responsibilities

Management/programme development
- Overall responsibility for effective and efficient management of all Merlin programmes in Wajir province ensuring that they meet their intended objectives, consistent with the project management cycle and in accordance with Merlin principles, policies and procedures.
- Ensure programme activities are successfully implemented in accordance with the programme documents including proposals and project log-frames as well as the terms and conditions of the contract with partner agencies (including donors).
- Ensure monitoring systems are developed and are in place and that project reviews and evaluations are carried out as planned with the appropriate participation of stakeholders and partners at all stages.
- Employ participatory approaches for the development of links with community groups to raise awareness, increase knowledge and change attitudes and practices towards health issues.
- Assist the Project Health Coordinator in the process of work plan development, implementation and monitoring; field research/assessment, analysis, documentation, reporting and dissemination.- Ensure all relevant authorities are included in the planning, implementation and monitoring of the programmes.
- Develop and maintain good working relationships with provincial and district MOH, communities and their leaders as well as other stakeholder organizations.
- Develop effective coordination mechanisms between the programmes and with other potential or active partners in the field.
- Ensure project narrative and financial reports are completed and submitted on timely manner in accordance with the requirements of Merlin and the donor/s.
- Prepare accurate and timely project proposals.
- Be responsible for leading the process of undertaking civil society mapping exercise and identify potential local partners for Merlin in the province.
- In consultation with the Country Health Director, Monitoring and Evaluation Coordinator, and the Country Director, establish and maintain effective internal and beneficiary accountability mechanisms and systems in the province.

Logistics, finance and administration
- Ensure Merlin HR, administrative, financial and logistical systems/procedures are in place in accordance with Merlin policies and procedures, maintained and adhered to so that all support functions are carried out effectively and efficiently.
- Be responsible for overall financial management of the field office including ensuring accurate budget coding and allocation.
- Review monthly financial accounts, forecast projections, and submit monthly financial reports and documents to Nairobi office on a timely manner.
- Ensure that all expenditures are within the agreed and approved budget and conduct monthly expenditure against budget monitoring on a monthly basis and consult with finance department in case of any issues.
- Ensure Merlin complies with all legal and bureaucratic requirements in the province of operation. - Ensure regular communications are maintained between the field office/programmes and the Nairobi Office.
- Ensure that monthly logistics reports are compiled and reviewed and submitted to Nairobi office in a timely manner.
- Responsible for ensuring that inventory and asset lists are accurate, up-to-date and maintained.
- Ensure that Merlin procurement procedures are followed and that authorization levels are respected.
- Ensure that Merlin transport policies and procedures are adhered to.
- Ensure that all Merlin contractual matters including contracts of office and team accommodation permises as well as hired vehicles are up-date and well maintained.

Human Resource Management

- Overall direct management and development of Merlin support function staff in Wajir province.
- Ensure that all Merlin staff contracts and job descriptions are up-to-date at all times and personnel files are maintained properly.
- In conjunction with the Project Health Coordinator, manage, supervise and support the work of the programme teams.
- In consultation and coordination with the Country Director and HR Manager and in accordance with Merlin Kenya HR policies, procedures and manual; be responsible for national staff selection, recruitment and disciplinary processes including dismissal in the province
- Ensure that timely staff appraisals are conducted for all Merlin staff in Wajir as per Merlin standard requirements and procedures.
- Ensure all new team members are adequately briefed on arrival in the field, clearance procedures are followed for departing staff members, and that staff members are debriefed at the end of their employment.
- In consultation with the Project Health Coordinator, Country Health Director, the Country Director and HR Manager, develop TORs, identify external consultants and facilitate and monitor their field work (i.e. surveys).
- Maintain good inter-team communications and develop and maintain positive team dynamics.
- Ensure that Merlin’s national staff policies and procedures are understood and correctly followed.
- Support team members professionally and monitor and support stress management.

Security

- Be responsible for security and safety of Merlin staff and resources in the province in line with Merlin kenya security and safety policy.
Develop and update province specific security management plan in consultation with the Regional Logistics Coordinator and the Country Director.
- Record and report any security incidents to the Nairobi Country Office.

Representation

- Be the focal point for representing Merlin in Wajir with provincial and district level government authorities, Ministry of Health, donors, NGOs, networks and other stakeholders.
- Ensure all relevant parties are kept informed of Merlin activities as appropriate (e.g. donors, MoH, etc.).
- Represent Merlin at all relevant meetings and forums at provincial and district levels in the province.
- In consultation with and guidance from the Country Director, act as the contact person with the press and media in the province.
- Contribute towards the dissemination of lessons learnt and best practice through publications (general, health sector, academic) and presentations at conferences, in consultation with the Country Director, Country Health Director, and the London Headquarters Staff.

To respect all merlin organizational and country specific policies, procedures and regulations and ensuring that they are also adhered to by all Merlin staff in the province.
