Evaluator - Zambia Landmine Survey Project

1. Background
In August last 2008, the Zambian Government commissioned a comprehensive survey of landmines and other explosive remnants of war (ERW).
The main result of the survey will be to enable Zambia to tackle the landmine problem in a more comprehensive and systematic manner towards the country’s vision of a Zambia that is free of landmines by 2011.
The comprehensive clearance of all identified mines and ERW that may be identified through this survey will promote human security and enable the reclaiming of contaminated land for economic development, especially in agriculture, tourism, mining, environmental conservation, and infrastructure within framework of the country’s ongoing Fifth National Development Plan.
The survey is expected to be completed in June 2009. In line with the terms of reference for the survey, the survey needs to be subjected to an independent evaluation so that it has national and international credibility.
The evaluation will take place before the end of the survey contract so that remedial actions as may be recommended by the evaluator can be undertaken by the surveyor before the end of the contract.
2. Specific tasks of the evaluation consultant
-Assess, with reference to national and International Mine Action Standards (IMAS), the quality and accuracy of the survey and clearance work done and identify course of correction if needed.
-Critically analyse the methodology and work practices employed by the survey organisation
-Assess the effectiveness, efficiency, timeliness, conduct and accountability for resources used.
-Evaluate the potential usefulness of the survey as a tool for national and local planning, landmine and ERW clearance and risk education.
-Highlight gaps and opportunities requiring decisions and actions.
-Present initial lessons learned about the survey design, implementation and management.
3. Methodology or evaluation approach
The evaluation consultant may employ relevant and appropriate methods to conduct evaluations including review of documents, individual and group interviews/discussions with stakeholders and partners, field visits, etc.
The methodology should be presented in the application letter or dossier and this will be one of the criteria for selection of successful candidate(s).
4. Budget
The consultant should present, as part of the application, an itemised breakdown of the budget required to accomplish the evaluation.
5. Recommendations regarding next steps
Based on its findings, the evaluator will make recommendations on the survey in particular and the mine action programme in Zambia generally.
6. Deliverables
All deliverables of the evaluation mission will be produced in English and will include the following:
a. Work plan at the start of the evaluation,
b. Draft report and a power-point presentation,
c. Final evaluation report with executive summary (after a review meeting of stakeholders).
The length of the report should not exceed 30 pages in total (excluding the annexes).
7. Competencies
- Demonstrated experience and a sound track record of at least three successfully completed survey evaluation assignments (to be clearly stated in the CV).
- Excellent analytical and communication skills.
8. Required Skills and Experience
- The consultant shall have at least a university degree;
- Minimum 5 years of professional experience in monitoring and evaluation of development projects, especially mine action programmes;
- Excellent oral and writing skills in English.
9. Outcome evaluation timeframe – provisional
The Government of Zambia and UNDP will guide, coordinate and assist the consultant on day – to- day basis.
