Project Officer (Migration Health)

INTRODUCTION
Addressing HIV, AIDS and population mobility fits well within the mandate of the International Organization for Migration (IOM), the only international agency to deal with the entire spectrum of migrant and mobile populations during all phases of mobility.
Through its HIV and AIDS programme, IOM works to prevent and counter the misinformation, misunderstanding, and stigmatisation that are often associated with HIV, AIDS and migration. IOM uses a rights-based and participatory approach to bring HIV prevention and access to care and support to migrant and mobile populations throughout the world.
General Functions:
Under the direct supervision of the Programme Officer, within the Programme Coordination Unit in IOM Tanzania, and with technical guidance from the Regional HIV/ AIDS Project Officer in MRF Nairobi and the regional Partnership on HIV and Mobility in Southern Africa (PHAMSA) Tanzania focal point based in IOM’s Regional Officer for Southern Africa in Pretoria.
The successful candidate will be responsible and accountable for the implementation and coordination of the following projects under the PHAMSA.In particular he/ she will:
1. Undertake research/ assessment on HIV and labour migration projects and activities being undertaken in Tanzania, specifically focusing on the following:
- border area with Burundi, Rwanda and Uganda in the northwest region of Tanzania;
- mapping of current programmes and policies related to migration and health inTanzania; and
- identifying key stakeholders, including government, academia, private sector and civil society active in Tanzania and their involvement on issues relating to migration and health.
2. Analyse gaps and identify opportunities for IOM migration health programming in Tanzania.
3. acilitate and organize a PHAMSA country consultation building on the preliminary findings of with respect to research/ assessment.
4. Identify advocacy for policy development opportunities and, where appropriate, provide technical assistance as necessary.
5. Facilitate development of a Migration Health programme in Tanzania namely:- develop project concepts and documents; and- identify project partners including donors
6. Act as the Migration Health Focal Point in Tanzania and assist MRF Pretoria with implementation of Migration Health activities.
7. Mainstream HIV within existing IOM programmes and projects.
8. Liaise with relevant partners to support the development of Migration Health programmes in Tanzania (e.g. UN partners, donors, national/ provincial/ district government counterparts, National AIDS Council, research/ academic institutions, civil society, etc.).
9. Perform any other duties as may be assigned.
Desirable Qualifications:
Education and Experience
a) University degree, preferably in Social Science, Public Health or International Relations;
b) at least two years experience working in development issues;
c) experience designing and implementing HIV and/ or migration projects in Tanzania and/ or other countries within Southern African Development Community (SADC) and/ or East African Community (EAC);
d) good understanding of the social and economic development environment of Southern and Eastern Africa;
e) kowledge and affinity with social and political dynamics of HIV and AIDS in Southern and Eastern Africa;
f) sound experience in working with international organizations, NGO’s and government entities; g) experience in conducting data collection, research and analysis.

d) sound knowledge of programme management/ development and familiarity with IOM’s administrative and financial management;
e) capacity to work independently;
f) awareness of detail, personal commitment, discretion, efficiency, initiative, flexibility, drive for results;
g) ability to work effectively and harmoniously within a team and with colleagues from varied cultures and professional backgrounds;
h) good level of computer literacy.
Languages
Thorough knowledge of both spoken and written English.
