Human Resources Development

Introduction

The ILO/SIDA-funded regional programme on HIV prevention and economic empowerment along transport corridors in Southern Africa (Malawi, Mozambique, Tanzania, South Africa and Zimbabwe,) as well as in Benin and Cameroon works on enhancing economic capacity of informal workers to achieve a sustainable reduction of HIV related risks, by combining prevention with empowerment strategies through cooperatives and other social economy organisations and improving working conditions for both men and women.

The programme is led by ILO/AIDS and technically backstopped by COOPAFRICA – a DFID funded project which works in nine countries in Africa - to provide the following support:
Technical expertise on economic empowerment of social economy organisations;
Development of tools;
Resource mobilization.
Description of Duties

The Expert will be responsible for the coordination of all HIV/AIDS related activities in the context of cooperative mobilization and capacity building.

S/he will report to the COOPAFRICA CTA in Dar as Salaam for technical matters and to the ILO/AIDS CTA on issues related to.coordination.
Support technically the integration of HIV/AIDS in cooperative development projects with a gender perspective
Work with relevant national and regional partners, (e.g Ministries, social partners, cooperatives etc…)
Assist both CTAs in providing the technical support on work-plans, progress reports, and M&E system.
Work closely with the NPCs to ensure that the strategic approach of the programme is implemented.
Support resource mobilisation of potential programmes/donors
Review and analyse country specific plans and priorities;
Participate in the preparation of conferences, seminars, workshops, training sessions and meetings.
Experience and skills required

Education: Advanced University degree in cooperative studies, business administration, social science or related domains

Experience: At least seven to ten years of practical work experience in cooperative development, community development, or local economic development, preferably in Africa. Thorough knowledge of cooperative organisations and similar community-based and self help organizations. Basic knowledge of HIV/AIDS with an overall view of policy issues related to HIV/AIDS prevention and impact mitigation. Knowledge on gender issues as related to HIV and AIDS.

Languages: Excellent command of English. Good knowledge of French is an asset

Competencies: Proven experience in development issues and cooperative development; Ability to conduct research work; Good knowledge of project formulation and evaluation techniques; Capacity to work in a team player and to operate individually; Strong capability to perform and adapt to demanding working environment; Extensive knowledge of project implementation issues; Excellent communication and analytical skills.

Starting date and duration: The contract begins in May 2010 to December 2010. A 12 month extension will be offered based on performance and funding availabilities.

Remuneration: The incumbent will be paid according to the UN salary scale for Tanzania, grade NOB, depending on the qualifications of the candidate.

THE HR OFFICER IS EXPECTED TO:
• Ensure that planned training activities are coordinated across the company
• Produce and distribute training evaluation and update reports

QUALIFICATIONS AND REQUIREMENTS
The successful candidate will most likely have the following qualifications, experience and skills:
• Degree in Business, Human Resources Management or Public Administration froma recognized institution
• Minimum of 2 years postgraduate experience working1n an international organization. Industrial Relations experienced is highly desirable. :
• Sound knowledge of the applicable Tanzania labor laws and HR best practices '
• Sound knowledge of work permit application processes
• Computer skills: excellent use of excel sheet, word, power point and email
• Ability to organize people and plan for events to deliver timely and quality work, with minimal
supervision

• Ability to provide guidance and mentorship
• Driven by performance and excellence
• Communication abilities: verbal and written in English and Kiswahili, able to make presentations to different audiences
• Able to produce and account for HR related budgets

Objectives

The core objectives of the Division are to contribute to the elaboration of health sector projects/programs in support of Regional Member Countries’ (RMCs) development strategies; to supervise the implementation of and provide technical assistance to health projects/programs financed by the Bank Group; and to participate in the coordination of Bank Group activities in health sector with other international and bilateral agencies.

