General Summary:
AECOM seeks a Chief of Party (COP) to lead a Civic Participation Strengthening Program in Rwanda.
The three-year project will commence in 2009 and be based in Kigali with some travel throughout the country.
The Chief of Party will provide overall project leadership and vision, as well as ensure that all project objectives and deliverables are met in a timely and efficient manner.
He/she will supervise the project team and serve as the key liaison with the donor and counterpart organizations.
Key technical areas to be covered by the project:
- Civil liberty development- Political rights enhancement
- Voice and accountability reform
- Increased civic participation in local and national public policy formulation and implementation
Qualifications:
- Five to ten (5-10) years of experience managing large and complex civic participation projects in Africa.
- Advanced degree in Political Science, Cultural Anthropology or related field.
- Previous experience working directly with local government and civil society organizations in rural and urban settings.
- Experience working in Rwanda or similar country in Africa.
- University-level French is required.
