Juba, South Sudan - The overall purpose of this position is to provide leadership to the Health & Nutrition Program portfolio of Samaritan’s Purse South Sudan (SPSS) excluding transitional areas. The Health PM ensures that all Health projects are well researched, designed, implemented, and monitored to create a significant positive impacts on selected communities in keeping with SP South Sudan’s Vision, Mission, and Strategic Plan.

RESPONSIBILITIES:

- Create a vision for SPSS health programming in conjunction with SPSS country leadership
- Develop project proposals in coordination with the program development officer
- Design effective and practical health programs for SPSS
- Ensure quality implementation, monitoring and evaluation of SPSS health programming.
- Provide informational link to the University of Calgary to fulfill all programmatic activities related to SSHARE program.
- Compile routine SP internal reports and periodic donor reports.
- Ensure best practices are an integral part of SPSS health programming
- Maintain a positive working relationship with both community based and governmental health structures including county health departments and both state and federal Ministries of Health.
- Maintain up-to-date information on health and nutrition sector problems and priorities in South Sudan
- Represent SP South Sudan in relevant Health & Nutrition meetings, workshops and networks
- Maintain and enhance good relations with other key NGOs, donors, and International Organizations in the Health and Nutrition sector.
- Act as a technical resource and spokesperson for SP on Health & Nutrition issues in South Sudan
- Draft and/or review concept papers and proposals, developing budgets in conjunction with finance staff, PDO and CD
- Identify potential or actual health emergencies and develop rapid response plans
- Ensure the monitoring of budgets and actual expenses by project managers through regular meetings.
- Perform field assessments, identify needs, and design appropriate response programs in coordination with the CD and area Program Managers.
- Make frequent visits to SP field sites to provide field staff support, address programmatic challenges, and explore potential program possibilities.
- Ensure both national and expatriate health program staff participate in regular trainings and capacity building opportunities
- Liaise with donors and potential partners in identifying and pursuing potential program and funding opportunities.
- The Health PM manages health projects and coordinates with health project managers.
- The Health PM is directly responsible for the overall direction, coordination, and evaluation of the health activities in target areas.

QUALIFICATIONS:

- Health professional (MD, RN) with strong public health background preferred; MPH an asset.
- Demonstrated experience of large scale health program management
- Strong report writing and analytical skills and experience in grant management and proposal writing.
- Experience in working with a multinational team in a complex and sometimes insecure environment and the proven ability to support and build the capacity of national staff
- Experience in situation analysis and rapid health assessments and/ or planning and conducting population-based surveys
- Prior experience in South Sudan a plus.
- Possesses strong organizational skills.
- Possesses strong communication skills, written and verbal.
- Possesses strong networking skills
- Possesses strong health background
- Knowledge of project planning and implementation.
- Extensive field humanitarian experience in a health role

Khartoum, North Sudan - The Construction Manager for Samaritan's Purse (SP) in North Sudan will manage and oversee the church and vocational construction project. This includes oversight of construction staff, coordination with the Country Director and liaison with local government, NGO, churches and community. RESPONSIBILITIES:

Job Objectives:

JOB DESCRIPTION

To assess, define and implement a community based communication strategy in Kaabong & Moroto districts. The main aim of the strategy is to ensure improvement in nutrition, health, and hygiene main practices via community empowerment on household health. The process of definition will involve reviewing existing communication tools (MoH for feeding, hygiene) and methodology between ACF and the program beneficiaries, as well as between ACF and communities within the interventions area, in order to strengthen the knowledge and understanding of the organization, program and mandate acceptance, to promote adoption of improved practices in relation to hygiene (nutrition, health & WASH) and ensure a coherence between programs (integration Nut, WASH, FSL).
This is a field post, close to beneficiaries in order to best learn how to define strategies of promotion and education as well as to ensure a strong collaboration with all departments in the coordination and field teams. It is a merging point for different departments to bring together their expertise and have best impact on communities.

DETAILED POSITION OBJECTIVES


Objective 1:
To evaluate communication practices used by ACF and define a common communication strategy (integrated) to improve ACF’s acceptance as well as effectiveness, and impact of field programs.
- To evaluate strengths and weaknesses (good & bad practices) of the current sensitization approach about ACF and themes for promotion by ACF team who work closely to communities and identify mechanisms for improvements in relation to the Karamojong culture and context.
- To collect key information that will promote community acceptance of ACF activities.
- To analyze strategic plans and actions by the Uganda mission in terms of communication with communities.
- To propose a strategic revision (tools and methodology) that will define the overall regional approach in the field in terms of communication with beneficiaries and communities in intervention areas (indirect or non-beneficiaries of the program). .
- To train all teams in Karamoja (WASH, FSL and Nutrition) in relation to the communication policy.
- To define a guide presenting the ACF communication policy and integrate the main tools and presentation documents in its implementation. The result will be a simple ACF sensitization package for teams to use in the field.