Duties and responsibilities

Under the supervision of the Division Manager, the Chief Health Human Resource Analyst is responsible to:

Initiate and conduct missions in conjunction with the Division in charge of high education, science and technology to identify, prepare, appraise and launch health projects/programs to address human resources development issues in Regional Member States;
Conduct technical studies and analysis on health human resources in Regional Member States and propose ways to address the crisis of shortages of key health workers;
Provide support and guidance to Regional Member States on policy orientations to be followed in order to improve the supply and utilization of quality human resources for health;
Conducting technical supervision of on-going health projects/programs by:
Reviewing technical/design documents and supervising the work of consultants/contractors;
Reviewing and monitoring portfolio performance reports; and
Assessing the results achieved by on-going health projects/programs.
Contribute to generating and sharing knowledge on human resources for health issues;
Formulate and propose the Bank’s Country Assistance Strategy for the health sector by:
Analyzing health human resource development policies and strategies of member countries, and recommending health workforce studies/projects/programs; and
Initiating and maintaining a high level dialogue with Beneficiary Countries and other agencies involved in addressing the health workforce crisis in Africa.
Coordinate loan administration activities related to health projects/programs by:
Organizing loan negotiations and signing of loan agreements, and ensuring that loan conditions are fully complied with; and
Providing assistance to the loan administration department on disbursement related issues.
Contribute to building a partnership between the Bank and other bilateral/multilateral institutions involved in health development, especially on issues related to human resources for health; and Represent the Bank Group at international conferences/meetings, and maintain dialogue with other agencies involved in health sector.
Undertake any other duties as may be assigned by the Division Manager and/or the senior management.
Selection Criteria

Including desirable skills, knowledge and experience

At least a Master’s or equivalent university degree in public health with concentration in human resource management and/or relevant disciplines;
Preferably a minimum of 7 years of relevant professional experience in the design, implementation or management of health sector reform programs at national, regional or international level;
Highly competent in using economic/planning tools in the analysis of human resources for health interventions.
Excellent communication and interpersonal skills; ability to work in teams and independently, client and result-oriented, strong organizational skills;
Competence in the use of standard Microsoft applications (Word, Excel, Access and Power Point);
Ability to communicate and write effectively in English and/or French, with a working knowledge of the other language.

Background
UNDP Nepal Country office Human Resources Unit (HR Unit) is composed of five national staff members, at the general service level (GS4 - GS7).

The Unit provides a wide range of HR service to multiple clients including UNDP country office, UN sister agencies and to government executed projects.

In total the Unit serves over 500 staff and project personnel. Over the past 2 years the Unit has been facing a number of challenges including:

1.An increase in volume of work and demand for HR services:

With the rapid expansion of the Programme and in particular of UNDP executed projects, and the increase in demand from resident and non resident UN agencies the number of long term recruitments, for instance, has increased by more than 50% compared to 2007 and with an irregular pattern of recruitment requests.

2.Changes in policy and procedures:

With the continuous corporate changes in policies, both the Unit and its clients need to understand and adapt to the new requirements and other similar rapid changes and challenges in policies including the effective implementation of the Nepal Country office revised Gender and social inclusion policy.

3.Increased emphasis on staff and career development, on professionalization of staff and succession planning for the Country Office staff.

Overall the HR Unit needs to rethink it's business, reorganize itself and it's processes, and further build it's capacity to fully and effectively incorporate and respond to all these new challenges, while offering timely people-centered and client- oriented services and managing a work-life balance.


Duties and Responsibilities

Functions / Key Results Expected

1.Strategic Assessment of existing capacities, practices and systems

He/she assesses existing HR Unit capacities, current practices, processes and systems and proposes appropriate strategic vision and design an action plan to establish state of the art human resources management Unit focusing on the following:

Review and analysis of the current HR management practices, procedures, processes and systems; identifying bottlenecks, problems and opportunities for streamlining and simplification;
Producing a diagnostic study with recommended strategy and plan of action for the reorganization of the HR Unit to enable it meet corporate and local requirements and challenges,
Prepare a long term learning plan for the HR team

2.Ensures implementation of HR strategies and policies focusing on achievement of the following results:

Implementation of the HR strategy in the CO;
Effective implementation of internal controls; proper design and functioning of the HR management system.

compliance of HR activities with UN rules and regulations, UNDP policies, procedures and strategies. Interpretation of HR policies and regulations and advice to senior managers on their applications, taking into account their particular needs.

