Job Description
Position: Logistician
Responsible To: Logistics Coordinator
Works With: All Merlin South Sudan Logistics departments
Location: Based in Juba, with occasional trips to the field.
Contract Duration: 3 months – with possibility of extension
Starting Date: ASAP
Salary & Benefits: £22,179 to £24,422 per annum (dependant on relevant experience) inclusive of annual Cost of Living allowance.
Benefits: Insurance cover, accommodation, free return flights, annual loyalty bonus, R&R and 24 days annual leave.

Merlin International Profile
Merlin is the only specialist UK charity which responds worldwide with vital health care and medical relief for vulnerable people caught up in natural disasters, conflict, disease and health system collapse. Each year, Merlin helps more than 15 million people in up to 20 countries.

Context and Background
Merlin has been working in Southern Sudan since 1998 and has had a continuous presence in the country since 2004. While Merlin is currently working in 4 counties in the Eastern Equatorial state and in Boma Payam, Pibor County, Jonglei state, the Country programme is poised for rapid expansion and will in the near future expect to work with a number of donors and ministries, especially the Ministry for Health at the National, State, County and local government levels. Merlin also expects to partner with NGOs and CBOs in the delivery a Basic Package of
Health Services (BPHS) for the government of South Sudan’s Ministry of Health (MoH). The principal objective for Merlin in Southern Sudan is to substantially improve the quality, accessibility and sustainability of the basic preventive and curative health services, while at the same time for International and Regional staff to enhance the capacity of local staff to efficiently plan and manage the operations by the end of their contractual period

Main purpose of the role
The Capital Logistician is responsible for managing the logistics of the Capital and will also directly manage all orders coming through the capital, ensuring that the Merlin procurement procedures are being followed.

Overall Objectives (scope) will be to:
- capacity build national logistics staff
- manage logistics activities in the Capital
- security and communication at the capital level
- supervision of the logistics team at the capital
- reporting
Responsibilities
Objective 1: Management of the logistics activities in the Capital
Activities:

In accordance with the procedures and guidelines defined in the Merlin Field CD:

Supply chain management
- To collect the orders and to update the All Order sheet
- To elaborate a monthly purchase forecast
- To inform the different department about the process of their orders
- To supervise the procurements (quality/price/procedures)
- To ensure an update of the catalogue (price list) every 3 months
- To follow-up the stock management (storage conditions, stock reports, expiry dates…)
- To monitor the deliveries to the departments/bases/programmes
- To follow up the clearance process for the items arriving by international freight

Equipment and fleet management
- To supervise the allocation and the use of the equipments
- To ensure installation, maintenance and repairing of the equipments
- To update the capital equipment list
- Organization and planning of the vehicle fleet
-- Maintenance of the fleet
-- Weekly and daily planification
-- Cost follow-up
-- Supervision of the drivers
-- Administrative checking (Insurances, documentation…)

Rehabilitation and maintenance
- To monitor the construction, rehabilitation and maintenance of all the structures related to the functioning of the Capital base (programmes, office, guest-house, warehouse…)

Objective 2: Security and communication at the Capital level
Activities:
- To manage the daily communication systems (Radio, Satellite phones...)
- To ensure the standard Merlin communications procedures are respected on the base
- Security plan:
-- To update the Capital documents of the security plan (with the approval of the Logistics Coordinator )
-- To ensure that the security plan measures are known and respected
- To brief the new expatriates to the security rules in the Capital
- To report any incident to the Logistics Coordinator

Objective 3: Supervision of the logistics team of the Capital (HR)
Activities:
- Organisation of the logistics department (HR chart)
- Supervision of the logistics team (log assistant, purchaser, storekeeper, cook, cleaner, drivers, mechanic, guards,...)

-- Evaluations & follow-up
-- Training & capacity building

Objective 4: Reporting
Activities:
- Capital Logistics Report : elaboration & transmission to the Logistics Coordinator:
-- Narrative of activity
-- Stock reports
-- In-kind donation reports
-- Car-costs
-- Asset list
-- Logistic HR chart (if updated)
-- Capital Security plan (if updated)
- Incident report (ad hoc)
- All Order Sheet (weekly) to the bases/programmes and the Logistics Coordinator

Note: If the Logistics Coordinator is absent, the Capital Logistician will have to endorse some of the coordination activities. These activities will be defined by the Logistics Coordinator for temporary absences and by the Logistics Mission Officer when the position is vacant.

Person Specification
Essential Qualifications, experience and competences
- Strong experience in logistics within an international humanitarian aid programs
- Good training skills and a commitment to national staff capacity development
- Technical skills in at least 5 of the following areas: Mechanics, Radio Communications, Construction management, drugs supply management, International Procurement, cold chain management, supply chain management skills, procurement, warehousing / stock control, distribution.
- Ability and flexibility to understand the cultural and political environment and to work well with the local authorities and easily adapt to different environments
- Able to work as part of a team and work closely with different Merlin projects
- Excellent management and personnel skills to enable the motivation, encouragement and participation of team. - Excellent managerial skills; able to delegate and follow-up on tasks to effectively manage a high workload - a flexible approach to managing and prioritising a high workload and multiple tasks in a fast paced environment with tight deadlines
- Calm under pressure and able to manage stress
- Strong communication skills, with excellent written and spoken English
- Confident and proficient in the use of MS Office
- Experience of establishing strong working relationships with colleagues from different functions and cultures
- Experience of proactively identifying and addressing issues
- An understanding of and commitment to Merlin’s mission and values

Desirable Qualifications, experience and competences
- Previous experience with Merlin
- Previous experience in South Sudan or East Africa
- Previous academic experience in Logistics and/or supply chain management