Objective 2: To evaluate and improve the present activities in Karamoja region on the promotion of best practices linked to Health, Nutrition and Hygiene and to define a common intervention strategy to be implemented by the community department as well as mainstreamed by all departments.
- Identify, with the different actors involved, the main ACF practices and actions linked to health, nutrition and hygiene.
- To evaluate strengths and weaknesses (good & bad practices) of the current sensitization approach for health, nutrition and hygiene promotion and identify mechanism for improvements or new approaches in relation to the Karamojong culture and context for best impact of activities.
- To collect information and key practices linked to health nutrition and hygiene with the ACF teams and beneficiary communities. A baseline KAP survey is available as baseline information.
- To collaborate and to coordinate with other actors involved in health, nutrition and hygiene promotion (sector actors, UN, NGO, government sectors).
- To analyze collected information in respect to ACF policies.
- To define an intervention strategy (methodology and tools) that will define the approach in the field towards health, nutrition and hygiene promotion at the lowest community level unit (in Karamoja this is the manyatta level).
- To train all technical teams on the Health, Nutrition and Hygiene promotion policy, specifically on methodology, to be followed, recommendations in terms of formulation of messages, and communication practices to improve the effectiveness of sessions delivered.
- To define a guide for team on the communication approaches and tools for nutrition-health-hygiene promotion activities.

Objective 3: To implement, follow-up, and evaluate a small scale community based pilot project in 200 manyattas in Kaabong & Moroto district that will be based on policies and strategies outlines in Objective 1 & 2.
- To identify locations in Kaabong and Moroto districts for the pilot project (10 villages in each district; 10 manyattas within each village).
- To define appropriate HR plan within budget framework and recruit needed team for implementation and monitoring of activities (Community Officers and Community Assistants).
- To liaise and ensure community based nature to the project tin involving local leaders and key informants in the planning and implementation. This will result in a strong community network in pilot locations.
- To develop delivery and monitoring skills of the team to ensure best impact in communities.
- To train actors who compose the networks in collaboration with the field team.
- Adjust activities as needed in order to obtain positive results in behavior change.
- To ensure that the community department is structured, trained, managing and monitoring community activities.
- To handover activities to the specified Program Manager who will oversee the community activities

Objective 4: To support and advise specific requests from field teams for production of visual materials in communication, training, or community mobilization.
- To train teams in the organization and implementation of communication/mobilization campaigns.
- To train community teams on best delivery and follow-up methods.

Objective 5: To ensure the training of ACF teams in community communication and mobilization.
- To train program managers and technical teams on the communication methods and application tools developed according to previous objectives.
- To identify resource people in the coordination team and transfer the acquired experience in order to ensure the approach is maintained in the long tern after the program manager leaves the mission.
- Reporting: document the products for each project for capitalization of the approach.

Objective 6: To coordinate with all technical departments on the mission as well as partners.
- To define a work plan with the different teams and within a cross cutting framework
- To work in synergy with the technical departments of the mission, in terms of activities, intervention areas, and targeted population.
- To represent ACF in key meetings as identified necessary.
- To contribute and participate in formulation of concept papers, proposal, and donor reports in relation do health nutrition hygiene promotion
- To follow-up budget and logistics according to planned activities.
- To produce regular reports in collaboration with technical coordinators or as requested by CD.
Qualifications:

Education / Specific Degrees / Special Skills :

- Masters’ degree in Public Health, Health Promotion Sciences, Community Approach and Communication related topic or other relevant subject. Extensive successful experience in community based approaches will be considered.

- At least 2 years experience in the development field - Strong community approach background - Dynamic with sensitivity to cultural perceptions in order to fulfill the task adequately.

- Capacity to innovate and integrate strategy within a given context - Good adult education techniques and understanding - Strong capacity for strategy definition in collaboration with three technical sectors.

- Strong training capacity

BACKGROUND

The North-South war in Sudan has resulted in some 2 million deaths, the internal displacement of approximately 4 million people and an estimated half-million refugees. While various historical, economic, social, religious and political reasons have been identified as contributing to the conflict, access to – and control over – land and natural resources is clearly a root cause. If not addressed, land issues may lead to renewed conflict. If addressed systematically, however, the resolution of land disputes and the prevention of land conflicts can reinforce peace and contribute to state-building and improved governance.

