Water Projects Officer - Millennium Challenge Account-Tanzania (MCA-T)

The Millennium Challenge Account-Tanzania (MCA-T) is an Accountable Entity under the Ministry of Finance and Economic Affairs responsible for the implementation of a five-year Compact package consisting of various infrastructure projects funded by the US Government. MCA- T is a semi-government institution with a Governing Board responsible for the supervision of Program implementation. In order to achieve the Compact objectives, suitably qualified Tanzanians are invited to fill the Water Projects Officer vacant post. Water Projects Officer
Reporting: The Water Projects Officer will be reporting to the Director of Water Sector Projects.

MAIN DUTIES AND RESPONSIBILITIES

Duties and responsibilities of the Water Project Officer include (but are not limited to) the following:
Assist the Director of Water Sector Projects on the technical aspects of procurement of services of consultants and contractors who will undertake surveys, final designs and civil works for water projects;
Advise the Director of Water Sector Projects on all cross cutting aspects on environment, monitoring and evaluation as well as procurement which are linked to the water project;
Monitor and evaluate projects' physical and financial progress. Identify, plan and execute necessary actions to keep projects' progress on track;
Track, process and recommend for approval of consultants/contractors' invoices as submitted by the implementing entities and facilitate timely payments for the same;
Review and process claims/ addendum on extension of time and additional cost from the implementing entities, design/ supervision consultants and contractors and advise the Director of Water Sector Projects accordingly;
Follow up on all implementation activities of the water sector projects including participation in site meetings when needed to do so. Take actions to ensure that the meetings have outcomes and follow up actions are taken;
Participate in final inspection of water project activities and comment for final approvals of assignments like 'built drawings' and related software;
Participate in the inspection tasks and thereafter approval of main construction materials / installations;
Prepare and submit in a timely manner progress reports to the Director of Water Sector Projects;
Ensure effective and economic use of MCA- T assets; and
Perform any other duties and responsibilities as may be assigned or requested from time-to-time by the Director of Water Sector Projects.
QUALIFICATIONS:
Professional engineer registered with ERB with a minimum BSc degree qualification in civil or water:!. engineering
Postgraduate qualifications in water engineering or contract management "'(; A minimum of six (6) years of relevant experience working in water related projects, inclusive of two (2) years in design and two (2) years in construction supervision/ contract management of water projects
Experience in construction for water treatment plant and installation of. large diameter pipe in urban areas is desirable
Computer knowledge including MS Project and MS Excel
Experience with FIDIC conditions of contract will be an added advantage

Project Officer

Kenya’s National Civic Education Programme Phase II, popularly known as Uraia, is implemented by non-state actors and is funded by development partners through a Basket Fund and ear-marked contributions.

The programme is managed by the Programme Management Unit and KPMG, as the Financial Management Agent (FMA).

Uraia’s current work plan is focused on four Key Result Areas namely:
enhanced national reconciliation and cohesion to promote peace, conflict management, truth and justice amongst Kenyans;
formulation of a new constitution, legal and electoral reforms, and the strengthening of democratic institutions;
enhanced inclusion of youth and marginalised groups and communities in socio-economic issues; and
increased leadership accountability particularly on issues of public finance and commitments made to Kenyans in the National Accord, and within the context of the national development framework and priority policy documents.
In this regard, USAID is supporting Uraia to fund Civil Society Organisations (CSOs) to implement activities under the four Key Result Areas and specifically with respect to civic education around constitutionalism and electoral processes.

