Provide senior leadership within the organisation to quality food resource programming and management and new food resource use product development to WV by creating new program models, designing, managing and implementing food programs from across multiple donors that result in improved food security.

Lead the Food Programming and Management Group (FPMG) in worldwide quality food resourced programme development in areas of strategic importance to World Vision that result in high quality delivery, impact and increased funding worldwide.

Lead and manage the Program Development and New Products (PDNP) team, providing leadership in quality development programming, design and monitoring expertise to WV’s food aid programs around the world valued at almost US$ 300 million in thirty plus countries.

Develop innovative and replicable models of food resource use that foster food security in HIV/AIDS programming in the context of Area Development Programmes (ADPs) in high prevalence areas with the intent of augmenting the HIV/AIDS HOPE initiative and seeking a strategic partnership with WFP.

Develop innovative and replicable food resource use models that incorporate school feeding into the primary educational element of ADP’s with the intent of increasing school attendance, retention and cohort completion as well as leveraging our current ADP investment in primary schools and seeking a strategic partnership with WFP.

Develop innovative and replicable models for the use of food to contribute to the development of resilience – disaster mitigation and peace building within communities as part of WV’s approach to transformational development.

Develop Learning through Evaluation with Accountability and Planning (LEAP)-aligned quality food programming and management guidelines and modules of learning.

Develop approaches for integrating the use of food as a resource into the transformational development LEAP-aligned design, monitoring and evaluation frameworkDevelop and apply LEAP-aligned monitoring and evaluation to food programming for all food programs, relief and development.

Promote food-related research, learning and the documentation of WV’s food resource programming and management best practices.

Set, maintain, and promulgate quality standards and best practices in food aid/ food security to field staff, Regional Staff and HQ. Staff in program design and monitoring via:

a) the provision of on-site technical assistance at the field level or HQs:;
b) the conducting of formal training workshops; and
c) on-the-job training.Promote the development, testing and institution of on going monitoring of food prices, markets and policies in areas/regions where food aid/resources are employed within WV-sponsored relief and development interventions.

Lead, participate in, or facilitate LEAP-aligned field evaluations, surveys, or assessments for program design or evaluation; assist food programs with survey designs and scopes of work; conduct market analyses, Bellmon Determinations, cost-benefits analysis, evaluations and other studies, as needed.

Assist FPMG, Support Office programs, and Field Programs in defining and setting targets for food aid programming on an annual basis.

Lead process in seeking out new funding opportunities in coordination with Support Office Programs and field staff-As part of the Food Programming Management Group, manage the external relationships with key donors and stakeholders, including USAID, USDA, WFP, FAM, FANTA, CIDA, and EU via participation and attendance at meetings and conferences.

Lead specific research focused on improving efficiency and effectiveness of food aid operations.

Attend FPMG meetings and workshops as and when required, share information on Regional food programs.

Provide support to the WV Food Forums as requested by management.

Assist in meeting the objectives of the USAID multi-year capacity building ISA grant to improve WV's worldwide food aid programming.Perform other duties as required.

REQUIRED:

The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training.

Masters degree or higher in agriculture, nutrition, economics or similar related field, preferred.

At least ten years of experience in food aid or food security-related public donor proposal development with a proven, successful track record including at least 5 years international experience.

Must be familiar with USAID/FFP and/or USDA regulations and internationally accepted standards for food aid and food security programming.

Requires strong interpersonal skills, excellent writing and analytical skills, good verbal skills, and good command of the English language – proficiency in French will be an added advantage.

Must have the ability to communicate cross-culturally and be cross-culturally sensitive.

Knowledge of word processing and spreadsheet software.

30% International and domestic travel is required.

PREFERRED:
Master's Degree or Higher in agriculture.
