DESK OFFICER AND EXPERT IN PUBLIC HEALTH

CCM (www.ccm-italia.org) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Mali, South Sudan, Somalia, implementing a variety of health-related projects

Location: Turin until June 2010; Addis Abeba from July with regular missions to the field and in Italy. Regular missions in Sudan are foreseen as well.
Contract duration: until 31/12/2010 (possible extension)
Start date: May 2010

Job description

The position requires different skills since it unifies two different roles: public health expert and desk officer.

As public health expert, the candidate supports CCM providing knowledge and skills concerning health promotion and health system strengthening in developing countries.
Based in Addis Abeba, he/she will analyze the health needs of Ethiopia, identify possible interventions consistent with the sector policy of the Country and Donors, write and submit project proposals to Donors

Ideally, the candidate should have proven knowledge in public health and in the management of development projects, excellent analysis and project writing skills, good negotiations and team working capacities both with local and international partners.

As desk officer, the candidate supervises, cooperating with the Country Representatives and the Project Managers, the projects CCM implements in Ethiopia and South Sudan, the formulation of new proposals according to the guidelines provided by the NGO and ensures the respect of project requirements and internal procedures of the organization.

The Desk Officer knows all technical and administrative contents of the projects implemented in the countries. He/she supervises the human resource management. In particular he/she participates in the recruitment process defining the job title and job profile of the staff to be hired and interviewing the candidates.

The candidate will be based in Turin for the first two months and then in Addis Abeba.

He/She reports to the Sector Projects Coordinator by regular meetings (conference call) or missions. As health advisor he/she works coordinating his/her own activities with the Country Representatives.

Requirements

• Good knowledge and proved experience in public health. This is an mandatory requirement for all candidates
• Relevant academic background
• At least 3 years of relevant work experience in the identification, formulation, management and monitoring of projects in developing countries
• Knowledge of data collection methodologies
• Good administrative skills for the management of projects in the foreign aid sector (budget formulation and management, donors’ regulations understanding, reporting, ect).
• Good communication and interpersonal skills
• Demonstrated ability to work in a multi-disciplinary team
• Demonstrated capacity to organize the work and to be focused on the achievement of expected results
• Willingness to work under pressure and long hours, if required
• Proficiency in Microsoft Office
• Fluency of both written and spoken English
• Fluency in Italian would be an asset
• Past experience in an NGO will be a strong advantage

Handicap International implements programmes of assistance to persons and local organisations, inclusion programmes and programmes focusing on the fight against the main causes of disability. It runs projects in almost 60 countries, with the support of a network of 8 national associations (Germany, Belgium, Canada, United-States, Luxembourg, United Kingdom and Switzerland)

JOB CONTEXT:

As programme Director you will be responsible for all Handicap International (HI) programs in Ethiopia in a context where there are more than 100 ethnic groups and a great geographical diversity facing environmental issues. Projections of rainfall precipitation will remain more than uncertain and droughts are expected to be frequent with higher intensity.

The Ethiopia programme framework intends to develop the programme in particular it needs to:
- continue it’s efforts concerning HIV/AIDS while exploring the diabetes’s situation
- re-invest physiotherapy and rehabilitation centres
- pursue Local and Inclusive Development’s efforts while integrating the climate change adaptation

However, in the immediate future the programme needs to focus urgently on proposal design and fund-raising.

JOB DESCRIPTION:

Challenges and goals:
The Programme Director (PD) will take over from the outgoing PD and will have to give priority to this plan by:
- participating in proposals design and/or mobilising internal and external resources
- fundraising locally with the different donors and developing links and networks with the local authorities and other stakeholders

The PD will be the line manager for 5 persons with a total of 49 salaried personnel within the program as well as managing a budget of 600K Euros. Most of the project staff is fairly new to the programme and will require support from the Programme Director. Therefore, capacity-building and team-building will be a crucial part of this role.

Activities:
Under the responsibility of the Eastern Africa Desk Officer, the PD implements HI’s mandate in Ethiopia by guiding and directing the implementation of the different projects. He/she will ensure the programme objectives are realised and services delivered to the beneficiaries and:

- represent Handicap International in Ethiopia, develop new programs and raise funds accordingly
- ensure recognition of HI in Ethiopia and the continuous renewal of its registration with the authorities, in particular under the new CSO law;
- monitor the economic and socio-political development of the country and the region at large
- prepare the site’s annual plans and budget, and submit to the EA Desk Officer;
- be responsible for defining the programme HR structure according to Ethiopia needs;
- ensure proper management of external and internal communication
- ensure that technical orientations recommended by our technical department are applied and mobilise the necessary technical resources.

CHIEF OF PARTY - OVCS IN PRIMARY SCHOOLS IN ETHIOPIA

Pact Ethiopia envisions an empowered society, whose social, political and economic rights are ensured and its mission is to enhance the capacity of development partners to ensure the attainment of social justice, improved economic opportunities, and peaceful co-existence. Pact is recruiting candidates for the position of Chief of Party for a proposed program in Ethiopia Serving Orphans and Vulnerable Children in Primary Schools.

Responsibilities:

The Chief of Party (COP) will provide the vision, technical leadership and management oversight for the project in addition to the supervision, administration, and implementation of the contract in the field.
This individual will establish and maintain systems for project operations, ensure that all contractual deadlines are met and targets are achieved, maintain working relationships with project stakeholders and partners, and oversee the preparation and submission of periodic progress and financial reports. The COP will deal with partner organizations and coordinate with USAID and other donors in all aspects of project planning, monitoring, and execution.

Qualifications:

- A minimum of a Master’s level degree and minimum of ten years of experience working in Africa education or other field directly related to education, health, and the many areas related to comprehensive support of orphans and vulnerable children
- Extensive experience in development and management of community-based education programs supporting OVCs in developing countries.
- A minimum of ten years of overseas experience in managing and providing technical, administrative and financial guidance and supervision for a group of professionals
- Excellent diplomacy skills and the ability to collaborate and form strong relationships with a host of government institutions in varying sectors
- Knowledge of USAID regulations and operating procedures
- Excellent written communication skills in English- Desirable- Work experience in Ethiopia, particularly in the health and/or education sectors
