Deputy Country Director

Based in Dar es Salaam, the Deputy Country Director (DCD) will work with the Country Director and country staff to ensure the overall success of the Program. The DCD will help coordinate and support CHAI's team on the ground to achieve the program's objectives and forge stronger relations with the Ministry of Health and other government agencies and partners. S/He will help with managing many aspects of the program including strategy, budgets, program implementation and team management as well as financial management and compliance.

Responsibilities:

As a representative of the CHAI country team, the DCD will:

Maintain a thorough understanding of the HIV/AIDS landscape in the country and the key priorities, challenges and gaps
Plan and execute specific programmatic initiatives, and provide insight and direction to programs
Provide high-quality technical assistance to the government as needed/requested, often under a short timeframe
Manage processes and tools for planning, budgeting, financial reporting, and monitoring and reporting programmatic progress; ensure legal compliance
Nurture a trusted relationship and dialogue with the government based on a track record of delivering results that exceed expectations in speed and quality
Build and leverage strong effective relationships with key partners and stakeholders, identify and establish additional partnerships as appropriate
Assist the Country Director in the appropriate bi-directional communication and information flow with HQ to ensure CHAI's capabilities are being fully leveraged on-the-ground
Assist the Country Director in developing the strategic agenda of CHAI in Tanzania to achieve objectives agreed in partnership with the Government
Support the Country Director in human resources management, including recruitment and management of staff

Qualifications:

Minimum of 8-10 years experience in private or public sector enterprise with increasing levels of responsibility and leadership
Experience and comfort with working in environments that are less structured with minimal supervision
Master's Degree preferred (MBA or an MPH)
Experience conceiving, planning and executing programs or projects with documented results
Proven outstanding track record of achievement and a desire to use skills to improve healthcare in developing countries

Skills required:

Comfort with working in a peer relationship with government leaders
Networking skills to influence work outcome with Partners, Government and other stakeholders
Ability to navigate complex government processes with multiple influencers, and at negotiating and achieving consensus
Ability to mentor and lead teams for consistent performance
Strong analytical and problem solving skills
Ability to work within a limited budgets and human resources typical of a small organization
Knowledge of HIV/AIDS desired (but not required)
Professional experience in Africa and knowledge of local language and culture are preferred
Excellent business-oriented oral and written communication skills

Deputy Director

Under the direction of the Project Director (PD), the Deputy Director will assist in representing The Carter Center’s project on training and supporting domestic election observers in Sudan. The Deputy Director will assist in designing and managing the Center’s training and support program to domestic election observers, providing key input in areas of long-term observation skills, civic outreach, and/or organizational development of non-profit organizations. In addition, the Deputy Director will implement technical assistance programming to build local organizational capacity in domestic observation, management, logistics, financial administration, and report writing, enabling groups to conduct training sessions and organize election observation activities effectively. This independent contract position is initially assigned for 6 months, with possibility of further extension.

Applicants should have five to seven years of experience in training election observers, conducting election observation, and/or NGO capacity building work, ideally in countries transitioning from war to sustainable peace. Arabic language capacity and/or prior work experience in Sudan is highly desirable. The position requires relocation to Sudan in April 2010, and will involve frequent travel within Sudan. Salary is commensurate with experience.

Candidates should possess strong program management skills, cross-cultural understanding, be highly organized, and able to work under pressure and tight deadlines when necessary. Strong writing and communication skills and competence with computer applications required. A positive attitude and the ability to work effectively in leading a diverse team are essential.

Primary responsibilities will include:


A. Under the direction of the Program Director, recruit and manage national staff trainers-of-trainers as needed to support and enable their implementation of training sessions regarding election observation and best practices, as well as to provide capacity-building training for non-governmental organization (NGO) partners.

B. As required, lead training sessions of domestic election observers providing background on best practices in domestic election observation and instructing participants on key tools of NGO organizational development. Instruct participants regarding the code of conduct for election observation, as well as the logistical and administrative needs of supporting , training, and deploying domestic election observers at different stages of the electoral process.

C. Maintain regular contact with civil society partner organizations.

D. Provide technical assistance that targets strengthening local organizational capacity in areas such as non-profit management, logistics, financial accounting and reporting, narrative reporting, proposal writing, and budget development.

E. Under overall supervision of Project Director, direct and supervise local staff to implement all aspects of the project, working in concert with Atlanta staff and project consultants. Assume the responsibilities of the Project Director in his or her absence.

F. In coordination with the Project Director, engage with key actors including government officials, the national election commission, political party representatives, NGO and civil society leaders, and other groups critical to building non-partisan networks of observers.

G. Assist in the management of field office project funds and expenditures in accordance with budget limitations and donor contract regulations. Assist to arrange banking operations and supervise the field office finance officer.

H. Work with the Project Director, field office finance officer and Atlanta Finance Manager on finances and accounting for all partner organizations receiving sub-grants to ensure that grant management is implemented soundly and that all donor contract regulations are followed with regard to the disbursal, expenditure, tracking, and accounting of grants provided to partner organizations.

I. Draft Carter Center project reports on domestic election observer training project as necessary in consultation with Atlanta program and Public Information staff. Draft project report sections concerning staff deployment during domestic observer training events in the field, with text due within 30 days of the end of events, with appropriate input from Project Director, Atlanta staff, and project consultants.

Merlin International Profile

Merlin is the only UK specialist charity, founded in 1993, which responds worldwide, with vital healthcare and medical relief for vulnerable people affected by natural disasters, conflict and healthcare collapse. Each year, Merlin assists more than 15 million people, in up to 30 countries, through working with local healthcare actors including government, community groups and NGOs.