While land issues vary from State to State, common types of land-related issues include the following: (i) community boundary disputes, some of which take on the character of historical grievances; (ii) livelihood and mobility-related tensions – primarily concerning access to water and grazing land – between pastoralists and agricultural groups and/or between pastoralist groups; (iii) multiple layers of conflict-induced displacement and occupation of land in rural, urban and peri-urban areas; (iv) tensions between Government and communities regarding investment promotion and wealth-sharing in rural areas; (v) differences between Government and communities regarding urban planning and land-use, which may result in eviction and/or relocation, particularly for residents of informal settlements; (vi) lost, destroyed or stolen land records, as well as multiple issuing of leases for the same plot; (vii) land grabbing and/or irregular land allocation by powerful individuals or groups; and (viii) intra-family disputes regarding inheritance, particularly for rural widows who access land and property rights through male relations. These issues have been documented extensively in a variety of studies, some of which include: UNHCR/FAO/NRC 2005; ODI 2008; USAID/Creative Associates 2007; South Sudan Land Commission 2007; NRC 2009; IRC 2009; PACT 2009, etc..

In response, UN-HABITAT is preparing a programme of capacity-building support including five components: (i) strengthened land coordination at the level of the Government of South Sudan (GoSS) and in 3 selected States; (ii) improved information and outreach regarding land issues; (iii) support to the South Sudan Land Commission (SSLC); (iv) strengthened capacity to address land disputes in 3 selected States; and (v) strengthened land administration capacity in 3 selected States. The programme will be implemented in three pilot states (to be determined). In addition, the project will coordinate and collaborate with on going UN Habitat projects in the field of informal settlement upgrading in Juba, Rumbek and Bor, as well as current capacity building programmes for the ten state of southern Sudan in several fields of planning and administration, in collaboration with UNDP. Specific linkages will be identified between these on going UN Habitat activities and the specific activities of the land project.

RESPONSIBILITIES

Reporting to the Regional Office for Africa and Arab States in Nairobi and the Disaster Management Programme in coordination with other relevant sections of UN-HABITAT, the Programme Manager will be responsible for programme implementation, project management and administration and reporting. The Programme Manager will carry out the following duties and responsibilities:

Advisory services: Provide quality advisory services to national institutions, including the South Sudan Land Commission, the Ministry for Housing, Physical Planning and the Environment (MoHPPE), the Ministry for Physical Infrastructure, etc. Advisory services may include: (i) support to policy processes and providing policy inputs as required; (ii) providing technical advice on land related issues covered under the programme; (iii) support to technical seminars and trainings; (iv) on-the-job capacity-development; (v) undertaking technical visits to the field; (vi) assisting relevant institutions in other relevant tasks related to the implementation of the programme; (vii) representing the organization in major development programming exercises and advising the Regional Office for Africa and the Arab States and the UN-HABITAT Disaster Management Programme on programme development and programme policy

Project management: Ensure effective and efficient execution of the project by working in close collaboration with the relevant institutions at the GoSS, State and local levels and providing appropriate technical and management support through policy advice, advisory services, field visits, monitoring of activities, and recruitment and training of local and international staff

Programme implementation: Ensure the implementation of the project work-programme, budget, operational and resource mobilisation strategies in South Sudan, in coordination with the relevant authorities at the GoSS and State levels;

More specifically, the Programme Manager will:

develop and maintain a close working relationship with key institutions in South Sudan, including the South Sudan Land Commission (SSLC), the Ministry for Housing, Physical Planning and the Environment (MoHPPE), the State Ministry for Physical Infrastructure (MoPI) and other relevant stakeholders.
develop and maintain close working relationships with the relevant national and international partners in Juba and in the field
develop and maintain close working relationships with relevant UN agencies, especially as these relate to policy development and capacity building activities
undertake scoping and monitoring missions to assess local conditions, possible sites for project activities, establish working relations and monitor progress of activities in the field
prepare detailed progress reports for the Government of South Sudan, project donors, UN-Habitat, the UN Resident Coordinator and other partners
Ensure adequate coordination and collaboration with on going UN Habitat projects, particularly in the fields of informal settlement upgrading and capacity building.
Ensure regular coordination and share relevant information with the International UN-HABITAT Expert or Chief Technical Adviser based in Khartoum
undertake any other duties specified by UN-HABITAT

COMPETENCIES

QUALIFICATIONS

Education: Advanced degree (Masters or equivalent) in a land-related field or relevant social science discipline.

