The International Center for Research on Women (ICRW) is an organization comprised of international development professionals – researchers, advocates and program managers – committed to the creation and sharing of the needed tools, approaches and techniques that will serve as catalysts for change for women worldwide. As a result of rapid growth, ICRW currently seeks an Economist to work on ICRW’s evaluation activities examining the links between women’s economic activities and empowerment. Initially, the primary focus of work is on a World Bank program on Results Based Initiatives aimed at increasing women’s empowerment and earning capacity through training, improved market access, and other interventions. Through this project, ICRW is designing and implementing rigorous evaluations of 5 RBI projects in 6 countries. The candidate is expected to be the lead on at least one evaluation, providing overall design, liaison with partners and in-country counterparts, overseeing data collection, conducting analysis of quantitative data, and reporting. The candidate will also provide the RBI project with technical support and to contribute to cross-project reports and related research. Beyond the RBI project, the candidate will work on developing new evaluation projects on the links between women’s empowerment and microfinance/microenterprise/agriculture. In addition to monitoring and evaluation of women’s economic empowerment, the team currently has projects in asset building and property rights, and is working to develop a portfolio in microfinance and micro-and small enterprise.

The Economist will participate in the development of research, technical assistance, and policy-advocacy as a member of the Economic Development Team. Primary responsibilities include technical work in evaluation, project direction, mentoring junior staff and playing a significant role in identifying and securing resources for team projects and producing high quality deliverables in a timely manner.

Responsibilities may also include representing the team’s research through publishing, presentations, speaking engagements, and professional networks; and, responsibility for financial planning and budgeting for projects.

Our ideal candidate will have a PhD in Economics or Agricultural Economics and a minimum of five (5) years’ experience in evaluation, research, program, and/or policy experience in gender and development as it relates to micro- and small- enterprise development, microfinance and rural development.

Strong quantitative analysis skills to include a sound base in econometrics and proficiency in STATA, SAS, or SPSS, with experience in analysis of large datasets, preferable from a development context; field experience organizing and supervising large survey data collection is a strong plus.

Strong written and verbal communication skills for both technical and lay audiences required; to include proposal development and writing skills; strong presentation skills are essential.

A proven ability to work collaboratively with professionals at different levels, including colleagues, partners, and donor organizations is required; experience living and working in a developing country and fluency or reading proficiency in Spanish, French, or other foreign languages a plus.