Background and Context

The Democratic Republic of Congo (formerly Zaire) is the third largest country in Africa and one of the poorest. Decades of dictatorship and an ongoing, unresolved civil war has left much of the national infrastructure destroyed.

Merlin has been operational in eastern DRC since 1997 when it established emergency medical support to populations in Maniema Province. Merlin teams have been providing emergency medical care to the most vulnerable, accessible populations in Maniema Province, Kasai Oriental Province, North Kivu and Orientale Province, and in response to the Goma volcanic eruption of Jan 2002. Activities include: emergency response, primary health support and supply, secondary health support and supply, reproductive health, institutional capacity building, nutrition, wat/san, rehabilitation of health facilities.

Merlin is the sole source of essential medical support for over 200 primary & secondary health facilities, providing health care to over 1,800,000 beneficiaries.

In Maniema Province, Merlin is implementing a DFID (British government) funded 3 years free health care project throughout 10 health zones.

In North Kivu, Merlin implements DFID,OFDA and ECHO funded primary healthcare projects in Manguredjipa, Biena, Oicha, Mutwenga Health Zones, in Kayna, Rutshuru, Binza and Birambizo Health Zones with emergency support to IDP’s within the province.

Merlin’s Goma office is a management and support office for nine field-site projects in eastern DRC. The office handles the financial and reporting aspects of a multi-millions dollar grant portfolio, the HR and administrative requirements for approximately 35 expatriates and 300 national staff, most national and all international purchasing, and in-country transportation (often by air) – of staff and material between the Goma office and field sites.

The DRC programme is managed by the country director who sits in Kinshasa and two deputy country directors. One sits in Goma and manages Merlin programme in Nord Kivu Province, the other one sits in Kindu and manages Merlin programme in Maniema Province.

Main purpose of the role

To support the Country Director in the operational management of the DRC programme in Maniema Province, inlcluding recruitement, security, logisctics and human resources. Line manage the Programme Coordinators and ensure compliance to Merlin policy and procedures.

Overall Objectives (scope)

To act as Country Director (CD) in the CDs absence as required
To manage all programme operations in Maniema Province, review management systems, and make appropriate improvements
To play a key role in developing Merlin’s position within eastern DRC
To monitor and maintain compliance with administrative and logistics procedures
To work closely with CD and Logistics Coordinator (Logco) in the monitoring of security and compliance with security guidelines
To assist CD in all expatriate and national staff recruitment and management

Responsibilities

Operational Management
Assist in drawing up plans, proposals, and budgets for new projects and extensions of projects in conjunction with the capital and field sites teams
To assist CD in identifying new areas of need and potential areas for project development and donor funding in eastern DRC
Ensure regular communications are maintained between the field sites, Merlin Goma, Merlin Kinshasa and Merlin London
Maintain a strong working relationship with the Country Management Team: Country Director, Country Health Director, Deputy Country Director for North Kivu Province, Logco, HR/Admin Manager and Finance Manager.
Ensure adherence to timelines for all proposals and review proposals as necessary.
Ensure reports are completed in accordance with deadlines and undertake report editing where necessary.
Assist in assessment or evaluation planning and execution in Merlin field sites.
Line manage all Relevant Operation Coordinators and relevant Project Coordinators and Programme Assistants to ensure that appropriate Merlin management, administration, personnel, logistic, finance, and communication systems are in place.
Travel to the project in country as per the DRC mission needs.

Security
Ensure field site security guidelines are reviewed at least quarterly
Ensure all security incidents are appropriately recorded and reported by project managers to relevant parties
Actively monitor field site security and advise the CD about developments
Act as the security focal point for Maniema Province
Notify CD, international, and national staff of any increases oroutbreaks of insecurity and advise on specific actions that should be taken.

Logistics/Finance/Administration
Ensure all projects adhere to Merlin’s systems and procedures
Ensure that project implementation meets donor compliance requirements
Review budgets for submission to donors and provide advice and assistance where necessary
Maintain an overview of project spending and financial reporting and provide advice and assistance on project spending and budgeting

Human Resource Management
Maintain good team communication, engender good team dynamics and take remedial action when problems occur
Support team members professionally and monitor and support stress management
Carry out appraisals according to Merlin’s Human Resource procedures
In liaison with CD, ensure all new team members are adequately briefed on arrival in the field, and departing team members are debriefed
Work with CD to maintain up-to-date job descriptions for international staff and together with the HR Manager assist with the preparation of job descriptions for national staff
Review international staff applications and conduct interviews for short-listed candidates
Provide support to administrative team in the recruitment process for national staff
Ensure with HR/Admin Manager that international staff leave requests are processed and HR files regularly updated
Ensure procedural compliance for:
- International staff appraisal deadlines for anyone immediately managed by the relevant Operations Coordinators or relevant Project Coordinators.
- Staff movements, ensuring all relevant parties are informed (Goma, Field sites, Kinshasa, London) in a timely fashion
Maintain good inter-team communications and engender positive team dynamics.
Plan national and international staff requirements and liaise with the CMT and the Human Resource department in London with approval of the CD

Representation
In coordination with the CD, represent Merlin in eastern DRC to donors, local and national health authorities, other NGOs, and any other parties as required.
Support the CD’s strategic co-operation initiatives with international and national NGOs active in Eastern DRC

Other
Provide coverage for other posts when needed and carry out any other responsibilities as requested by the Country Director.
