Programs Manager

Job Title: Programs Manager, NuPITA

Reports To: Project Director, NuPITAPosition

Location: Uganda

Background:The New Partners Initiative Technical Assistance project (NuPITA) is a four-year USAID-funded project implemented by John Snow, Inc. (JSI). The project is based in Uganda and works in seven countries (Kenya, Nigeria, Rwanda, South Africa, Tanzania, Uganda, and Zambia) to provide technical assistance to fifteen organizations working in HIV & AIDS that have recently received funding from USAID under the New Partners Initiative (NPI), a core program of the President’s Emergency Plan for AIDS Relief (PEPFAR). NPI was created to build the capacity of organizations to work at the community level and support the long-term response to HIV & AIDS. NPI increases the number and diversity of organizations working on the USG’s efforts to address HIV & AIDS around the world. NuPITA is seeking a dynamic, competent and highly motivated person to provide general management and technical assistance to the project and to directly supervise technical assistance providers including HIV & AIDS and M&E Specialists based in Uganda and NPI Advisors working within the NPI partners’ implementing countries.

Duties & Responsibilities

This position will report to the NuPITA Project Director in Kampala, Uganda. The position will be based in Uganda and require frequent travel (40% time) to the NPI partner offices throughout sub-Saharan Africa.

• Serves as a senior member of the NuPITA team responsible for the provision of technical assistance to partners;
• Supervises NuPITA technical and M&E staff who are located in the Kampala office as well as NPI Advisors;
• Constructs and coordinates the technical assistance visits to NPI partners;
• Delegates the responsibilities among staff for responding to NPI partners’ on-going TA requests and short-term technical assistance needs;
• Manages and maintains monthly and quarterly technical assistance plans for the project;
• Supervises review of partner documents (annual work plans, semi-annual reports, PEPFAR country operational plans/reports, etc);
• Participates in the development of NuPITA annual work plans and semi-annual reports;• Contributes to NuPITA strategic planning;
• Manages project monitoring and evaluation efforts and the project’s performance monitoring plan;
• Supervises the logistics of NuPITA trainings and retreats;
• Represents NuPITA in meetings as required;
• Provides direct technical assistance to partners as required; and
• Serves as Acting Project Director as needed.

Qualifications & Expertise

• Strong managerial, organizational, supervisory and problem-solving skills.
• Professional experience with health programs funded by USAID. Experience with HIV & AIDS programming, and with PEPFAR in particular, is highly preferred.
• Experience in the provision of technical assistance and capacity building support to non-governmental organizations.
• Advanced degree in public health, management, public policy, business or related fields or significant project management experience.
• 5+ years employment overseas (preferably in more than one country).
• Solid understanding of USAID policies and regulations.
• Technical expertise in one or more program areas.
• Knowledge of, or ability to quickly grasp, JSI management and quality assurance systems.• Strong interpersonal and communication skills.
• Willingness to work and travel internationally. Travel estimated to be approximately 40% of time.
