We are recruiting for a General Systems Manager in Burundi, Bujumbura

Job Purpose:
To develop, manage and implement operations support in CWB, this includes being the supervisor of the following divisions: administration, human resources, logistics, security, communications and IT.
Main duties & Responsibilities:
Administration
1. To supervise the implementation of administrative systems and procedures, in particular for the maintenance and security of all CWB premises (office and housing) and assets and for office operational procedures (internal and external couriers, reception, communications, cleaning, utilities, health & safety and general facilities management).
2. That procedures used in all locations are consistent with overall management guidelines as well as Concern Worldwide policies and procedures.
3. To oversee the purchase of office equipment and supplies.
4. To ensure that all office equipment is well maintained, appropriately utilised and that an appropriate replacement schedule is implemented.
5. To capacity-build local partners [two at present] in systems issues when called upon.
IT
1. To manage the implementation of IT policies and procedures including the roll out of IT User Regulations, which all personnel [both national and expatriate] must sign.
2. To ensure in collaboration with IT officer that all CWB assets are recorded, managed and monitored according to organisational best practice this includes working closely with IT officer for the inputting of data so that CWB has an up-to-date complete Fixed Asset Register computerized and harmonized between the various offices in Burundi.
3. To ensure in collaboration with IT Officer that all IT equipment is well maintained and appropriately utilised and that a replacement schedule is implemented.
4. To supervise the design and implementation along with IT Officer of IT training plan for CWB personnel.
Logistics (Transport, Procurement, Stores)
1. To oversee the implementation of Logistics policies and procedures for purchasing, delivery, storage, communications and transport.
2. Be part of the Purchasing Committee and capacity build new members if needs be.
3. Write up contract documents and tender documents where relevant.
4. Make sure that country programme follows procedures for procurement with regards to donor regulations e.g. USAID, European Union and work closely with CWB logistician in this regard.
5. To follow-up on such issues as reimbursement of VAT taxes.
6. To work in close collaboration with Logs Dublin and CWB Logistics Coordinator for the formulation and finalization of in-country specific logistics and transport manuals, based on CW’s global manuals.
7. Support capacity building of local partners in logistics domain if necessary.
Security:
1. To act as main focal point for security, reporting to CD and utilizing IT officer to assist in attending security briefings, relaying to staff salient points on security issues especially as 2010 will be an election year in Burundi
2. To monitor and report on security in all programme areas and in other areas that might impact on CWB.
3. To review periodically, implement and maintain CWB’s Security Management Plan and train staff where necessary on security issues and procedures.
4. To provide security orientations to all new staff and refresher orientation periodically for all staff including being responsible for security briefings to visitors.
General Management including HR
1. To be the primary budget holder for international staff and administration costs, and to monitor and assist staff that report to you apropos their respective budgets (Logistics, HR).
2. Review and appraise recently modified National Staff Manual and Internal Regulations which need to be finalized by GSM and CWB’s lawyer to verify that both documents harmonize with Burundian labour law and thereafter submit to Dublin for approval.
3. To build the capacity of national staff including local partners in systems domain, particularly at management level.
4. To ensure that personnel working in administration, HR, IT and Logistics have up-to-date, relevant job descriptions and carry out regular performance development reviews (PDRs) for all staff that report directly to you and ensure that they in turn are carrying out PDRs on their subordinate staff.
Person specification:
Essential
- University degree or equivalent technical qualification in a relevant field
- At least 3 years previous experience in a similar role with management responsibility
- At least 4 years of experience in coaching, mentoring and capacity building of staff
- Computer literacy
- Ability to work as part of a team (flexible, consultative and having active listening skills)
