PROGRAMME COORDINATOR - Integrated Control of Neglected Tropical Diseases

Based on the Malaria Consortium’s excellent track-record in malaria control, health systems strengthening and service delivery, as well as the experience of its senior staff in NTD control, MC was recently awarded a number of grants for work on NTDs. Examples of such work include operational research on lymphatic filariasis in Uganda, mapping of helminth as a component of malaria risk mapping in Ethiopia, and support to the MoH of Southern Sudan in the scaling-up of an integrated NTD control programme. The role of the Programme Coordinator for Integrated Control of NTDs in Southern Sudan advertised here will be to lead all aspects of programme implementation. The position will be based at the Southern Sudan country office in Juba and involve up to 50% travel within the country.

The successful candidate would:

• Oversee implementation of the integrated NTD control programme in Southern Sudan, which is led by the Ministry of Health – Government of Southern Sudan and supported by Malaria Consortium.
• Facilitate regular communication and liaison between implementing partners and Malaria Consortium, and between Malaria Consortium and RTI International in Washington D.C.
• Prepare regular programme reports to RTI International, as outlined in the grant agreement.
• prepare annual work plans and budgets for approval by RTI International
• Organize and facilitate stakeholder meetings as and when required
• Facilitate and provide administrative support to the National Integrated NTD Control Programme Technical Committee.
• Support revision of the national strategic plan for integrated NTD control when required.
• Organize and oversee the implementation of prevalence surveys for lymphatic filariasis, schistosomiasis, intestinal worms and trachoma.
• Work with the country and regional team, and partners, on the development of health education materials and activities.
• Plan and oversee the delivery of health education.
• Plan and oversee mass drug administration to endemic communities.
• Plan and carry out monitoring and evaluation activities (M&E) related to integrated NTD control.
• Prepare findings from M&E activities for publication in the form of donor reports and peer-reviewed publications.
• Lines manage Malaria Consortium staff working on the integrated NTD programme.
• Represent Malaria Consortium at meetings and workshops.
• Advocate for increased support for NTD control among policy makers and donors
• Work with the country and regional team, as well as the MoH Southern Sudan, on the development of new funding applications to sustain integrated NTD control in the future and allow its expansion to all endemic areas

Location: Juba, Southern Sudan with considerable time spent in the field.

Person Specification

Essential:

• Qualifications – MSc or MPH in related discipline
• A minimum of two years programme management experience
• Excellent organisational skills
• Ability to work independently and in a team
• Excellent written and spoken English

Desirable:

• Familiar with a broad range of NTD control programmes
• Prior experience of working on USAID funded projects
• A good understanding of health systems, particularly in the area of delivery
• Experience in using GIS software and handheld GPS units
• Social sciences skills
• Working knowledge of Arabic

Oxfam GB has been working in Tanzania since the early 1970s. We have an exciting and ambitious National Change Strategy, which focuses on Livelihoods and Vulnerability, Governance and Education, and is designed to deliver impact at local, regional and national level, and links with aspects of Oxfam global campaigning for change. To deliver the governance component of the National Change Strategy a new programme entitled, Accountability in Tanzania (AcT) has been developed. This programme mobilises citizen action in demanding accountability by the state, ultimately resulting in better use of public resources and delivery of quality public services. The programme seeks to build active men and women who can demand their rights and expect to have good agricultural, education and pastoral services. We require an exceptional Programme Coordinator to manage and provide leadership to the programme; instigating and taking the programme to great heights.

The Role
You will lead the development of the governance programme within the OGB Tanzania country programme, building on learning from the AcT project and experiences from the Education, Pastoral and Advocacy programmes. You will work with these teams to design and develop creative and innovative approaches for facilitating governance projects (with particular emphasis on promoting active citizenship) that can have significant impact across the country. You will develop donor proposals, and lead on the ongoing liaison with donors, including ensuring that donor reporting requirements are met. You will have responsibility for line managing the existing AcT project, which operates in 2 regions of Tanzania (Shinyanga and Ngorongoro) with the possibility of extending into a third (Tanga). As well as the usual line management responsibilities of managing a team, you will also ensure that effective monitoring evaluation and learning systems are in place. You will also ensure that the project and other associated initiatives incorporate gender, HIV and AIDS.

The Person
To be successful, you will have good interpersonal and communication skills, have experience in facilitating, empowering and listening to people and putting people first in your work and using participatory methodologies. You will also have good conceptual and analytical skills. You will be a team player, able to work independently and self motivated. You will be culturally and politically sensitive with the ability to solve complex problems as well as influence policy and practice of other key stakeholders. You should have demonstrable negotiation skills, project management and strategic planning skills. Fluency in written and spoken English is essential.

The Food and Agriculture Organization of the United Nations (FAO) is seeking for a qualified Tanzanian to fill the following position:

DUTIES:
Under the supervision of the FAO Representative (FAOR), but with considerable independence and' initiative, the Assistant FAO Representative (Programme) is responsible for the coordination of the technical and operational support of the programme and project activities of the FAO Representation in the areas of agriculture, forestry, fisheries, nutrition and rural development. Specifically, the incumbent will:
• Liaise and cooperate with government authorities and local, national and intemational institutions in the areas of FAO's activities in the country and in liaise with other UN agencies. He/she may represent FAO at inter-agency meetings as required;
• Promote the image of FAO through advocacy of the Organization's mandate, programmes, national priorities and activities including development and maintenance of communication tools (e.g. website, press releases and publications) and support the implementation of FAO's regUlatory frameworks (Codex Alimentarius, Code of Conduct for Responsible Fisheries, Safe Use of Pesticides, etc.) in the country;
• Coordinate the collection, consolidation and maintenance of country data on food, crops, livestock, forestry and fisheries including information on external aid in FAO's corporate systems and monitor changes in national policies affecting the agricultural sector;
• Participate in producing technical, economic and policy studies as required and developing country level development frameworks such as the National Medium Term Priority Framework (NMTPF) and the United Nations Development Assistance Frameworks (UNDAF);
• Participate in the identification, formulation and preparation of programme and project proposals and monitor and review the status of programme/project implementation to ensure that all operational activities are carried out in line with the work plan and the project document; identify inconsistencies and delays and, when necessary, propose corrective measures to overcome operational constraints;
• Act as Officer in charge for the day-to-day running of the FAO Representation during the absence of the FAOR, if required;
• Perform any other duties as required.

MINIMUM REQUIREMENTS
Education:
University degree in agriculture, agricultural economics, forestry, fisheries, or in any other field related to the work of the Organization.
Languages:
Working knowledge (level C) of the FAO official language used for i communication within the country (English, French or Spanish) and working knowledge of the most widely used local language .
Selection Criteria
• Level and relevance of experience in programme/project development and management.
• Demonstrated understanding of the purpose and functions of the technical programme, operational guidelines and project programme management procedures, possibly of those adopted by the United Nations or FAO.
• Proven capacity to approach work assignments in systematic and efficient manner with judgement and analytical skills.
• Demonstrated ability to communicate clearly and concisely, both orally and in writing. .
• Demonstrated ability to use standard office software, such as MS Office (Windows, Word, OuUook, Excel, Power Point, and Internet) and project management software and other information systems /databases.
