Project Director, Conflict Mitigation and Reconciliation Program , Uganda

World Learning seeks a Project Director for a USAID-funded “Conflict Mitigation and Reconciliation Program” in Karamoja sub-region, Uganda. Duration: 2 years based in Uganda. Ugandan nationals are encouraged to apply. Recruitment contingent upon successful award of the project.

Background:

The project will support peacebuilding and community reconciliation activities in Karmoja sub-region, comprised of Abim, Kaabong, Kotido, Moroto, and Nakapiripirit districts.
The project aims to facilitate community dialogue and reconciliation, and to build local capacity to mitigate the root causes of conflict and sustain peace by engaging in productive and cooperative activities to address these root causes.

Project Director

The Project Director will be responsible for overall project management, supervision, administration, and implementation of the requirements of the grant. S/he will establish and maintain systems for project operations; ensure that all donor deadlines are met and targets are achieved; maintain working relationships with project stakeholders (including partners and sub-grantees as applicable) and oversee the preparation and submission of technical and financial reports to USAID.

Required Qualification

- Minimum of Master’s degree in Conflict Resolution, Community Development, Sustainable Development, or a related field
- Familiarity in implementing community-based programs
- Knowledge of managing USAID-funded programs
- Six years of experience working in Africa in field directly related to tasks
- Extensive experience in development and management of community-based conflict mitigation, peacebuilding and reconciliation programs in developing countries
- Experience in developing annual work plans, performance management plans, and monitoring and evaluation tools
- Senior management experience providing technical, administrative/financial guidance and supervision for a large group of professionals


Desired Qualifications:

- Knowledge of the conflict in Karamoja sub-region
- Previous work experience in Uganda, particularly Karamoja
- Developing and/or managing of training programs related to conflict mitigation and community reconciliation

JOB SUMMARY:

Based in Nairobi the Project Director - HIV Prevention, Care and Treatment will provide project leadership in support of the Government of Kenya and other partners implementing HIV prevention, care and treatment services in Nairobi and Central Provinces.

The Director will be responsible for supporting public, private and NGO counterparts to increase access and improve the quality of services (provider initiated testing and counseling, basic care and support, treatment, TB/HIV services, prevention of mother to child transmission, prevention with positives, and voluntary medical male circumcision) in the project’s area of implementation within GOK and PEPFAR guidelines.

JOB REQUIREMENTS:

Project Director, Peace Building

Location: Kenya

Scope:

IRC is looking for a Project Director to implement a peace building and conflict resolution program among pastoralist communities Kenya (Turkana and West Pokot Districts). The position is based in Nairobi with frequent travels to the field sites.

This is an advertisement in anticipation of a proposal to be submitted to the USAID. Offer of employment would be based on successful outcome of the project proposal.

Responsibilities:

i) Program Management:

Ensure that actual project activities are in line with the overall project objectives, goals and activities as outlined in the proposal

Coordinates technical aspects of the project as per established practices in the sector and working closely with the NY and UK based IRC technical adviser/s

Ensures that the partner engagements are in line with the IRC Kenya Partnership Framework
Establish systems and procedures for working with the partners

- including financial, reporting, logistics and HR/ Administration issues, and ensures that these are adhered to by the partner agencies and IRCii) Financial Management:

Ensure that sub-grant funds are utilized as per the approved project budgets and in compliance with IRC and donor regulations iii) Advocacy and Networking

Network and dialogue with relevant CSOs, Governmnet bodies and communities and work together on relevant advocacy/ lobbying agenda to achieve lasting peace and reconicilation between communities in conflictiv) HR Management

Provide guidance and support to program staff to enhance their professional and personal development

Prepare annual performance appraisals for program staff that are supervised by the sector coordinator

Requirements:

Masters degree in Social Sciences, Education or relevant degree

At least 5 years experience in programs focused on peace building and community reconciliation activities, preferably in East Africa

Have directly managed projects funded by US Government or USAID
Experience in working with and capacity building of local organizations and partners
Experience in working with pastoral communities in arid and semi arid regions will be an added advantage.