Work Experience

Minimum of seven (7) years working experience in areas related to human settlements, land management, development, including management experience, or others, including at least five (5) years of experience at the international level.
Proven management experience and excellent interpersonal skills.
Proven programme and work-plan formulation experience.
Solid and proven experience in interagency coordination in particular UN and bilateral donor organizations and experience in multi-stakeholders coordination processes.
Familiarity with UN operations and procedures and previous experience of working with the UN and in particular the substantive area of Land is a distinct advantage.
Language: English and French are the working languages of the UN Secretariat. For this post excellent oral and written English required.

War Child program in Uganda:

Since 2004 War Child Holland is working in Northern Uganda in Gulu, Amuru, Kitgum, Pader and Lira districts and from the countries’ head office in Kampala. The programme aims at improving well being of children and young people, through child protection, education and psychosocial support interventions. To this end War Child seeks to empower children and young people and promote a supportive and protective environment.

The job:

The Programme Development Manager (PDM) will be responsible for managing the multidisciplinary Programme Development Unit (PDU), coordinating content development and ensuring programme quality. The programme is partly implemented by War Child staff and partly implemented by local partners. The PDM builds the capacity of WCH staff and local partners to ensure programme sustainability.

The PDM is the technical/content advisor to the Country Director (CD) and Field Location Managers (FLM’s). He/she takes the lead in the process of developing sustainable intervention strategies in the above mentioned areas and including advocacy, child participation, gender and other cross cutting issues. He/she will make sure that programme development is in line with national policies of the Government of Uganda and good practice. In addition he/she has a thematic focus on Education and Psychosocial Support and is responsible for content development in those areas.

The PDM reports to the Country Director and is a member of the Management Team.

Responsibilities:

1. Realisation of War Child’s country Programme:
- Contributes to the development of the Country Strategy and the production of the annual plan;
- Ensures that programmes are in line with the Country Strategy and are feasible in terms of staff capacity, methodology, available tools and are based on assessments, lessons learned and best practises;
- Leads and facilitates the process of developing programme and project proposals (with a focus on content components) and ensures that they correspond with War Child’s mandate (as a delegated responsibility of the Country Director);
- Monitors continuously local needs and developments, by (amongst others) performing in-depth needs assessments (in close collaboration with the CD and FLM);
- Monitors programme implementation and measures programme effectiveness;
- Proactively advises CD and FLM on programme/project content, direction and implementation;
- Develops tools and formats for planning, monitoring and evaluation (in close cooperation with the Programme Support Department at HQ) and supports programme staff and local partners in application of these tools;
- Reports to the CD on programme implementation and programme effectiveness;
- Leads and facilitates a process of further developing the education strategy, corresponding guidelines, policies and/or manuals to ensure sustainable education programming in regards to basic formal and non formal education;

2. Management of staff:
- Manages staff of the PDU (this does not include the implementing programme staff on the different locations);
- Leads the process of development of annual and 4 monthly work plans of the PDU
- Prepares terms of references and is involved in recruitment of staff for the PDU;
- Conducts performance appraisals and discusses career perspectives with staff of the PDU;
- Manages well-being of the staff of the PDU;
- Reports to the CD on HR issues within the programme unit;
- Advises the FLM and CD in recruitment of (implementing) programme staff;

3. Coaching and capacity building of staff:
- Coordinates implementation and monitors facilitation of the programme by coaching the concerned staff;
- Delivers input to the Field Location Manager for performance appraisals of the implementing programme staff;
- Assess’ staff training needs; provides on-the-job training and advices the Country Director on staff training;
- (Co)Develops training manuals and carries out training of programme staff and local partners;
- Trains, coaches and monitors social workers in the identification of education and psychosocial issues and how to respond to these issues;
- Evaluates effectiveness and quality of project activities with the implementing programme staff and or partner organizations;

4. Selection, coordination and monitoring of national implementing partners:
- Leads the process of Identifying and selecting appropriate national implementing partners in cooperation with the FLM’s and CD;
- Coordinates and monitors the implementation of education and psychosocial support interventions of national partners, with a focus on content.

