Finance Officer

IMA World Health
IMA World Health is a nonprofit organization providing health care services and supplies to vulnerable and marginalized people. We are a faith-based organization (FBO) working primarily in the developing world, where an estimated 30 to 60 percent of health care is provided by FBOs.
Closing date: 30 May 2010
Location: Democratic Republic of the Congo (the)

This position is responsible to ensure the smooth management of financial operations for projects managed by IMA World Health (IMA) in DR Congo. This position will also be the primary liaison with IMA HQ for financial and accounting matters.

Essential Functions:

1. Work in close collaboration with the Country Representative, Grants Manager, Finance Manager and applicable project coordinators for all procurement and financial management issues
2. Collaborate with the Finance Manager to verify cash balances on hand to ensure that cash on hand is for immediate cash needs; and ensures appropriate auditing/procedures/expenditures of regional coordination; and checks line item balances and a resume of expenses/deposits on a daily basis.
3. Review and approve monthly cash needs projections and spending plan for each project.
4. Initiate all transfer of funds from IMA World Health HQ; including scanning and sending bills and account information.
5. Review weekly cash needs and authorize cash withdrawal. Work with the head accountant to ensure that timely cash withdrawals are made and ensure that weekly cash demands and those end-of-week cash-on-hand balances are kept as low as possible
6. Co-sign and effectively approve expenditures over $500 and ensure that they conform to the approved budget lines and with the availability of funds.
7. Work with program coordinators to ensure that their procurement activities are in line with donor procurement regulations; e.g., USAID, World Bank
8. Review and correct the coding of expenses, when necessary for monthly financial reports.
9. Coordinate the year budget preparation process in collaboration for each project based on past and projected activities and anticipated procurement for the coming year.
10. Coordinate the preparation and submission of reports to IMA HQ on a monthly basis
11. Coordinate a commodity/inventory tracking system for USAID purchased commodities and ensure reporting of this inventory back to IMA HQ
12. Oversee and coordinate annual audit of IMA World Health project in DR Congo with a local, approved auditing firm

Additional Responsibilities:

1. Performs related work as assigned.
2. Some international travel may be required.

Job Requirements:

1. Minimum of Associates degree in Accounting or related field
2. Minimum of five years experience in accounting.
3. Five years or more experience working and/or living in a developing country.
4. Ability to work with large amounts of financial and accounting data, analyzing and interpreting that data.
5. Proficiency in oral and written French is preferred.
6. Excellent verbal and written communication skills
7. High degree of organizational and reporting ability with attention to detail and deadlines.
8. Ability to work effectively and independently in a cross-cultural environment with diverse personalities and working styles.
9. Skill in establishing and maintaining effective working relationships.
10. Strong interpersonal skills that demonstrate a proven record of being an effective part of a team-oriented staff.
11. Appreciation for and willingness to commit to the corporate mission of IMA as a service arm for relief and development agencies linked to U.S. Protestant denominations and overseas faith-based partner agencies.
