Action Contre la Faim is a non-governmental organisation. It intervenes in 40 countries and implements nutrition and health, food security, water sanitation and hygiene, and advocacy programmes. We are looking for: A FOOD SECURITY COORDINATOR (M/F)
Country: Harare – Zimbabwe
Length of Contract : 12 months, from 2010, 1st of June

General objective: Coordinate the programmes and define the food security strategy

Responsibilities:

Supervise the evolution of the humanitarian food security situation :

- Collect and analyse information on food security ;
- Analyse the impact of living conditions on the population ;
- Work on caps dynamics and food security ;
Together with the coordination team, contribute towards the definition of the programming strategy :
- Evaluate the population needs ;
- Propose intervention strategies ;
- Write proposals and technical reports for the donors;
Supervise the programmes :
- Approve the implementation methodology of the projects ;
- Define the intervention areas ;
- Define the procedures for establishing lists of beneficiaries ;
Manage the food security team :
- Participate in the recruitment and training of the team members together with the administrator or the GRH;
- Carry out appraisals of the food security teams;
- Reinforce the management of programmes and projects ;
Represent the Organization when liaising with the various food security partners in the country

Qualification and previous experience:

Agricultural engineer, Socio-economist or Development economist ‘Diploma is needed. Humanitarian experience of 2 years is required as well as an experience on Food distribution. Thorough knowledge of food security, Good communication with other people, Experience in team support.

Status:

- Employee under a Fixed-term contract
- All expenses paid in the field: travel out/return, collective or individual accommodation depending on position and family, meals and hygiene expenses
- Ability to take in charge accompanied position depending on position
- Monthly salary ranging from €1550 to €1950 gross depending on the position and experiences + Allowance of €200 net paid on the mission
- Social security, complementary health, repatriation insurance and contribution to a pension
- Purchase of 2.08 days off per month
- 20 RTT per year
- Training of 2 to 3 weeks, achieved in Paris before leaving on mission

Ensure the quality and impact of Oxfam's emergency food security and livelihoods work in the Horn, East and Central Africa (HECA) by analyzing regional food security trends, providing technical support and capacity building to country programmes, leading new emergency assessments and programme planning, and linking programme experience to advocacy and campaigning efforts.

The Role

The post holder will provide regional analysis and updates on the evolving food security situation in the HECA region. In times of acute crisis, the role provides direct advice and support to countries in order to ensure appropriate and timely emergency response.

In addition to building the capacity of in-country staff and partners to design high-quality EFSL responses, the post holder will be active in regional coordination groups and will ensure linkages with Oxfam's work on economic development, climate change adaptation, and disaster risk reduction.

The Person

To be successful in this role you will have humanitarian programme experience with international NGOs or other international organizations and a master's degree in a related area (development, nutrition, livelihoods, agriculture etc).

You will have significant technical knowledge of the key food security and livelihoods issues in Horn and East Africa, including experience with pastoral populations.

You will have experience using livelihoods analytical frameworks to analyze trends, conduct assessments, design programmes, and evaluate the impact of livelihoods interventions.

You will have excellent communication, facilitation and representation skills. You will demonstrate the ability to work in an advisory role, with the capacity to influence multi-cultural teams at varying levels.

You will be able to develop and manage complex institutional relationships. You will demonstrate a high degree of self-motivation, able to deliver objectives while operating under pressure and in difficult environments. You will be able to spend significant time (at least 30%) travelling within the region.

Fluency in written and spoken English is essential, and the ability to speak French, Swahili, Somali or Arabic is an added advantage.

Background

War, drought, and an oppressive political regime made Ethiopia one of the poorest nations in the world during the 1980s.

However this has changed considerably due to various stakeholder interventions.

During the 1984/85 famine, Oxfam played a major part in the international relief effort, organising large-scale food distribution and water supply projects.

When the Ethiopian civil war ended in 1991, Oxfam's priorities shifted towards longer-term community-based development work.

Oxfam was a major player in responding to the humanitarian crisis of 2000/01 and 2003/04, particularly in the eastern and southern parts of the country.

This year, the National Change Strategy (NCS) for Oxfam GB Ethiopia has been finalized as the result of extensive research, analysis and discussion, which has involved and built on the experience and expertise of Oxfam staff from Ethiopia, the region and Oxford, along with external experts and partners. The programme is now at the strategy implementation stage.

The Role

We require a Senior Emergency Food Security and Livelihoods (EFSL) Advisor who will lead in improving the quality and accountability of Oxfam GB's EFSL interventions in Ethiopia and in strengthening Oxfam GB's ability to inform and influence the food security discourse in the country and region.

The role will develop a framework and design strategies on emergency food security and livelihoods interventions.

You will provide advice and technical support to Humanitarian Programme Managers on designing, implementing, monitoring and evaluating of EFSL projects and activities.

The jobholder will lead on designing and conducting research on EFSL interventions. You will be responsible for country staff technical capacity building on EFSL, and contribute to the development and implementation of food security advocacy work in the country and in the Horn, East and Central Africa (HECA) region.

The Person

We are seeking for an EFSL person who has experience working at an international level and is globally deployable for emergencies.

You should have extensive knowledge and experience on emergency food security and livelihoods programming including assessments, inputs, transfer and market based interventions.

This will include practical application of humanitarian principles, standards and policy issues.

You should also have a well-developed and proven strategic, planning and analytical skills and a demonstrated ability to effectively inform and influence internal programming and external stakeholders.

Basic understanding of nutrition in emergencies is an added advantage for this role.