Continuous analysis of corporate HR strategy and policies, assessing the impact of changes and making recommendations on their implementation in the CO.

Continuous research of the matters related to conditions of service, salaries, allowances and other HR policy matters.

Elaboration and introduction of measurement indicators, monitoring and reporting on achievement of results.
Advice to Senior Management on HR new practices and their implementation (succession planning, career development and transition), strategic recruitment, advice on contract modalities, learning plan and performance evaluation).

CO HR business processes mapping and elaboration/establishment of internal Standard Operating Procedures (SOPs) in HR management, control of the workflows in the HR Unit

Leads the advocacy for the implementation, monitoring and compliance of the HR policies including gender and harassment, career development and knowledge management.

Full compliance and completion by CO s/m of the Harassment course.
Development of procedures and practices that contribute to enhanced and improved HR management.

Undertakes analyses of the implications and associated risks of new Staff Rules and the new contractual modalities and recommends practical HR solutions

3. Ensures effective human resources management focusing on achievement of the following results:

Management of transparent and competitive recruitment and selection processes including updated job descriptions, proper job classification, vacancy announcement, screening of candidates, organization and chairing of interview panels, making recommendations on recruitment. Oversight of recruitment under UNDP projects. Development and maintenance of data base of job applications.

Advice to office management on s/m competencies. Advice on s/m career development and training needs through the RCA.

Advice to project managers on transparent and competitive process for project recruitment, adequate TOR describing terms of payment based on results, standard matrix of recruitment processes and request for contracts.

Continuous monitoring of the entire UNDP project recruitment process.
Full compliance of the guidelines of the Appointment and Promotion Panel.
Advice to the CO management in contracts guidelines pertaining to staffing compliance. Monitoring and tracking of all transactions related to positions, recruitment, HR data, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through Atlas.
Performs HR Manager Functions in Atlas. Leads corporate surveys as the Salary Survey, Global Staff Survey and other request from HQ's and the CO Resident Representative.

Management of the International staff entitlements and position funding delegated to the HR Unit.

Close communication with local Government institutions to solve international staff-related issues.
Close communication with HQ's focal points pertaining to the correct administration of s/m entitlements and benefits.
Ensures that costs for HR services provided by UNDP to other agencies. are recovered in a timely manner.
Effective use of sourcing, networking and marketing to generate slates of qualified short-listed candidates for positions
4.Ensures proper staff performance management and career development focusing on achievement of the following results:
Elaboration and implementation of the protocol for performance appraisal process, facilitation of the process, elaboration of performance evaluation indicators in consultation with the Senior Management.
Implementation of effective systems for the performance evaluation, including training to supervisor for an effective use of the tool leading to career development. Advice on work plan, monitoring and performance team evaluation.
Effective learning management including the development of the Whole Office Learning strategy and? a plan of action.
Implementation of the Whole Office Learning strategy.
Provision of effective counseling to staff on career advancement, development needs, learning possibilities.
5.Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:
Design and implementation of training for operations/ programme staff on HR issues.
Synthesis of lessons learned and best practices in HR.
Sound contributions to knowledge networks and communities of practice.
Serve as the CO Learning Manager and provide support to effective learning management.

Regional Administration and HR Manager

Title: Regional Administration and HR Manager
Location: Nairobi based, with regular travel in region.
Contract and Duration: 1 year, with likelihood of extension. Starting 15
February 2009.

Background.