5. Maintain network of contacts/ representation:
- Represents War Child in his or hers expertise related meetings and coordination platforms;
- Coordinates the liaison with different line Ministries and other agencies within the PDU
- Liaises with Ministry of Education and Sports, universities and National Teachers Colleges;
- Liaises with professional counterparts of (inter)national authorities and organisations;
- Attend technical/content interagency /govt meetings;

Profile
- +/- 5 years of international experience in education projects in a (I)NGO post conflict context;
- A relevant academic background (Education, Pedagogy, Psychology);
- Knowledge of quantitative and qualitative monitoring & evaluation tools;

General Description of the Country Programme

GOAL’s Uganda country Programme focuses on GOAL’s four sectors of Health (including WASH), Education, Livelihoods and HIV/AIDS. We are progressively mainstreaming issues of HIV/AIDS, gender, child protection, disabilities, environment and disaster risk reduction across all our activities. GOAL works on a district focused approach, and uses a mixture of direct implementation and partnerships with local organisations to give effect to our mission. GOAL Uganda current programme includes:

1. The Bugiri District Programme, South Eastern Uganda, established in 2001, implements solely through partners in the HIV sector. This programme also encompasses the Housing Support Project.
2. The Pader District Programme, North Eastern Uganda, established in 2003 is steadily transitioning into a crisis recovery/development programme. Implementation is both direct and through partners in the Livelihood, Water & sanitation, HIV and Protection sectors.
3. The Abim District Programme, North Eastern Uganda (Western Karamoja) was established recently at the beginning of 2009. This recovery/development programme implements directly in the Water and Sanitation sector.

General Description of the Pader Programme

The Pader District Programme, North Eastern Uganda, established in 2003 is steadily transitioning into a crisis recovery/development programme. Implementation is both direct and through partners in the Livelihood, Water & sanitation, HIV and Protection sectors.

The programme is funded by a number of donors who include Irish Aid, European Commission’s Humanitarian Aid Office (ECHO), United Nations High Commission for Refugees (UNHCR) and PEPFAR.

The programme is implemented by a team of GOAL staff (85 national and 2 international staff) based in Kalongo, Pader District. The programme activities are implemented in partnership with a range of key stakeholders including the District and Sub-District Government Authorities, Kalongo Hospital, other NGO agencies and community based organizations (CBOs). The programme is currently focusing on transitioning from emergency programming to long-term recovery initiatives as the affected populations move from IDP camps returning to their original homes following the improving security situation in the region over the last two years.

General Description of the Role

The Programme Manager works under the direct supervision of the Assistant Country Director for Programmes (based in Kampala) and is responsible for providing overall oversight and leadership to all programming management functions in Pader District. This includes Program Implementation, Programme Quality Assurance, Systems (Finance, Administration, Logistics and Human Resources management) and Security management, donor compliance, reporting, and programme development..

Key Duties

Programme Management

- Overall management of the implementation of all projects in the district in line with approved project proposals, budgets and within the agreed time frames;
- Ensure compliance to all GOAL, Donor and Government of Uganda policies, procedures and guidelines that relate to the implementation of the programme;
- Ensure project deadlines and high quality standards are met;
- Ensure resources are used appropriately and efficiently;
- In consultation with ECR coordinator and the Monitoring and Evaluation team, establish and manage an efficient program monitoring system, and timely preparation and submission of program status reports as defined by organisational policies and the contracts signed with programme donors;
- Development of effective relationships with all programme partners and collaborators including government departments.

Capacity Building

- Ensure that the programme is implemented in a way that empowers and capacity builds local communities to ensure sustainability of programme interventions;
- Contribute to the development of GOAL Uganda capacity and knowledge on areas covered by the programme;
Logistics

- Ensure that the necessary logistics and procurement guidelines are followed as per GOAL Uganda guidelines;
- In coordination with the Logistics Manager, analyze service demands on the logistics unit and ensure appropriate logistical support is provided for quality delivery of planned programme activities.
- Preparation of tenders, contract documents and administration of contracts with local contractors within GOAL Uganda procedures;
- Regularly audit procurement processes, working to reduce procurement lead times.
- Regularly audit and address problems in the warehouse management system.
- Supervision and guidance of the Field Logistics Coordinator based in Kalongo.

Security

- In collaboration with Field Logistics Manager, assess security on a daily basis, and provide advice to the ECR Coordinator and Country Director on the safety and security situation in Pader District to maintain the programme operations running smoothly;
- Facilitate review of the Security Operating Procedures in the District every month.
- As the security focal person in the district, assume responsibility for the day-to-day welfare of all GOAL international and national staff in Kalongo as well as organisational assets;
- Ensure that the security guidelines are adhered to.
- Provide a weekly security report to the ACD Systems.

Administration/Human Resources Management

- Familiarise self with GOAL Uganda HR and performance management policies and ensure they are followed, supporting all programme staff to do so;
- Ensure that all new staff are adequately inducted;
- Ensure effective management of all programme staff, including appropriate and systematic empowerment and delegation, development and training;
- Identify and organize appropriate initiatives to meet capacity building needs of staff and programme partners.
- Resolve staff conflicts and supervise disciplinary actions.
- Oversee recruitment of national and international staff positions (design job descriptions, carry out interview processes etc.)
- Contribute to review of staff policies;
- Contribute to institutional capacity building.

