Since April 1st 2009, PSI’s local affiliate – PSI Uganda, officially transitioned to Programme for Accessible health, Communication and Education (PACE); a local organization staffed by a team of highly skilled Ugandans. The transition is the culmination of years of work to build the strength of PSI Uganda’s interventions as well as staff, to operate independently as a sustainable, local entity. PACE/PSI seeks candidates for a Finance and Administration Advisor to provide technical expertise and guidance. The Finance and Admin Technical Advisor is an extended consultancy position of 12 months and the advisor will be responsible for ensuring the training and capacity building of national staff as well as for key deliverables. This position is based in Kampala, Uganda and reports to the Executive Director of PACE with a dotted line to the Regional Director, East Africa.

RESPONSIBILITIES

Specific duties relevant to each functional area within the department include, but are not limited to:

Finance – Provide Technical Advice to the Director Finance to ensure
- Contractual compliance with PACE, PSI and donor regulations
- Internal and external financial reports are of high quality
- Proper management of annual budgets and assist in coordinating work plans
- Development of internal control systems;
- Excellent management of financial and compliance aspects of subawards and subcontracts
- Asset management and maintenance
- Accurate and timely organization-wide financial monitoring and budget tracking.

Compliance – Work together with the Director Compliance to ensure
- Management of internal and external audits and that audit recommendations are implemented

Procurement – Provide Technical Advice to Director Administration to ensure
- Compliance with existing procurement policies
- Fraud is minimized via active monitoring and close coordination with internal and external audits
- All international and local procurements are implemented in a timely manner avoiding stock out
- Maximum efficiencies and cost-savings
- Efficient management of office operations (security, generator, cleaners, etc)

QUALIFICATIONS:

- Minimum two years developing country work experience
- 5 years of accounting and/or finance experience
- Strong financial and operational management experience with proven management skills
- Knowledge of Lawson systems required
- Fluency in English required
- Demonstrated ability to produce results
- Familiarity with international donors
- Master’s degree in relevant field preferred