The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, food and NFI distribution, water and sanitation, and advocacy amongst others. There are 4 main programme offices in Somali region, one in Yemen, one in Kenya and one regional office in Nairobi. There are also non operational region wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office. Currently there is over 150 DRC staff in the region. The last 2 years have seen some growth in programme size, but primarily there has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability.

Purpose.

The Regional Administration and Human Resource Manager is a new role which is set up to provide a) a senior office management role in Nairobi, as well as b) a leading role in ensuring that administration functions and human resources across the region are managed effectively to ensure high quality programme delivery.

Key Responsibilities.

Office Management: to ensure that the regional office functions efficiently in terms of its administration. Tasks include:

Managing support staff (administration, reception, drivers, guards and cleaning staff).
Ensuring all office utilities and infrastructures are appropriate, safe and functioning. (electric, gas, security, premises upkeep, health and safety, internet, telephones, fax, photocopiers etc)
Ensuring all necessary office resources are stocked and managed. (stationary etc)
Managing the office vehicle fleet- ensuring proper maintenance and road legality, as well as monitoring usage for business/ private use.


Communications: to facilitate good and regular staff communication, through arranging regular meetings and ensuring relevant information is being passed on to the region; to play a key role in helping represent DRC. Tasks include:

Organizing regular staff meetings in regional office.
Communicating key human resource and admin related information to field, and responding to requests from the programme offices.
Developing and Managing the DRC staff complaints handling mechanism.
Working with the Grant Manager, Information officer and others to ensure that DRC is well represented through brochures, posters and other media.

Compliance Verification: to ensure that the DRC offices comply with all necessary national and internal regulations, such as:

Employment standards
Internal staff Code of Conduct and staff regulations/ policies
Office health and safety
Other relevant regulations (visa, work permits, etc)
Contract management (office, guest houses, rental vehicles, regular service suppliers etc)

Human Resources: to work with the head of Finance and Admin to manage and maintain highest standards for human resource management. Tasks include:

Developing standardized job descriptions and contracts.
Ensuring quality and transparent recruitment processes; leading on all regional and Kenyan recruitments, as well as advising and contributing to recruitments in other programmes.
Ensuring that all new staff are efficiently inducted and that DRC’s employer obligations are quickly met (e-mail, insurance, payroll, benefits, visa, transportation, phones, first aid equipment etc)
Maintaining all necessary human resource/ personnel records.(contracts, performance forms, holiday requests, personnel files etc)
Providing oversight to the performance management system and advising on developments as necessary.

Regional support functions: to ensure that HR and Admin requests from the regional and programme offices are received and processed efficiently. Tasks include:

Supervising the bookings and payments for all flights in region, and for all accommodation and transportation required in Nairobi.
Managing the Nairobi guest houses/ staff houses, and advising on management of all other DRC staff/ guest accommodations.
Leading on organizing workshops and meetings in Kenya for regional or global DRC events.

Capacity building and advisory support: to ensure that regional HR and Admin policies are understood and applied effectively in all programme offices, and that national staff are equipped to do that. Tasks include:

Providing capacity building support (training, mentoring, advice, documentation etc) to staff responsible for applying HR and Admin policy.
Being the focal person for all HR and Admin related queries coming from programme offices and the regional office.

Reporting arrangements.

Reporting to the Head of Support Services
Managing admin assistant, reception/ secretary, drivers, guards, cleaners.

General.

Posting details: This post is primarily based in Nairobi, but with regular travel to Somali region and Yemen. Somali region suffers from general insecurity, and use of armed escorts is common.

Personal specifications

Essential.
Relevant Degree or other qualification in HR and Admin.
At least 3 years of relevant senior level experience in managing offices, staff, HR and administration.
Excellent communication skills, personable, calm and good sense of humour
Proven commitment to accountable practices.
Fluent in written and spoken English.
Proven ability manage large and varied workloads, and deal constructively with stress
Commitment to gender equity

Experienced in NGOs
Knowledge of working in Somali region
