CARE is a leading humanitarian organization fighting global poverty. Our mission is to serve individuals and families in the poorest communities in the world to escape poverty. We are looking for a seasoned, independent motivated and experienced Gender Advisor to join our team in Dar es Salaam, Tanzania.

The primary role of Gender Advisor is to support Country Office staff and partners to meet the challenges of advancing CARE Tanzania’s new LRSP, which has a strong focus on women and girls. The position is responsible for building the capacity of the Country Office to design, implement and measure impact of IG programs and initiatives that address women’s empowerment and gender equality issues. The position is also responsible for building skills and competencies of Country Office staff and partners to better understand and apply gender and women empowerment approaches, tools and good practices, including facilitating learning on how to engage men and boys for promoting gender equality. It is envisioned that this will first be achieved through a hands on approach that will require outstanding skills in coaching and mentoring, including planning and facilitating training and an ability to influence and facilitate change through high level interpersonal and communication skills.

The position will be based in Dar es Salaam, Tanzania and will report to Assistant Country Director, Program. The position is not expected to supervise any staff at this point, but will require working closely with IG Program Directors, Policy Analyst, Program Quality and Learning Coordinator, WAGE Program Coordinator and Women Empowerment and Microfinance Coordinator at the strategic level and with Program Coordinators, Project Managers and Monitoring and Evaluation Officers at the operational level. The position will also support Country Office in terms of establishing, nurturing and cementing long-term relationships with the local Norwegian Embassy.

QUALIFICATIONS AND SKILLS:

Required:

Master’s Degree in social science or related field.
7 years of experience in international development, with 5 years of experience in gender equality and social equity initiatives.
Proficiency in oral and written English.
Extensive demonstrated conceptual and practical knowledge of gender issues, focusing on the history and practice of promoting girls and women’s rights, leadership and empowerment.
Conceptual knowledge of, and applied practical experience, in gender analysis and underlying causes of gender inequality, including strategies for engaging men and boys in gender equality.
Excellent interpersonal skills, including strong presentation, facilitation, negotiation, influencing and coaching/mentoring skills.
Demonstrated skills in project/program design and preparation of concept notes and proposals for a range of donors.
Ability to analyze and think critically, working constantly through iterative processes, including ability to establish and nurture a reflective learning culture within the team.
Experience with social analysis and action research approaches, including PRA tools.
Knowledge of impact measurement oriented M&E systems.
Commitment and belief in transformative social change and/or experience and skills in organizational change processes.
A good understanding of participatory development processes with a high level of cultural sensitivity.

Desired:

Formal training in gender studies, women’s studies or a research focus on issues related to the job would be an added advantage.
Hands-on experience in developing countries would be an added advantage
Knowledge of donors’ gender strategies.
Networking and strategic partnership building.
Knowledge and experience of operational zing a ‘Project to Program’ shift concept/approach (i.e. Program Approach).
Working knowledge of Kiswahili.
