We are recruiting for a General Systems Manager in Burundi, Bujumbura

Job Location: Bujumbura, Burundi with travel to the field locations
Contract Length: 2 years

Job Purpose:

To develop, manage and implement operations support in CWB, this includes being the supervisor of the following divisions: administration, human resources, logistics, security, communications and IT.

Main duties & Responsibilities:

Administration

1. To supervise the implementation of administrative systems and procedures, in particular for the maintenance and security of all CWB premises (office and housing) and assets and for office operational procedures (internal and external couriers, reception, communications, cleaning, utilities, health & safety and general facilities management).

2. That procedures used in all locations are consistent with overall management guidelines as well as Concern Worldwide policies and procedures.

3. To oversee the purchase of office equipment and supplies.

4. To ensure that all office equipment is well maintained, appropriately utilised and that an appropriate replacement schedule is implemented.

5. To capacity-build local partners [two at present] in systems issues when called upon.

IT

1. To manage the implementation of IT policies and procedures including the roll out of IT User Regulations, which all personnel [both national and expatriate] must sign.

2. To ensure in collaboration with IT officer that all CWB assets are recorded, managed and monitored according to organisational best practice this includes working closely with IT officer for the inputting of data so that CWB has an up-to-date complete Fixed Asset Register computerized and harmonized between the various offices in Burundi.

3. To ensure in collaboration with IT Officer that all IT equipment is well maintained and appropriately utilised and that a replacement schedule is implemented.

4. To supervise the design and implementation along with IT Officer of IT training plan for CWB personnel.

Logistics (Transport, Procurement, Stores)

1. To oversee the implementation of Logistics policies and procedures for purchasing, delivery, storage, communications and transport.

2. Be part of the Purchasing Committee and capacity build new members if needs be.

3. Write up contract documents and tender documents where relevant.

4. Make sure that country programme follows procedures for procurement with regards to donor regulations e.g. USAID, European Union and work closely with CWB logistician in this regard.

5. To follow-up on such issues as reimbursement of VAT taxes.

6. To work in close collaboration with Logs Dublin and CWB Logistics Coordinator for the formulation and finalization of in-country specific logistics and transport manuals, based on CW’s global manuals.

7. Support capacity building of local partners in logistics domain if necessary.

Security:

1. To act as main focal point for security, reporting to CD and utilizing IT officer to assist in attending security briefings, relaying to staff salient points on security issues especially as 2010 will be an election year in Burundi

2. To monitor and report on security in all programme areas and in other areas that might impact on CWB.

3. To review periodically, implement and maintain CWB’s Security Management Plan and train staff where necessary on security issues and procedures.

4. To provide security orientations to all new staff and refresher orientation periodically for all staff including being responsible for security briefings to visitors.

General Management including HR

1. To be the primary budget holder for international staff and administration costs, and to monitor and assist staff that report to you apropos their respective budgets (Logistics, HR).

2. Review and appraise recently modified National Staff Manual and Internal Regulations which need to be finalized by GSM and CWB’s lawyer to verify that both documents harmonize with Burundian labour law and thereafter submit to Dublin for approval.

3. To build the capacity of national staff including local partners in systems domain, particularly at management level.

4. To ensure that personnel working in administration, HR, IT and Logistics have up-to-date, relevant job descriptions and carry out regular performance development reviews (PDRs) for all staff that report directly to you and ensure that they in turn are carrying out PDRs on their subordinate staff.

Person specification:

Essential

- University degree or equivalent technical qualification in a relevant field
- At least 3 years previous experience in a similar role with management responsibility
- At least 4 years of experience in coaching, mentoring and capacity building of staff
- Computer literacy
- Ability to work as part of a team (flexible, consultative and having active listening skills)
- Facilitation and interpersonal skills
- Analytical and problem solving skills
- Ability to motivate and develop skills of others
- Training skills
- Methodical and thorough
- Cross cultural awareness and sensitivity
- Patient and preparedness to entertain diverse opinions

Desirable

- At least 2 years experience with Concern Worldwide
- Fluent bilingual English/French speaker

Deputy Director for Programs

Deputy Director for Programs International Rescue Committee (IRC)

IRC Burundi seeks an experienced professional for the position of Deputy Director for Programs for the combined Burundi/Rwanda country program. S/he will be a member of the senior management team and will work alongside colleagues to ensure program quality, growth and strong representation. S/he must be able to motivate and lead a diverse staff as well as effectively manage programs, partnerships and budgets. The Deputy Director for Programs will travel at least 25% of the time to field sites in Bujumbura Rural, Makamba and Muyinga provinces, and will dedicate up to 20% of his/her time to developing and supporting new initiatives in Rwanda, including traveling to Rwanda at least every other month. S/he will provide support, guidance and oversight to programs in governance, gender based violence, child protection/youth livelihoods, primary health care and environmental health. S/he will directly supervise the sector coordinators/managers, the grants coordinator and two volunteers.

