Technical Advisor - Malaria Prevention

The MENTOR Initiative is a “not for profit”, charitable, non-governmental organisation devoted to reducing death and suffering from malaria in humanitarian crises. The MENTOR Initiative is currently providing ongoing emergency support to the most vulnerable communities in Haiti, Liberia, Angola, Kenya, Somalia, the Central African Republic and Eastern and Southern Chad.

Location: Based in Bangui - with regular travel to other areas
Reporting to: Country Director (CD) and Technical Director (HQ) for technical matters
Start Date: Immediately
Duration: 8 months
Fee Structure: 3500-4000 USD / month; In country living allowance 17 USD / day; comprehensive insurance; shared accommodation and flights included.
The Technical Advisor will be providing technical support to MOH, Unicef and their partners for the country-wide distribution of 1.000.000 Long Lasting Insecticidal Nets (LLIN) provided by Global Fund.
Specific Tasks:
Develop distribution strategy
- Support UNICEF and MOH to reinforce technical co-ordination mechanisms and meeting with partners for LLIN campaign planning at national and regional level.
- Provide technical advice to UNICEF, MoH, WHO and NGOs/FBOs to support them to develop an effective national strategy for identifying the priority areas, designing an effective and standardised LLIN and IEC campaign delivery approach that all partners can deliver in the allocated target areas.
- Provide MoH and partners with LLIN campaign management tools to standardise the logistics and HR needed to ensure an efficient LLIN campaign implementation.
IEC / BCC
- Provide IEC/BCC materials and technical advice to ensure an efficient LLINs education campaign nationally and locally through partners in campaign sites prior to, during and after distribution of LLINs.
Training
- Coordinate with UNICEF and implement technical training in LLIN distribution (in accordance to the national strategy agreed) at national and local level to reinforce the technical capacity of MoH and it’s implementing partners.
- Train partners in standardised LLIN coverage mapping and support them to accurately report using standardised report templates.
M & E
- Reinforce the MoH to ensure regular technical support to, and supervision of, MoH LLIN distribution partners and teams at the local level to reinforce distribution micro-planning and standardised implementation methods and monitor the transparency of the national LLNs campaign.
- Reinforce MoH and partners capacity at local level to conduct standardised follow on surveys of LLIN coverage, usage, and condition within 8 months of the distributions.
Data analysis / report writing
- Support the MOH in campaign data collection, collation, analysis and production of campaign reports.
- Responsible for disseminating relevant activity reports externally and internally
This agreement includes the option of transfer to another MENTOR programme in a similar role within the period of the agreement.
Essential requirements
- Fluent in both FRENCH and ENGLISH
- Masters in Public Health, Epidemiology or a similar field
- Proven experience in successful planning and implementing large scale LLIN distributions
- Experience conducting training and coaching and eliciting community participation.
- Experience with and willing to work in insecure environments and to travel daily to field sites.
- Experience of developing and maintaining relationships with other NGOs, government and other relevant stakeholders.
- At least 2 years of overseas experience working with health programmes
- Excellent interpersonal and consultative skills, including the ability to communicate, present, negotiate and influence a variety of audiences
- Theoretical and practical knowledge of data analysis, operational research and report writing.
