The primary role of the Logistics Officer will be to support the NTD control programme in the implementation of disease surveys and mass drug administration campaigns. S/he will report to Logistics Coordinator and be technically managed by the NTD Programme Manager. The position will be based in Juba, Southern Sudan, with up to 60% travel to the field.

The successful candidate will be responsible for the following duties:

Programme Support

• Work closely with programme staff to ensure that they receive full logistical support to ensure effective implementation of their operations.

Security

• Ensure implementation and monitoring of Malaria Consortium’s security policies, particularly during preparation and implementation of field activities.
• Act as Security Focal Point for the field survey teams, including reporting of any situations that could affect operations and provision of guidance to teams as required.
• Ensure that field teams have appropriate communications equipment, are aware of security plans and contingencies and that their movements are monitored.

Technical

• Support the appropriate selection, installation, use and maintenance of equipment in Information Technology, Communications, Mechanics & Electricity, including cold-chain equipment for laboratory supplies.

Procurement & Supply Chain

• Support the maintenance of a high quality, country-wide procurement system, which is accountable, transparent and compliant with Malaria Consortium policy and donor requirements.
• Consult with the Southern Sudan Logistics Coordinator on all logistical matters.
• Ensure that survey and drug supplies for the NTD Programme are prepositioned in accordance with the programmes work plan.
• Maintain clear procurement records for the NTD Programme

Store Management

• Ensure that procured stocks are received, registered, and dispatched in an efficient and accountable manner, and that items are stored in accordance with the manufacturer’s recommendation. Particular attention is to be paid to items requiring cold-chain storage.
• Ensure that an accurate filing system is maintained.
• Ensure that stock checks are carried out periodically and reported to the Logistics Coordinator and NTD Programme Manager.

Asset Management

• Support asset and inventory management as directed by the Logistics Coordinator.

Fleet Management

• Ensure fleet requirements for the NTD programme are met.
• Ensure safe operation of the fleet through assisting with the supervision of drivers and providing training as required.
• Ensure high quality maintenance to include routine checks and regular servicing.
• Ensure appropriate use of the vehicles by all staff by ensuring all staff are aware of our transport/safety policies (e.g. use of seatbelts, adherence to speed limits, etc.)
• Assisting the Fleet Manager and Logistics Coordinator in ensuring that a steady supply of spare parts is readily available in Juba and the field sites.

Person Specification

1. A minimum of 3 years’ of work experience as a logistician with an international NGO.
2. Willingness to get involved in all aspects of logistical support to ensure efficient operations of programmes.
3. Understanding and acceptance of the problems inherent in working in a developing country.
4. Ability to work under pressure and multi task.
5. Strong computer skills in Microsoft packages, including Word, Excel, and Outlook.
6. Initiative and leadership skills.
7. Excellent written and spoken English.

Desirable:

1. Experience working in Southern Sudan or another humanitarian context
2. Experience of financial management.
3. Hands-on experience in areas such as repairing/maintaining vehicles, computer and communications systems.
4. Demonstrated experience in management of field teams.
5. Experience in drug supply management for large-scale programmes, such as those for immunization or de-worming.

Package: A competitive salary and benefits package will be offered to the successful candidate including Rest and Recuperation every 12 weeks, provision of housing, and a hardship allowance in country.
Security situation in country:

Please note that Southern Sudan is a post-conflict setting with recurring localized insecurity. This does not generally target NGO staff but does have potential to disrupt programming and occasionally leads to the need to relocate staff. While Malaria Consortium takes all reasonable measures to ensure the safety of its staff, interested candidates must be aware and willing to work in such a context. Given the context, all Malaria Consortium positions in Southern Sudan are unaccompanied postings.
