Chief of Party Zimbabwe

Khulisa Management Services (see www.khulisa.com) is a South African-based firm that provides a wide range of monitoring, evaluation, research, and information management services. Since 1993, we have served over 140 different clients including the governments, local and international donors, corporations, non-governmental organisations (NGOs), and other service providers.

Khulisa is seeking a Chief of Party for an anticipated project in Zimbabwe. The project is a large scale multi-million dollar, five-year project. The Chief of Party (COP) will be responsible for the overall management and implementation of a health data dissemination and information use project in the Republic of Zimbabwe. Working closely with the home office Project Director, s/he will lead project implementation, ensuring that the program meets its administrative, programmatic, technical, and operational objectives. S/he will supervise and guide field office personnel and coordinate the work of partner organizations. The COP will represent Khulisa and the project in Zimbabwe, interfacing with the US Centers for Disease Control, Ministry officials, and other stakeholders.

S/he must demonstrate excellent program management, staff management, and technical skills; demonstrate a high level of diplomacy; and will be able to foster an atmosphere of teamwork, productivity, creativity, fairness, equity, and innovation within the project. S/he must be an effective negotiator and mediator, and will be able to facilitate large team meetings internally, as well as facilitating external more formal interactions with program participants and partners.

The incumbent will be based in Zimbabwe over a five year period. Fluency in both Shona and English is a requirement.

Responsibilities include, but are not limited to:

• Provide technical, strategic, logistical, and administrative leadership for the implementation of the project.
• Ensure that all work planning is completed effectively with counterparts and partner organizations.
• Establish productive working relationships with relevant stakeholders.
• Prepare project reports, including monthly and annual progress and financial reports.
• Participate in face-to-face meetings and telephonic conference calls and other relationship management responsibilities with project officers and other relevant stakeholders and policy makers.
• Lead project activities and technical strategy in close collaboration with project partners and MOHCW counterparts including the following:
o Strengthen capacity of MOHCW to coordinate and conduct effective strategic information, policy and systems strengthening activities supported through PEPFAR
o Strengthen management capacity of the MOHCW to formulate and implement strategic information policies
o Strengthen capacity of provincial, district and clinic level health workers in use of data for decision making
o Strengthen capacity of MOHCW to develop and refine national strategic information guidelines and policy documents in accordance with the National Strategic Plan for HIV/AIDS
o Collaborate with National Monitoring and Evaluation Advisory Group to ensure data quality issues are given priority and that HMIS reporting rates are improved
o Provide HMIS technical assistance in systems requirements, analysis, design, specifications, development, piloting/testing, implementation and evaluation
o Collaborate with CDC staff across HIV/AIDS technical areas to ensure that data generated by USG supported surveys and by the MOHCW surveillance systems are useful and used for program planning, policy development, advocacy and impact evaluation
o Assure that monitoring and evaluation activities work as part of the national HIV/AIDS framework by clearly specifying proposed outcomes
• Ensure issues of data quality are given priority, including the improvement of reporting rates from all health institutions across the country.
• Ensure that data generated are useful and used for program planning, policy development, advocacy, and impact evaluation.
Required Knowledge, Experience and Qualifications:
• Minimum of a Master’s Degree in Public Health, Biostatistics and Epidemiology, Management, Public or Business Administration or a related field.
• Demonstrated success as the Chief of Party/Project Director/Deputy Chief of Party of a comparable multi-dimensional donor-funded project, managing professional and financial resources on a similar scale preferred.
• At least 10 years of progressively responsible management experience, including at least five years in southern Africa.
• Demonstrated competence in program management, including managing documents and information systems, budgets, timelines, and a track record of meeting deadlines.
• Extensive experience in leading the planning and management of large scale M&E/ research projects.
• Experience working on Health Management Information Systems (HMIS) including analysis, design, specifications, development, piloting/testing, implementation, and evaluation.
• Experience working within a ministry or government department in a developing country on a long term assignment and demonstrated understanding of operating principals required to achieve success in that environment.
• Extensive experience in large scale quantitative and qualitative data collection and analysis preferably in the health sector.
• Database management and design knowledge is required.
• Familiarity with Zimbabwe culture/languages.

