HIV & AIDS in Emergencies Advisor

MAJOR RESPONSIBILITIES

- Facilitate informed planning, timely decision making, and action by WV Global Centers including Health and Hope, HEA and FPMG to strategically integrate HIV & AIDS in humanitarian emergencies worldwide.
- Strategically support regional office teams to prioritise HIV vulnerability issues in Health and Nutrition, HEA and FPMG planning, co-ordination and partnerships within National Offices' programs and with external partners.-
- Ensure that HIV in emergencies risk and capacity assessment tools are available during pre-crisis assessment stages to facilitate HIV as an integral part of HEA and FPMG response in emergencies.
- Provide technical support to Health and Nutrition, HEA, FPMG Human Resource teams to enhance HIV & AIDS and workplace issues in the context of HIV vulnerability to WV staff.

- Provide technical assistance to regional HEA and FPMG staff on issues of HIV vulnerabilities and programming in both low and high prevalence countries- Support and provide leadership on Food AID - HIV & AIDS related operational research
- Work in close coordination with FPMG Food Programme Advisors in the regions.
- Oversee the formulation of emergency HIV integration strategy and facilitate co-ordination across international boundaries and National Offices for interventions in regional clusters.
- Work closely with GC leadership and other relevant WVI Partnership entities to develop and implement appropriate advocacy strategies for HIV in emergencies.
- Assist regional teams in acquiring adequate resources for strategic HIV in emergencies programming (cash, commodity and personnel) for relevant Category II & III responses.
- Be available for deployment and provide technical advice on HIV and AIDS programming to level II and III responses anywhere in the world where WV directly responds
- Provide technical and managerial advice during the implementation of Category I, II & III emergency responses.

Operations and Support

- Assist in development of appropriate research that will help with the creation of policies, manuals, operational tools and guides that will be used by field staff for assessment, implementation and monitoring of HIV programming and integration in humanitarian emergencies worldwide.
- Provide technical support to the Global Rapid Response Team (GRRT) and FPMG to ensure quality HIV integration in their work.
- Facilitate close working relationship between regional HIV & AIDS Health team and HEA regional directors towards enhancing integration.
- Through regional and national office teams ensure that National Disaster Preparedness Plans (NDPP) include HIV & AIDS vulnerability risk assessment and action to prevent the spread of HIV in chronic emergency contexts.
- Participate in, and facilitate lessons learned processes, program evaluations and audits (operational as well as financial) of regional National Office (NO) and Global Centre (GC) programs, and contribute to post-audit monitoring and remedial activities on issues of HIV & AIDS vulnerabilities.

Capacity Building

- Use Risk and Capacity Assessment tools to identify gaps, weakness and opportunities for WV capacity building activities in order to improve WV's programming for HIV in humanitarian emergencies worldwide.
- Strengthen the capacity of GRRT & regional HEA teams in the area of HIV & AIDS in emergency and relief operations
- Develop training modules on HIV & AIDS for incorporation in Track I and II capacity building for NO staff- Work with regional and NO, HEA, FPMG, HOPE team to establish a better understanding and use of relevant internationally accepted protocols and standards for HIV quality programming in humanitarian emergencies worldwide.
- Work with regional teams to carry out capacity assessments in the NOs to evaluate HIV in emergencies' response capacities, including determining the adequacy of staff and other resource capacities in relation to on-going programs.

Coordination and Representation

- At strategic and policy levels, represent WV Global Center to Government agencies, the UN, NGOs and Faith Based Organizations on integration of HIV & AIDS in humanitarian emergency issues.
- Participate in areas of HIV & AIDS in humanitarian settings policy analysis, communications and programming on behalf of the Global center team.
- Ensure quality and timeliness of communications and marketing support for integration of HIV & AIDS in Humanitarian response.
- Develop durable linkages with international research centers, national institutes and other agencies that offer services, technologies and resources that are of relevance to and compatible with WV Global Center's programming mission and vision.

- Represent WVI in external networks and working groups focusing on issues of HIV & AIDS in humanitarian and emergency action.EDUCATION
- Must have a postgraduate degree in public health or related field with a focus on international health and or disaster management Knowledge Skills and Abilities

The following knowledge, skills, and abilities may be acquired through a combination of formal schooling, self-education, prior experience, or on-the-job training.
1. An understanding of, and/or experience working with the WVI Partnership.
2. Strong commitment to World Vision’s vision, mission and core values.
3. Minimum of 5 years in operational humanitarian experience, preferably in developing countries, along with experience in HIV & AIDS, communicable disease control and nutrition in relief operations.
4. A responsible steward of resources and assets.

6. Must be a collaborator and team builder committed to the transfer of knowledge.
7. Ability to work effectively under pressure and extreme conditions.

9. Requires knowledge and experience in the following areas: the humanitarian sector, HIV & AIDS in emergencies programming covering areas of health and nutrition, food resources programming, agriculture, use of standards and protocols, and government-donor-UN relationships.

11. Well-developed interpersonal skills with the ability to build personal relationships with the teams.

13. Ability to work well with a team and to build and promote team cohesion.
14. Demonstrated knowledge and sensitivity of cross-cultural communication and dynamics.
15. Ability to travel 40% of the time (a minimum of 12 weeks per year), including 1 annual deployment up to 6 weeks at a time
16. Proficiency in English is required.

An additional language will be an asset.
