International Consultant to Design a Strategic Plan, Action Plan and Budget for Rwanda Governance Advisory Council (RGAC) for 2009-2014

1. Background

1.1 Over the past decade, the Government of Rwanda has been pre-occupied with the implementation of reforms in public, corporate and civic sectors by introducing new institutions while revamping old ones to consolidate good governance necessary for development.

1.2 There is need to keenly monitor and assess the status of governance as a result of the reforms undertaken.

Continuous research and monitoring of the implementation of best practices in governance is therefore necessary.

In this regard, Rwanda Governance Advisory Council (RGAC) has been put in place to achieve this objective.

In partnership with stakeholders and working together with independent expert firms, the institution shall manage and coordinate research in governance activities, propose policy reforms and monitor their implementation, carry out outreach campaigns and sensitization to educate citizens about their role within the governance framework.

1.3 RGAC is currently in process of developing its own tools of management, designing its strategies and activities over the medium term of 2009/2014 in order to meet its expectations.

In this respect RGAC is seeking for services of an international Individual Consultant specialized in governance matters for an assignment to DESIGN A STRATEGIC PLAN, ACTION PLAN AND BUDGET FOR RWANDA GOVERNANCE ADVISORY COUNCIL (RGAC).

1.4 This is a short term consultancy estimated to take 21 person-days, under the PUBLIC SECTOR CAPACITY BUILDING PROJECT (PROJECT ID: P066386; CREDIT No: 3955-RW) funded by the World Bank and coordinated by the Multi-Sector Capacity Building Programme (MSCBP-HIDA).

2. Objective Of The Assignment

2.1 RGAC is expected to grow into a competent research think-tank able to produce quality work and compete to offer professional services for its sustainability.

The objectives for the technical assistance are therefore to advise the Director of RGAC to lay strategies for the institution as a key player in shaping governance policy and reform.

3. Scope Of Services

The International Governance Consultant will perform the following functions:

While defining the mission, elaborating the action plan and designing strategies for the organization, the consultant shall work closely with state organs engaged in governance such as the Auditor General's Office, the Ombudsman, the National Police, Ministry of Local Government in charge of Good Governance, among others.

Donors, the Private Sector as well as the Civil Society are among the main stakeholders to be engaged in the identification of priority areas (the appendix shows the range of governance areas in consideration).

Envisaged activities include, among others, facilitating and organizing workshops for stakeholders aimed at formulating the governance framework.

The consultant shall explore funding opportunities from different sources public, corporate sector, organizations as well as donors to set strategy for future mobilization of resources for planned actions and sustainability of the institution.

On the international scene, the consultant shall explore possible alternative models of organizations in similar area to draw some lessons that could be emulated to enhance RGAC's performance and effectiveness.

1. Profile Of The Individual Consultant

4.1 The Consultant shall have the following qualifications, experience and attributes:

a) At least a master's degree from a recognized university in any of the following areas or related field:
public policy, law, social sciences or economics

b) Should be a governance policy specialist with practical experience of at least 15 years in similar assignments, with strong communication and client engagement skills.

Experience in advising governments and international organizations in governance policy and practice in developing countries is essential

c) Substantive experience in advising comparable governance and anti-corruption institutions in their institutional development process, including development of a strategy and organizational structures

d) Familiar with project planning, budgeting, strategic planning and resources mobilization,

e) Computer literacy and presentation skills are highly essential.

f) Fluency in French or English, working knowledge of either is an added advantage.