Responsibilities

- Lead program strategic planning efforts and ensure the application of IRC’s program framework to program development and implementation.

- Work with Grants Coordinator and sector coordinators/managers to develop new projects and funding proposals and ensure accurate, timely reporting.

- Support technical interventions and research initiatives, ensuring integration of findings into existing and future programs.

- Serve as an active member of the country program’s Senior Management Team and deputize for the Country Director when s/he is out of the country or on leave.

Requirements

- Degree / Master’s in international public policy discipline or related subject

- At least five years’ experience in managing relief and development programs

- At least three years’ experience in program and staff management

- Previous successful experience developing projects and writing proposals for public donors

- Excellent English written and verbal communications skills and proficient French language skills

- Technical skills in governance or GBV would be an advantage

Work Environment

- The position is based in the modern capital city of Bujumbura, which has good infrastructure, social opportunities and private schools. It is a long term, accompanied position.

Grants Coordinator

The combined Burundi/Rwanda Country Program seeks a Grants Coordinator to manage its 24 active grants, from 17 donors, for Governance, Gender Based Violence, Child and Youth Protection and Development and Health and Environmental health as well as pursue new funding opportunities. The Grants Coordinator will assist in the development of all proposals, monthly, quarterly and annual reports and contribute to program design and monitoring & evaluation initiatives. S/he will dedicate up to 50% of his/her time to developing and supporting new initiatives in Rwanda.

Responsibilities

- Work with sector coordinators/managers, coordinate the development of new projects and funding proposals

- Ensure that grants are implemented in compliance with the relevant donor regulations

- Organize monthly budget meetings with sector managers/coordinators to ensure strong financial management

- Assist with program monitoring and evaluation and with sharing achievements and lessons learned

- Develop a communication and visibility strategy and support preparation of materials such as brochures and newsletters

Requirements

- Degree / Master’s in international affairs or related subject

- At least three years experience working in relief or development programs

- Previous successful experience developing projects and writing proposals for public donors

- Excellent English written and verbal communications skills and proficiency in French; Fluency in French would be a distinct advantage

Grants Volunteer

Location: Burundi

BACKGROUND:

Headquartered in Bujumbura, with provincial bases in Muyinga, Ruyigi and Makamba, the IRC is one of the largest NGOs in Burundi.

The IRC aims to save lives, to strengthen Burundian institutions and to reinforce social cohesion.

The IRC has been working in Burundi since 1996, initially providing a range of life-saving support to displaced and war-impacted communities.

The IRC currently implements programs in the areas of return and reintegration, youth protection (assistance to Unaccompanied Minors), livelihoods, the prevention and mitigation of gender-based violence and support to the decentralization process.

IRC has its main office in Bujumbura and has program offices in Ruyigi, Muyinga and Makamba provinces.

The Grants Volunteer will work under the direction of the Deputy Director for Programs and will contribute to developing new projects, reporting on existing projects, producing communications materials and helping to develop a monitoring and evaluation system for existing projects.

The Grants Volunteer will be based in Bujumbura and will be expected to travel to the field on a regular basis.

SPECIFIC RESPONSIBILITIES:

- Become familiar with IRC Burundi programs through a thorough review of program materials, orientation with key staff and field visits.
- Contribute to proposal and budget development process for new projects.
- Contribute to development and maintenance of field reporting systems and processes related to grants management and reporting.
- Develop new content for local and IRC world wide websites.
- Take the lead in developing communications materials describing IRC Burundi programs which can be distributed to donors and other stakeholders.
- Contribute to the development and implementation of a monitoring and evaluation system.
- Conduct monitoring visits to field locations
- Undertake other tasks as requested by the Deputy Director of Programs and the Country Director.

REQUIREMENTS:

- University degree required (Bachelors level);
- Excellent written English skills and familiarity with budgeting using MS Word and Excel;
- Excellent computer skills and competency in Word, Excel and PowerPoint;
- Excellent organizational skills and ability to determine priorities and meet multiple deadlines;
- Detail-oriented with good multi-tasking abilities and communication skills, both oral and written;
- Able to work well both within a team and independently, in a challenging and fast-moving multicultural environment;
- Willingness to travel to the field;
- Proficiency in spoken French; written French would be an advantage