Water and Sanitation Program Manager

PROGRAM SUMMARY:In Zimbabwe, Mercy Corps has been working hand-in-hand with local communities and partners in Manicaland Province (Eastern Zimbabwe) since 2002 to implement a range of programs including: upgrading of basic water and sanitation facilities; improving food and livelihood security; providing support to orphans and vulnerable children, and much more.

Over the past 3 years Mercy Corps’ water and sanitation programming has grown to include at least 4 projects designed to increase access to water and sanitation facilities in both rural and urban environments.

Activities include the rehabilitation of boreholes and wells, the construction of water catchment facilities at health clinics, the development of village water point committees, the construction of latrines at schools and health facilities, the rehabilitation of public (urban) sanitation facilities, and more.

Mercy Corps also is leading the development and roll-out of nationwide monitoring and evaluation tools that will be used by the UNICEF chaired WASH Cluster and expects to further increase its level of WASH programming in the coming year(s).

In addition to a main office in Harare, Mercy Corps has a Provincial office in Mutare, Manicaland and District offices in Buhera and Chipinge, which are also in Manicaland Province.

All WASH activities and personnel are based out of our Mutare office.

GENERAL POSITION SUMMARY:

This is a new Mercy Corps position created to manage the growth of Mercy Corps’ WASH programming by providing technical and strategic oversight to all Mercy Corps water and sanitation activities.

The Water and Sanitation Program Manager will oversee and provide guidance to Mercy Corps field personnel, monitor existing implementation, design new programs addressing the urgent WASH needs of Zimbabwe, and represent Mercy Corps with donors at all coordination meetings.

ESSENTIAL JOB FUNCTIONS:

- Plan, coordinate, implement and monitor appropriate and effective water and sanitation programs in multiple locations in Zimbabwe.
- Oversee day to day operations of Mercy Corps’ Mutare field office and provide guidance to both programmatic and administrative staff.
- Ensure WASH grant objectives are met and control budgets and project expenditures over grant periods.
- Manage project staff and prioritize developing national staff capacity, specifically strengthening the project management skills of the national staff including WASH personnel.
- Manage WASH activities including rain water catchment, borehole rehabilitation, latrine construction, and the upgrading for household and communal wells.
- Work with other Mercy Corps team members to enable all programming activities to work as a cohesive whole.
- Oversee recruitment and support for national staff.
- Collaborate with WASH managers on technical issues.
- Take the lead in coordinating both informally and through relevant for all Mercy Corps water and sanitation activities with other implementing partners.
- Attend and actively participate in UNICEF chaired WASH working group.
- Develop and maintain collaborative, solid, inclusive working relationships with the Zimbabwe government authorities, the UN, other NGOs and donors.
- Write regular reports for a variety of audiences internal and external.
- Develop concept papers and proposals, as required, to secure funding for and expand Mercy Corps’ water and sanitation programming priorities.
- Perform assessments identify programming opportunities and gaps, as well as developing appropriate water and sanitation strategies.
- Prioritize the safety and security of all staff at all times, in compliance with Mercy Corps’ security guidelines and standards.
- Ensure all operations are carried out according to schedule, budget, and SPHERE standards.
- Perform other duties as assigned.

SUPERVISORY RESPONSIBILITY:
Water and Sanitation staff and Mutare administrative personnel.

ACCOUNTABILITY:

REPORTS DIRECTLY TO: Deputy Country Director
WORKS DIRECTLY WITH: Manicaland based staff

KNOWLEDGE AND EXPERIENCE:
- University degree in engineering, advanced degree/certificate preferred.
- 5+ years experience on water and sanitation activities.
- 2+ years experience with an NGO working in harsh/insecure environments
- Experience with program design, management and implementation, preferably in insecure environments.
- Understanding of the public health needs and appropriate interventions for poor rural communities.
- Knowledge of humanitarian standards and codes.
- Written and spoken English language skills required.
- Strong computer skills, including proficiency with MS Excel, Outlook and Word required.

The successful Water and Sanitation Program Manager will have a strong understanding of the long-term implications of relief work and the importance of incorporating participation and the development of civil society into relief and development activities.
The successful Water and Sanitation Program Manager will effectively manage staff from differing backgrounds.
The ability to work inclusively with beneficiaries is essential, as is the awareness of and sensitivity to the particular needs of women in this context.
S/he should be committed to building local capacity, among beneficiaries, partners and staff. Diplomacy and tact will be required to interact effectively with a variety of actors across the community, the aid community, international agencies and government officials.S/he will demonstrate a strong understanding of cultural, political and religious considerations in the region, and be able to live and work successfully in often changing environment.

LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:

This is an unaccompanied position but is located in a relatively safe and comfortable environment.
Candidates must be able to live and work in an ever changing political and operational environment.
This position is based in Mutare, a pleasant city in the mountains of eastern Zimbabwe.
The town is roughly 3 hours drive from Harare and only a 10 minute drive to the Mozambique border.
Housing and access to good and services is adequate and improving now that the Zimbabwe currency has been replaced by the USD and SA Rand, which has resulted in a dramatic increase in available products nationwide.

Country Director

The International Rescue Committee (IRC) is one of the largest humanitarian agencies in the world, providing relief, rehabilitation and post-conflict reconstruction support to victims of oppression and violent conflict. IRC has worked for over seven decades and today is involved in over 25 conflict zones in the world. We address both the immediate, life saving needs of conflict affected people in an emergency and the reconstruction needs in post conflict societies.

Location: Zimbabwe

IRC is fairly new to Zimbabwe, so this is a small start-up program with a lot of potential for growth and development. Until IRC is able to expand its interventions, in addition to high-level management and leadership functions, the CD will be taking on tasks that would normally be delegated out including full involvement in program direction and close oversight of finance, grants management and security functions.

- Manage overall team in Zimbabwe including partner agreements, personnel, program advisors and operations staff.
- Coordinate with communities, local authorities and other humanitarian agencies in the area of operation.
- When indicated, develop and work with partner agencies or local communities to deliver interventions.
- Participate in strategic planning for operation as different scenarios and phases of recovery emerge; bring together and input into proposal development, budget development and grant opening meetings.
- Ensure integrated programming and the application of IRC’s Program Framework.
- Ensure compliance with national labor laws; assess and ensure safe operating and security environment for staff.
- Coordinate with logistics and finance staff to ensure compliance, adherence to budget, and the like.
- Evaluate and strengthen staff and partner capacity.
- Develop and ensure adhesion to security plans and policies.
- Directly oversee financial and grants management systems.
- Assist in the orientation of newly arrived national and international staff on the team.
- Provide regular feedback and communication to the Regional Director
- Strive to improve and maintain overall team cohesion and foster team-building relationships;
- Ensure that staff receive an appropriate level of logistical, technical, financial, managerial and administrative support to carry out their activities.

Requirements- At least 5 years of high-level leadership and management experience in humanitarian and development settings. Previous work with disadvantaged populations required. Previous experience in Africa a must; in Zimbabwe a distinct advantage.
- Demonstrated ability to manage and coordinate a team of professionals in a start-up and growth setting.
- Leadership and management skills in program and support functions.
- Excellent skills in both oral and written English.
- Ability to work autonomously and as part of a team.
- Knowledge of Microsoft Office applications.
- Advanced degree in international affairs, public administration or related area a plus.

Senior Health Coordinator

Responsible To: Operations Coordinator and Country Representative; technically to the Health Advisor in London

Working With: All Merlin and Non-Merlin Zimbabwe Partners (e.g., GoZ Ministries, Donors, UN agencies, International/National NGOs, etc)

