Purpose of the Position
Under the overall guidance of the Deputy Representative, you will be accountable for the development, design, planning, implementation and management of the Child Protection programme within the country programme.

As head of section, you will direct, lead and manage a group of professional and support staff to develop, manage and administer the sectoral or inter-sectoral project/programme.

You will be responsible for ensuring an effective planning, implementation and monitoring of all projects undertaken by the section as well as developing new project proposals for further fundraising. In addition the incumbent needs to effectively interact with a wide range of partners at all levels, including policy/law enforcement authorities, high level Government officials and civil society groups, in order to address non-fulfilment of the rights to protection in Zambia. Within the office, s/he is expected to provide guidance to the other programme sections and advise the Representative in order to ensure compliance of UNICEF`s programme activities with the CRC.

The work of the section is focused on strengthening services to protect the rights of particularly vulnerable children. Specifically, under the new country programme starting 2011, it is anticipated that the section will be focusing on policies and systems strengthening around programmes that target children affected by specific and high-risk manifestations of vulnerability, i.e. those in conflict / in contact with the police and judiciary; children in and on the street; children and women affected by violence; children affected by disability; children in child headed households / without adequate care; and child trafficking and domestic labour. The internal organisation of the section above may alter to accommodate this approach as the CPD is finalised.

The programme areas under child protection form one part of UNICEF Zambia support to components of the national social protection strategy. Others fall under different programme sections, as well as the social policy section. The social policy section coordinates work on social protection and provides technical assistance to the national social cash transfer schemes.

Key Expected Results
1. UNICEF’s global goals effectively promoted through advocacy and policy dialogue to strength child protection as integral component of national development in Zambia

2. Priority child protection measures effectively planned, targeted, implemented, coordinated, monitored and reported, based on strengthening national capacity and systems.

3. Actors, stakeholders, community members and leaders aware of the importance of good practice in rights-based child protection programmes, through training, capacity building, advocacy, dialogue and effective knowledge management.

4. Relevant national sectoral policies, plans, strategies and programming reflect priorities for child protection.

5. Programme delivery, evaluation and reporting carried out efficiently, rigorously and transparently in compliance with the established guidelines and procedures.

Qualifications of Successful Candidate
Advanced university degree, preferably in the social sciences, law or other relevant field.

Eight years of progressively responsible professional work experience at national and international levels, relevant to international development assistance in the areas of child protection. Background/familiarity with Emergency.

Expert technical leadership and knowledge of theories, principles and methods in the combination of selective fields of the following: Strengthening child protection systems and partner capacity for protecting children against violence; in emergencies; in respect of harmful traditional practices; in improving justice for children and in strengthening social welfare systems.

Use of data and indicators in child protection.

Fluency in English and a second UN language. Local working language of the duty station an asset.

To start August for 12 months Are you a manager with a community health background, with proven experience and competence in project implementation and strategic planning?
We are currently seeking someone to work as part of the senior management team to provide technical advice for the design, implementation and management of the health promotion work including child protection issues across Tearfund’s North Sudan (Darfur) Disaster Management programme.

The role also carries the responsibility of managing the Disaster Management Team’s advocacy activities relating to health promotion within the NGO community and government departments in Darfur.

The role is based in N’yala, Darfur requiring frequent travel to field sites.

The successful applicant must have a degree or equivalent in a related sector, be a credible advisor with proven leadership, negotiation and representation skills, and have relevant overseas experience.

Sensitivity to cross cultural issues, the ability to communicate effectively with a diverse group of people, experience with children and the ability to deliver training are essential.

Child Survival & Development Specialist Job Vacancy in Zanzibar

The United Nations Children Fund (UNICEF) Tanzania is seeking the interest of a qualified and highly experienced Child Survival & Development Specialist responsible for planning, implementation, monitoring and evaluation of the assigned programme/project (s) within the Zanzibar Programme.

Key Responsibilities include:

1. Contribute towards the preparation of the Situation Analysis by compiling data, analyzing and evaluating information, and writing chapters of the Analysis.

2. Design, prepare, implement, monitor and evaluate assigned programme of specific project(s) especially in the area of improving access to and utilization of cost-effective and quality service in the area of health, nutrition, psychosocial development, water and sanitation. Support the Department of Disaster Management to prepare and implement an Emergency Preparedness and Response Plan. Provide technical advice and assistance to government officials and other partners in the planning, implementation, monitoring and evaluation of programme/projects related to young child survival and development.

3. Prepare sectoral inputs for the Country Programme Document (CPD), Plans of Action, and Results Matrix Table. Prepare programme/project status reports required for the senior management, donors, budget review, programme analysis, and annual reports.

4. Undertake field visits to monitor programmes, as well as conduct periodic programme reviews with government counterparts and other partners. Analyze and evaluate data to ensure achievement of objectives and/or take corrective action when necessary to meet programme/project objectives. Propose and/or undertake action on operational procedures affecting project implementation and management

5. Participate in the development of the sectoral work plan; ensure compliance to specific assigned objectives. Provide guidance and support to staff in meeting project objectives.

6. Assist Government authorities to plan and organize training programmes. Identify training needs and objectives for the purpose of capacity building, programme sustainability as well as promotion and advocacy.

7. Meet with national and international agencies covering the management of programme/projects. Participate in meetings with ministries responsible for programme/project review and follow-up on implementation of recommendations and agreements.

8. Coordinate with the Operations/Supply staff on supply and non-supply assistance activities ensuring proper and timely UNICEF and Government accountability. Certify disbursements of funds, monitor and submit financial status report to the Zanzibar Programme Manager.

9. Participate in intersectoral collaboration with other programme colleagues. Assist in development of appropriate communication and information strategy to support and/or advocate programme development at national and local level.

10. Write project proposals to donors for funding to contribute to the leverage of resources for the sector.

Education background:

Advanced university degree in Public Health.

Experience:

Five years of progressively responsible professional work experience at the national and international levels in programme design, management, monitoring and evaluation in the area of child survival and development. Field experience in Primary Health Care programmes is required.

Languages:

Fluency in Kiswahili, English and another UN language is required.