Finance

- Ensure that GOAL and donor financial policies are adhered to in all transactions;
- In consultation with ECR Programme Coordinator and Finance Controller, ensure that the programme expenditures are in line with the agreed budgets and signed donor contracts;
- Ensure that accounts are compiled as required and sent to Kampala finance department;
- Carry out cash counts weekly and other physical spot checks as appropriate to ensure documentation reflects reality;
- Verify and approve funds disbursements;
- Regularly audit finance documentation quality;
- Management of administration and finance team in the District.

Representation

- Represent GOAL on all appropriate fora within the programme area, including all related stakeholder groups such as sector meetings in Pader District;
- Actively pursue strong collaboration with local government officials and other NGO’s working in Pader District and Northern Uganda region in general;
- Develop and maintain effective working relationships with local leaders and communities.

Reporting and Communication

- Liaise closely with senior management team to ensure open communication and that feedback is received and all duties are carried out in a timely and efficient manner;
- Ensure the Emergency and Crisis Recovery Programme Coordinator is appraised of all activities designated to your responsibility and any difficulties that may arise, through regular meetings, both formal and informal with management and staff;
- Ensure that all project reporting (internal and external) is completed in a timely and accurate manner.(including monthly report covering systems and projects, donor reports, etc.)

Fund Seeking

- Work closely with the ECR Programme Coordinator and the Country Director to investigate funding opportunities and develop proposals for resource mobilisation.
- Host and provide leadership in organizing donor visits to Pader district and any other locations covered by the programme.

Additional duties

The Programme Manager will undertake additional tasks relating to GOAL work from time to time as requested by the direct supervisor and or the Country Director.

Job Requirements

- University degree in social science or related disciplines at tertiary level with hands on experience in one or more sectors that GOAL is working in;
- At least 5 years of international humanitarian and/ or development experience in managing programmes;
- Proven experience in managing multi-sector programmes with a range of donors in a complex operating environment;
- Proven skills in performance management and capacity building related to staff training, facilitation and capacity building;

The Democratic Republic of Congo has a history of violence and conflict.
More than 5 million people have died as a result of conflicts which have raged for over a decade, and a further 1 million have been driven from their homes.

Despite its huge potential wealth, the country is now one of the poorest in the world.

Malnutrition is widespread, while the lack of healthcare and adequate sanitation have both reached critical levels. Since January this year, an upsurge in fighting between the Government and FDLR rebels has displaced more than 250,000 people in eastern Congo. Which is why, at Oxfam, we're scaling up our emergency relief efforts to bring greater security and stability to the region.

The role An additional 150,000 people will benefit from Oxfam's increased presence in eastern Congo.

The AIDSRelief Coordinator will be responsible for ensuring the day to day implementation of AIDSRelief Project activities while coordinating them across all consortium members.

The primary function of this position is to take the lead on all aspects of country-level program management, from LPTF partnership development, budgeting, reporting, and coordination of programmatic components with technical components.

As a coordinator, the selected candidate will assist the CoP to lead the program within a consortium management structure and to participate in donor reporting, linkages, representational and strategic aspects of the program.

Job Responsibilities:

1. Representation and Coordination
a. Attend CCT meetings and present program updates on behalf of the CRS AR Program team. b. Accompany CoP to meetings with CDC/NASCOP regarding AR programming issues.
c. Coordinate AR program activities across the programming and technical components.
d. Coordinate with other CRS Kenya programs to ensure best synergies between existing programs and AIDSRelief project recipients.
e. Represent AR-Kenya and/or CRS at other external meetings as needed.
f. Manage CoP responsibilities in the absence of COP as needed.

2. Supervision
a. Supervise CRS AIDSRelief Project Officers.
b. Hold regular program-finance working group meetings to coordinate work within CRS and with CMMB.
c. Organize PO/accountants during site preparation and activation activities.
d. Review LPTF site visit reports by CRS project officers and accountants, and guide staff in planning quarterly program-finance visits to LPTFs.
e. Carry-out orientations and regular performance coaching and evaluation as stipulated by CRS Performance Standards.
f. Assist with staff training and development.
g. Support staff hiring.