Location: Harare and throughout country

Contract Duration: 5 months

Starting Date: 20 April 2009

Salary & Benefits: Between £16,810 and £19,034 per annum dependant on relevant experience, an annual cost of living allowance of £3,827, insurance cover, accommodation and return flights. Each year, Merlin helps more than 15 million people in up to 20 countries.Context and Background
Members of Merlin’s Emergency Response Team entered Zimbabwe in November 2009 in response to the worsening cholera outbreak there.
Merlin had earlier (April 2008) sent a reconnaissance team into Zimbabwe to gain preliminary insight into the country’s needs.
The country’s health indicators are shocking: average life expectancy at birth sits at 42 years; under-five mortality has risen sharply to 105 per 1000; and nearly one quarter of all Zimbabweans live with HIV and AIDS (UNICEF, 2006).
These statistics are staggering and are likely to worsen considering current political, economic and environmental conditions.
The recent political stalemate has rendered national health systems unable to cope with the sharp rise of immediate and chronic health needs.
Indeed the political situation in Zimbabwe has directly prevented those most in need from accessing an adequate level of health care.
International charities have faced limitations in operating in Zimbabwe, and reports of political attacks and beatings of subsistence farmers continue.
Related to Zimbabwe’s state of political turmoil, the country suffers from acute hyper-inflation, which is now estimated at 230 million percent (BBC, 2008).
This has contributed to the steady rise of food insecurity, which has left approximately 5 million people unable to meet their minimum food requirements (Red Cross, 2008).
Alternating floods and droughts in recent years have aggravated this chronic food crisis and caused the latest harvest to fail completely.
The current cholera outbreak, plus food insecurity, the HIV and AIDS pandemic, combined with a weak health system and human resources deficits are likely to be Zimbabwe’s most immediately harmful health crises in coming months.
Merlin started a cholera response in January 2009.
This programme currently covers three districts in northern Zimbabwe in addition to urban areas of Harare.
It aims to increase access to essential, first line cholera treatment through the establishment of Oral Re-hydration Points and to increase the capacity of the health care workers to prevent and respond to outbreaks.
Main purpose of the roleTo help support Merlin’s response to Zimbabwe’s cholera outbreak. Provide support to the medical team and to establish good practice in the field sites and assessments when requested. To lead the medical team with flexibility and adaptability as the current context changes.

Overall Objectives (scope)
- Plan and implement Merlin’s emergency response to the present cholera outbreak in Zimbabwe, in close collaboration with the Ministry of Health (MoH) and other actors
- Assist in the analysis of health / humanitarian contexts in Zimbabwe
- Establish mechanisms and strategies for providing rapid response to further identified needs of host population
- Lead in assessments and contribute to the development of the longer term Merlin strategy in Zimbabwe.

Emergency Coordinator

Location: Zimbabwe - Harare

Background

Zimbabwe is currently experiencing its second cholera outbreak since August 2008. The first outbreak involved 2000 cases in August and was handled by the MOH Zimbabwe.

In October and November of this year, the country plunged into its second outbreak.

To date, there have been 16,403 cases and 783 deaths. According to the WHO epidemiologists, the explosive 4 weeks pattern experienced during these outbreaks points to lack of clean drinking water and sanitation, weak health services, and health staff strikes.

Urban areas have been more greatly affected by the cholera outbreak than the rural districts. There is ongoing concern that with the continued lack of access to clean water, families traveling home from urban centers to the rural districts for Christmas, and the rainy season about to begin, the number of cholera cases will greatly increase in the rural districts.

The Zimbabwe healthcare system is collapsing with the economic crisis facing the country.

Staff are poorly paid, if at all, and strikes or “go slows” are becoming increasingly common. Medicines and materials to treat even common illnesses are rare or unavailable, particularly in rural areas.

Rural health care centers are ill-equipped to handle outbreaks in their areas.

Purpose:

- To provide relevant support and advice to CARE Zimbabwe Emergency Teams and partners based in the affected area to enable a more effective and efficient response;

- Provide assistance and guidance to support the team in engaging with government, UN and NGO coordination and information management systems to help ensure that CARE’s assistance effectively meets priority needs and there are no significant gaps in assistance for populations in the affected areas;

- Support CARE Zimbabwe external relations as needed (donors, visiting CARE staff, etc.); and- Assist CARE Zimbabwe as required in proposal preparation, meeting reporting requirements, etc.

Responsibilities and Tasks:

Under the direct supervision of CARE Zimbabwe Acting Country Director:

- Conduct assessments and provide advice on the design and approach used for delivering humanitarian assistance.

- Identify technical assistance or logistical needs and assist in training and ongoing capacity assessments.- Support CD and Emergency Team in preparation of SitReps and other reports.

- Review and ensure that all response mechanisms and strategies are consistent with a humanitarian accountability framework, relevant SPHERE standards, and essential environmental mitigation measures.

- Identify critical gaps for future technical capacity building.

- Provide regular reports to CARE ZIMBABWE status of emergency response, strengths and gaps.

- Participate in key coordination meetings as needed.

- Provide technical assistance and advice to key Emergency Team members and external advisors on short term assignments to the CO.

- Participate in ongoing emergency coordination team meetings.
