Responsibilities
The purpose of the post is for planning, coordinating and directing all vital areas of the organization’s work, supervising the Deputy Director and three Division Chiefs. As per the ICC Mandate, the Director, ICC is the Chief Executive Officer of the Centre and has overall responsibility for the Programme of Work and all the activities of the Centre; Identifies objectives and determines means to meet the ICC overall business goals; Prepares the business plan and the biennial budget and obtains approval from the Centre’s governing body; Has overall responsibility of balancing the books in term of expenses and income; Is required to assess risks and take appropriate measures to mitigate them. The Director, ICC has overall responsibility for the security of data and systems hosted at the Centre and oversees all projects, initiatives and on-going services. As the Director of the Centre, he/she prepares and presents the budget and programme of work to the ICC Management Committee, the governing body of the Centre, which provides broad guidance on the strategic direction and policies of the Centre. The Director, ICC has delegation of authority to decide on all operational, financial and personnel matters and to sign contracts with suppliers as well as agreements for the provision of services. These are directly impacting the operations and the well-being of the Centre. The objectives of the Centre, as stated by its mandate, are to provide information and communication technology services (including training) on an inter-organizational basis. As the Director, the Centre, he/she is responsible for ensuring that the services of the ICC respond to the needs of its Partner Organizations. The incumbent is accountable for the operational and financial performance of the Centre, and is responsible for technical, personnel and administrative matters. Specific duties include: — The establishment and presentation of a business plan for the Centre with a time horizon of two to four years. — Responsibility for product selection, procurement, relationships with vendors, negotiation and contracts on behalf of the Centre. — Establishment of positions and recruitment of required resources to respond to the needs of the Centre. — Extensive liaison and senior level coordination with the clients of the Centre, the oversight bodies of the United Nations and the diplomatic community.

QUALIFICATIONS
Education
University degree and qualifications in a discipline closely related to Computer Science. A postgraduate degree in Business Administration is highly desirable. In addition to extensive technical experience, the incumbent must have managerial experience in finance and accounting, as well as a record track of how these skills and knowledge have been developed and maintained. The profile for this position requires detailed knowledge of the preparation of requests for proposals/offers and their subsequent evaluation. This position also requires excellent communication skills, both verbal and written as well as negotiation skills.
Work Experience
More than 20 years of professional experience of which at least 10 at senior level in the management of a large and complex information technology service organization. Given that the Centre operates a wide range of processing, storage and networking facilities, including mainframes, multiple servers, routers and switches and many other technologies, the incumbent must demonstrate extensive experience in a comparable environment. This experience must specifically include disaster recovery, capacity planning, charging methodologies and cost recovery, as well as a strong track record in financial and human resources management, as well as contractors and vendors management. Proven experience in high security, high availability continuous operations is essential. The incumbent must also demonstrate extensive experience in advanced technology procurement, contract negotiation and in the management of large projects. Experience of the United Nations and/or other international Civil Service practices would be an advantage.
Languages
The job requires fluency in English or French and a working knowledge of the other. Knowledge of other languages is highly desirable.
Other Skills
Knowledge of cost recovery mechanisms such as the Activity Based Costing.
