Administrator/Logistician

Location: Sudan - Wau

EMDH has been present in South Sudan since 1999 and intervenes with vulnerable children, on protection and social reintegration issues. EMDH is currently implementing a project to improve the psychosocial support of vulnerable children such as displaced children, orphans, street children, isolated children as well as children in conflict with the law in Wau and has recently launched a project regarding childhood protection in Juba.

EMDH is recruiting a administrator/logistician for the base in Wau:As part of the implementation of the mandate of Children of the World – Human Rights in the base concerned and in compliance with EMDH rules and procedures and national laws, he/she is responsible for:
- ensuring the smooth operation of the administrative, financial, logistic and HR functions of the base, capitalizing on the previous experience and know
-how of the country, sharing tools and expertise
- ensuring the smooth management of equipment and supplies of the program
- ensuring security of human and material resources- implementation of the financial and administrative strategy that EMDH has developed for the base

MISSIONS

Under the supervision of South Sudan Head of Mission and in link with South Sudan Administrative Coordinator, the Administrator / Logistician will manage logistics, administrative, financial, and human resources teams and assume the following tasks:

1/ Accounting, Financial and Budgetary Management (in coordination with the HOM, Administrative Coordinator and HQ finance department)

- Manages funds of the base : forecast of treasury, supply planning, bank relationships, fund transfer security and transmits them to the Administrative Coordinator

- Supervises the monthly accountancy, its conformity and its communication within agreed timeframes- Ensures the implementation of the procedures : advances, purchases, validation, invoice, tender, etc …

- Manages and monitors all expenses in regard to the budget and rules

- Prepares reports, budget follow up and analysis from accounting details provided by HQ, inform Administrative Coordinator and field teams on line consumption

- Prepares budgets proposal for funders with the PM, and Head of Mission, in coordination with Administrative Coordinator

- Participates to financial risk management

- Knows the donor rules and internal EMDH procedures and ensures their implementation.

2/ Administrative Management of Expatriate Staff and National Human Resource (in coordination with Head of Mission, Administrative Coordinator and HQ HR department)

- Ensures the implementation of the EMDH Ethics Charter and regulations

- Applies the base HR policy in coordination with the Administrative Coordinator (internal regulations, salary policy, social policy, reviews)

- Ensures the management of staff files (JD, contract, leave, sanctions, tax & salary payments, etc)

- Financial approval of recruitment (in collaboration with the Administrative Coordinator and Head of Mission)

- Recruits, trains, monitors, supervises, reviews the admin/log local team

- Participates to recruitment, evaluation as well as training process for local staff

- Manages administrative VSI files in close collaboration with the Administrative Coordinator (visa, leave, etc)

3/ Administrative and logistic management of the base and the project(s)

- Ensures the respect of EMDH regulations and applicable legislation

- Monitors relations with authorities in coordination with Head of Mission

- Manages project administrative formalities in coordination with the Head of Mission

- Monitors and negotiates contracts: rent of vehicles, accommodation, offices, insurance etc.

- Coordinates local logistics team : inventory, quotations, purchases, maintenance of equipment & premises …

- Participates to logistics and safety meetings in coordination with Head of Mission4/ Security

- Gives a safety briefing on the arrival of each new expatriate in the field
-Gives security information to Head of Mission (attacks, checkpoints and/or police presence, social climate, etc.)

- Improves security awareness and training (regulations and behaviour)


5/ Communication
- Reporting
- Methods & Process
- Develops and maintains a network of activity-related contacts
- Prepares monthly admin log reports for the Head of Mission, Administrative Coordinator and HQ- Informs about any deviation from the rules and alerts the appropriate people

HIERARCHY

- The post reports to the Head of Mission and has a functional link with Administrative Coordinator

- Direct supervision of local administrative staff and indirect supervision of the rest of the local team.

Internal Relationships:

The entire staff (employees, volunteers, trainees, local partners)External relationships: technical contacts with the institutional bodies, financial and/or technical partners

CONDITIONS

Status : Volunteer of International Solidarity (VIS)

Duration : 12 months Location : Wau

- Expatriation Allowances: 900 Euros
- Monthly living allowance (monthly per diem 500 USD)

PROFILE- Upper level in Administration

- At least 1 year previous experience in working for an NGO in a developing country

- Experience in managing a team
- Fluent in English
