Requirements: Applicants must be in possession of an appropriate Bachelor’s degree or equivalent qualification and/or relevant experience in Financial Management.
Competencies:
* Knowledge of the Public Finance Management Act, Treasury Regulations and Foreign Service Code, Financial Delegations and Risk Management
* Knowledge of the departmental structure
* Knowledge of the procedures with regard to the disciplines of Financial Management, which includes all aspects of financial procedures and FMS I, II and BAS
* Planning and organisational skills
* Analytical skills
* Computer literacy
* Good communication skills
* Client orientation/customer focus
Duties:
* Provide guidance to Business Units and missions on the compilation of budget inputs
* Consolidate budget inputs for the Branch in the prescribed format and submit to the Budget Controller
* Monitor and evaluate monthly expenditure (including monthly cash flow against business plans) of the entire Branch against the Branch Component and co-ordinate monthly expenditure reporting to the Budget Controller
* Advise the DDG/CFO on strategic adjustments and re-alignment of the budget for the Branch
* Undertake regularity and compliance audits of monthly expenditure from missions against accompanying vouchers and institute remedial actions
* Provide the DDG with monthly reports on all compliance issues
* Respond to audit queries
* Manage and co-ordinate Asset Management (including stocktaking) for all missions and Head Office components within the Branch
* Manage the tender processes within the Branch
* Assist with all procurement aspects.
