Uganda Rural Electrification Agency - Ministry of Energy and Mineral Development - Finance & Administration

The Rural Electrification Agency is the Secretariat of the Rural Electrification Board (REB) as established by Statutory Instrument 2001, No. 75.

The REB’s main function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the development and the implementation of rural electrific ation projects.

The projects include those funded by the Government of Uganda’s Consolidated Fund, Multi-lateral and Bilateral Development Partners, other sources contributing to the Rural Electrification Fund and the Private Sector.

The Rural Electrification Agency invites applications from suitably qualified candidates to fill the vacant position of Manager, Finance and Administration

Main Task:

The Manager, Finance and Administration will be in charge of providing advice on financial issues, ensuring a sound financial and accounting system for REA, overseeing the management of the Rural Electrification Fund (REF), monitoring performance of the REF funds disbursed to projects and overseeing the overall administration of REA.

Duties and Responsibilities:
Head the Finance and Administration Unit.
Oversee REA’s day to day financial and accounting activities.
Manage the REA financial planning and Budgeting process.
Prepare “Budget requisitions to GoU, World Bank and other Development Partners based upon agreed work plans.
Manage the preparation of books of accounts in accordance with GoU, the World Bank and other Development Partner Accounting Instructions;
Management of both REA’s Project Special Accounts and Local Accounts;
Preparation of Financial Statements for external auditing.
Review and update the Accounting and Financial Reporting System of REA
Overseeing REA’s Human Resource Management and Administration function.
Establishing and improving upon the existing internal controls and procedures.
Performing any other duty as may be assigned by the Executive Director.
Required Qualifications:
A Masters degree in Business Administration, Finance or Accounting.
A good (Honours) degree in Commerce with the option of Accounting/Finance.
Membership to a professional body (ACCA, CMA, CPA, ACA)
At least 10 years working experience in Donor Funded, Government aided or large corporate organization projects with atleast five (5) years at management level
A demonstrable background of professional and strategic leadership, highly motivated and a committed team player.
Good interpersonal and communication skills.
Terms and Conditions of Service:
Four (4) years contract renewable upon satisfactory service with an attractive remuneration package.

Local Administration and Finance Officer - BTC, Tanzania

The Belgium Development Agency (BTC Tanzania) is inviting applications from suitably qualified candidates to fill the position of Local Administration and Finance Officer (LAF) for the Representation office in Dar es Salaam. The position offers an open-ended contract beginning June 1st, 2010.

DUTIES & RESPONSIBILITIES:

Under the overall supervision of the Resident Representative, the Local Administrative and Finance officer will have the following responsibilities:

o Implementing and finalizing all of the representation's administrative, financial and accounting procedures executed by BTC
o Providing administrative supervision of matters related to financial management
o Providing technical support to Technical Adviisors and the Resident Representative on all financial matters
o Monitoring of the Representation's financial planning and the budget
o Give support to projects on financial planning and budget management
o Supervising the financial management of projects and providing follow-up for project accounting process according to BTC Headquarters instructions and local regulations
o Monitoring of project finances and cash flow
o Monitoring project accounts at Representation level to guarantee their accuracy
o Ensuring consolidation, control, reporting and analysis of financial and accounting data for projects managed directly by the Representation
o Providing support and giving financial advise to the Resident Representative in his/her areas of expertise
o Training of Technical Advisors and other relevant Representative staff in financial matters
o Giving support to the representation and the projects for all that concern the audits to make them operational and obtain qualitative reports and recommendations

2. QUALIFICATIONS

o A Bachelors degree in Accounting/Finance or Advanced Diploma in Accounting preferably a holder of CPN/ACCA
o At least five years professional experience in accounting/finance and/or administration
o At least three years expenence with financial responsibility or as the person with final responsibility for an entity's accounts
Ability to develop budgets and provide budgetary monitoring and analysis
o Knowledge of standard accounting plans
o Mastery of cost accounting
o Mastery of the most widely used computer software and computerized accounting tools
o Proven oral and written communications skills

PACE/PSI seeks candidates for a Finance and Administration Advisor to provide technical expertise and guidance. The Finance and Admin Technical Advisor is an extended consultancy position of 12 months and the advisor will be responsible for ensuring the training and capacity building of national staff as well as for key deliverables. This position is based in Kampala, Uganda and reports to the Executive Director of PACE with a dotted line to the Regional Director, East Africa.

RESPONSIBILITIES

Specific duties relevant to each functional area within the department include, but are not limited to:

Finance – Provide Technical Advice to the Director Finance to ensure
- Contractual compliance with PACE, PSI and donor regulations
- Internal and external financial reports are of high quality
- Proper management of annual budgets and assist in coordinating work plans
- Development of internal control systems;
- Excellent management of financial and compliance aspects of subawards and subcontracts
- Asset management and maintenance
- Accurate and timely organization-wide financial monitoring and budget tracking.

Compliance – Work together with the Director Compliance to ensure
- Management of internal and external audits and that audit recommendations are implemented

Procurement – Provide Technical Advice to Director Administration to ensure
- Compliance with existing procurement policies
- Fraud is minimized via active monitoring and close coordination with internal and external audits
- All international and local procurements are implemented in a timely manner avoiding stock out
- Maximum efficiencies and cost-savings
- Efficient management of office operations (security, generator, cleaners, etc)

QUALIFICATIONS:

- Minimum two years developing country work experience
- 5 years of accounting and/or finance experience
- Strong financial and operational management experience with proven management skills
- Knowledge of Lawson systems required
- Fluency in English required
- Demonstrated ability to produce results
- Familiarity with international donors
- Master’s degree in relevant field preferred

It's a registered Non Government Organization (NGO) established in 1998 to coordinate and promote Community Based Healthcare Financing (CBHF) in Uganda.
