Business Unit
Directorate for Lending operations outside Europe (Ops B) - Europe's Neighbour and Partner Countries Department, Institutional and Policy Unit
The FEMIP Trust Fund (FTF) Management Officer will be responsible for the overall administration and strategy implementation of the FTF, in close cooperation with current and future donors, as well as the identification and development of new operations and contribution to the future strategic orientation of the FTF.
Following consultations with the Mediterranean Partner Countries, the European Council of 12 December 2003 endorsed the conclusions reached on 25 November 2003 by the ECOFIN Council to reinforce FEMIP within the Bank, leading to the creation of a "reinforced FEMIP". In particular, the ECOFIN Council decided to strengthen FEMIP's operations with a number of features and instruments in support of private sector, including the establishment of the FTF allowing donors to complement on a voluntary basis the Bank's own resources as well as the financial resources provided to the Bank by the European Community budget. Since 2005, the Assembly of Donors has approved 33 operations in Technical Assistance and Risk Capital for a total volume of EUR 19 M in the priority sectors (finance, environment, energy/transport and industry/services) of the FEMIP Trust Fund.
Responsibilities
In close coordination with other members of the Unit:
* End-to-end responsibility for the overall administration, strategy and future development of the FTF. This includes:
- Planning, supervising and executing key processes related to the preparation, reporting and follow-up of the meetings and decisions of the FTF Assembly of Donors
- Preparing the meetings of the Assembly of Donors
- Administering the decision-making process of the Assembly of Donors (e.g. agenda, papers, briefings, minutes, written procedures, etc)
- Establishing the relevant procedures to ensure the respect of deadlines and the follow-up/implementation of Assembly of Donors decisions
- Keeping Assembly of Donors members abreast of relevant external developments
- Fundraising in order to bring additional resources to the FEMIP Trust Fund
* Strengthen the coordination and collaboration with the European Commission, IFIs, Mediterranean Partner Countries and other potential donors of the FTF
* Recommend, as appropriate, any measures to improve the performance of the Trust Fund operations
* Share own information and experience in the administration of assignments with other members of the Unit, and with other colleagues in the Directorate/Bank working on similar assignments
Qualifications
* University degree (post-graduate) preferably in economics, finance or law studies
* At least 5 years professional experience in institutional, government affairs or trust fund activities, preferably in the development and cooperation sector
* Trust Fund experience or experience in relation to donor funded activities would constitute a distinct advantage
* Knowledge of standard computer tools applications
* Excellent knowledge of English and/or French and good knowledge of other, knowledge of additional EU languages or Arabic would also constitute an advantage