3. Program Management

a. Lead preparation of quarterly dashboard compilation.
b. Ensure that the AIDSRelief program meets agreed upon standards of quality and complies with donor and CRS policies and procedures.
c. Ensure the direct monitoring of project activities for CRS managed sites via field visits (30% of time) and meetings with partners and project participants, reviewing and commenting on staff monitoring and trip reports.
d. Develop partnerships with senior leadership at LPTFs; address governance issues at this level when they arise.
e. Assist with the development and implementation of AIDSRelief sustainability strategy at national and partner level.
f. Assist with development of CRS Kenya’s Annual Program Plan.
g. Document programming lessons learned.
h. Participate in various assessments and strategic thinking regarding expansion and sustainability from a programming view.

4. Reporting and budgeting.
a. Assist CoP with the completion of monthly, semi-annual and annual donor reports for the AR-Kenya Consortium.
b. Assist CoP with the preparation and updating of the CoP workbook, results framework, and CRS SOW.
c. Guide CRS Project Officers and accountants in the annual LPTF budgeting process.

Qualifications:
1. Masters Degree in International Development, Public Health, or related field.
2. Minimum 5 years overseas development experience, supervision experience preferred.
3. Strong working knowledge of ART programming. 2-3 years ART programming experience strongly preferred.
4. Demonstrated experience and ability to manage, prioritize, and design large and complex budgets across multiple partners.
5. Demonstrated ability in field research, rapid assessment, proposal development, program analysis, project monitoring & evaluation
6. Experience working on US government funded grants. Familiarity with US Government Compliance regulations preferred.
7. Representational abilities and diplomatic skills. Experience working with a consortium a plus.

Solidarités is an international humanitarian aid organization which provides assistance to populations who are victims of armed conflict or natural disasters.
For 28 years, Solidarités has concentrated its action on meeting three vital needs: water, food and shelter.
By carrying out emergency programs, Solidarités has acquired experience end expertise in the fields of access to drinking water and sanitation.In the Horn of Africa, Solidarités is currently implementing food security, water and sanitation projects in Kenya, South Sudan and Somalia.

1. Program description:The North Horr program is currently in its second phase. The first phase was implemented between February 2007 and March 2008, following a needs assessment in the Marsabit district in June 2006.
A further assessment was carried out in october 2007 which led to the formulation of the current project funded by DFID.

Main activities to be implemented are:
Water and sanitation component: wells rehabilitation, rainwater rock catchment, latrine construction, hygiene/Health promotion.

Food security Component: Fodder production, rangeland management, milk transformation and preservation, reforestation, Fuel efficient System training, veterinary services, fish culture.

2. Objective of the position:

The Watsan Program Manager is a key person who will be responsible in managing the WatSan operational component of the program:
To ensure achievement of the WatSan objectives within the timeframe of the program
To manage the Watsan team in North Horr
To prepare reports and planning
To follow up and manage the WatSan budget
To assess others needs in terms of Watsan in the area

3. Hierarchy:Under the authority of the Field Coordinator and the Head of Mission the WatSan program manager will oversee the activities of the following staff:

To ensure adherence to the budgets with objectives and activities settled jointly with the financial staff in the field on in the headquarters

Staff Management

To be responsible for program reporting to the Field Coordinator, Watsan Coordinator and the head of mission, according to Solidarités and DFID reporting regulations.
To contribute to the capitalisation of tools and reports
To follow advice and recommendations of the WatSan Coordinator.
Specific activities to be implementedNote: Implementation of most of the activities have already been started
Rehabilitation of 16 wells :
Rehabilitation or construction of rainwater collection systems for 7 schools in the target area
Rock catchments & Sand dam: 7 fencings/protections with troughs for livestock, 1 sand dam construction, 2 additional rock catchments construction
Set up of 1 Kijito wind pump in North Horr
Capacity building on rock catchments/sand dam management, wells maintenance and cleanliness, water treatment (training for water committee on chlorination) and waste management
Construction of 300 latrines
Hygiene promotion
Water analysis and chlorination of the wells.
Promotion and distribution of 1,000 water filters targeting the most vulnerable households
Distribution of waste management materials and equipment to 5 different estates of North Horr town
Promotion and distribution of 1,000 mosquito nets to the most vulnerable households
Logistic / Administration
To prepare purchases’ requests for the field (tools and materials) in link with the Logistic/Administrator, concerning Watsan activities
To schedule movement and transport needs
To validate access to working places in North Kenya in term of security, for his/her staff and him/herself, in link with the Field Coordinator and Logistic/Administrator.

validate movements of materials in and out of stocks, concerning Watsan activities
To manage the relevant program budget lines; prepare water and sanitation budget forecast and ensure budget is matching with expenses
To set and follow up the needs in terms of cashflow forecast for the Program
Evaluation / reporting
Make sure indicators as specified in the logical frame are used according to the sources specified
Participate in need assessments
Propose new activities according to need assessments for the area covered
Monitor regularly the Watsan situation in the area and develop monitoring tools

CommunicationInternal Communication :

Share with the team all information about security, activities, logistic or administrative needs
In charge of the formulation of weekly situation report for Watsan activities
Contribute to final and intermediary activity reports
Participate to weekly coordination team meeting
Participate in security meetings

External Communication:
Share and discuss Watsan related propositions with donor’s representative.
Participate in Watsan Clusters / forums whenever possible.