In order to ensure that Uraia has sufficient capacity to deliver on this mandate, we now seek to recruit a high calibre, results oriented and self driven Project Officer to organise and coordinate the USAID funded component of Uraia programme.
The position

Reporting to the Uraia Programme Manager and the FMA Project Director, the Project Officer will be responsible for the overall programme management of the USAID funded component including proposal policy formulation, implementation of the Uraia-USAID policies and strategies, monitoring and evaluation, reporting and dissemination.
The person

The ideal candidate will:
Hold a relevant undergraduate degree preferably in social sciences, community development or related field;
Possess a minimum of five years programme management experience gained in civil society and/or development organisations, two of which should be at middle management level;
Have strong presentation, facilitation and training skills;
Have strong written and oral communication skills, including effective report writing and the ability to work effectively with multiple stakeholders in a complex, multi-actor environment;
Be a strong team player with the ability to develop and maintain effective working relationships within a distributed and dynamic team;
Bring the highest standards of integrity creativity and results orientation in an innovative environment; and
Have an appreciation of financial management within the context of programme management.
Experience in managing USAID funded programmes will be an added advantage though not mandatory.

Project Officer (Migration Health)

INTRODUCTION

Addressing HIV, AIDS and population mobility fits well within the mandate of the International Organization for Migration (IOM), the only international agency to deal with the entire spectrum of migrant and mobile populations during all phases of mobility.

Through its HIV and AIDS programme, IOM works to prevent and counter the misinformation, misunderstanding, and stigmatisation that are often associated with HIV, AIDS and migration. IOM uses a rights-based and participatory approach to bring HIV prevention and access to care and support to migrant and mobile populations throughout the world.

General Functions:
Under the direct supervision of the Programme Officer, within the Programme Coordination Unit in IOM Tanzania, and with technical guidance from the Regional HIV/ AIDS Project Officer in MRF Nairobi and the regional Partnership on HIV and Mobility in Southern Africa (PHAMSA) Tanzania focal point based in IOM’s Regional Officer for Southern Africa in Pretoria.

The successful candidate will be responsible and accountable for the implementation and coordination of the following projects under the PHAMSA.In particular he/ she will:

1. Undertake research/ assessment on HIV and labour migration projects and activities being undertaken in Tanzania, specifically focusing on the following:
- border area with Burundi, Rwanda and Uganda in the northwest region of Tanzania;
- mapping of current programmes and policies related to migration and health inTanzania; and
- identifying key stakeholders, including government, academia, private sector and civil society active in Tanzania and their involvement on issues relating to migration and health.

2. Analyse gaps and identify opportunities for IOM migration health programming in Tanzania.

3. acilitate and organize a PHAMSA country consultation building on the preliminary findings of with respect to research/ assessment.

4. Identify advocacy for policy development opportunities and, where appropriate, provide technical assistance as necessary.

5. Facilitate development of a Migration Health programme in Tanzania namely:- develop project concepts and documents; and- identify project partners including donors

6. Act as the Migration Health Focal Point in Tanzania and assist MRF Pretoria with implementation of Migration Health activities.

7. Mainstream HIV within existing IOM programmes and projects.

8. Liaise with relevant partners to support the development of Migration Health programmes in Tanzania (e.g. UN partners, donors, national/ provincial/ district government counterparts, National AIDS Council, research/ academic institutions, civil society, etc.).

9. Perform any other duties as may be assigned.

Desirable Qualifications:

Education and Experience

a) University degree, preferably in Social Science, Public Health or International Relations;

b) at least two years experience working in development issues;
c) experience designing and implementing HIV and/ or migration projects in Tanzania and/ or other countries within Southern African Development Community (SADC) and/ or East African Community (EAC);
d) good understanding of the social and economic development environment of Southern and Eastern Africa;
e) kowledge and affinity with social and political dynamics of HIV and AIDS in Southern and Eastern Africa;
f) sound experience in working with international organizations, NGO’s and government entities; g) experience in conducting data collection, research and analysis.

Competencies

a) Excellent written and oral communication skills;
b) excellent interpersonal skills and organizational skills;
c) effective resource management skills;
d) sound knowledge of programme management/ development and familiarity with IOM’s administrative and financial management;
e) capacity to work independently;
f) awareness of detail, personal commitment, discretion, efficiency, initiative, flexibility, drive for results;
g) ability to work effectively and harmoniously within a team and with colleagues from varied cultures and professional backgrounds;
h) good level of computer literacy.

Languages

Thorough knowledge of both spoken and written English.