5. Qualifications and experience requested:
Qualification:
Bachelors Degree in Civil Engineering or other relevant field. A master’s degree in a field relevant to WatSan programming would be a distinct advantage.
Experience:
Minimum 3 years of experience in WatSan project management in a similar position
Minimum 2 years of experience within an NGO or similar agencies
Proven experience of working directly with communities and developing community driven projects

II. ABOUT UHAI:
‘UHAI’: the East African Sexual Health and Rights Initiative (EASHRI) is a new grant‐making initiative of Akiba Uhaki, which aims to provide flexible, accessible resources to support civil society activism around issues of sexuality, health and human rights in the East African region (Kenya, Uganda, Tanzania, Rwanda, Burundi). It has a particular focus on the rights of sexual minorities. ‘UHAI’ aims to build a strong, diverse and organized movement for change, and to enhance the knowledge and expertise of donors supporting sexual rights in East Africa.

III. JOB SUMMARY
 Strategy Development: The Program Manager will identify opportunities for UHAI: The East African Sexual Rights & Health Initiative to expand its work on sexual health and rights issues throughout East Africa. This may include exploratory missions across East Africa, attending conferences and donor meetings, strategy development, outreach to allied communities, and leveraging funding from additional sources.
 Policy Analysis: The Program Manager will author reports and advocacy documents on issues related to sexual health and rights—especially focused on the needs of sex workers and Lesbian, Gay, Bisexual, Transgender & Intersex communities (LGBTI). These will include news briefs on UHAI’s work in this area, press statements on issues affecting constituents, and analysis of legal and legislative developments related to the sexual health and rights of socially marginalized populations in East Africa.

Advocacy:

The Program Manager will conduct advocacy on behalf of grantees and constituents with government and donor agencies. This will include advocating for a human rights approach to sexual health and rights policies and laws in East Africa. UHAI prioritizes leadership by sexual minorities in developing and implementing the services and advocacy efforts that impact their lives.

· Capacity Building and Technical Assistance:
The Program Manager will help ensure that sexually/socially marginalized populations have access to appropriate health and social care services.

This will include identifying funding opportunities for grantees working in this area, representing UHAI and its grantees at national and regional forums relevant to HIV and sexual health and rights, overseeing the development of trainings, and managing consultants to provide capacity building support.

· Community Organizing:
The Program Manager will promote grassroots community efforts to mobilize marginalized populations to advocate for their rights and to gain access to health and social care services. This will include identifying and establishing relationships with key leaders within marginalized populations who can effectively organize and grow social change movements as well as establish appropriate linkages with stakeholder groups including human rights, government, health and social care providers.

Grant Management:
The Program Manager will oversee the work of a portfolio of UHAI grantees and constituents providing sexual health and rights services and advocacy in East Africa. These efforts will include development of grant management systems, conducting monitoring visits, preparing reports for SHARP, ensuring quality and consistency of programs, and assisting grantees with monitoring and evaluation.

Administrative management: ensure preparation for Board meetings, prepare all annual reports, manage UHAI’s human resources, co-ordinate workplans for grant making process and provide long term technical and administrative management for tasks related to grant making, co-ordinate all UHAI’s programs and projects and in liaison with the Executive Director organize regular staff meetings and annual staff retreats and thereafter drive the implementation of agreed plans.

IV. DESIRED QUALIFICATIONS:

· A degree in public health, public policy, human services, law or social sciences.
· Five years of experience in advocacy or direct service delivery related to sexual health and rights and/or HIV and AIDS, at least three years of which should be in East Africa.
· Demonstrated knowledge of and commitment to human rights approaches to promoting sexual health and rights.
· Familiarity with grants management, program design, budget management, and monitoring and evaluation with grassroots organizations in East Africa.
· Demonstrated experience in financial and human resource management
· Excellent oral and written communications skills in English. Proficiency in French and Swahili will be an added advantage.
· Demonstrated skills in presentations, research, writing, communications and media work.
· Demonstrable analytic and strategic thinking skills
· Strong organizational and management skills with attention to detail. Sensitivity, flexibility, tolerance and ability to listen and communicate clearly and effectively with people from diverse cultures and backgrounds.
