Regional Human Resources Officer

Jesuit Refugee Service is an International Catholic organization, present in over 50 countries, with a mandate to accompany, serves and defends the rights of refugees and forcibly displaced people. It engages in educational, social, pastoral, health and legal services among refugees and undertakes advocacy on their behalf.

Job Title: Regional Human Resources Officer
Accountable to: Regional Director
Duty Station: Nairobi
Purpose of Role:
To provide HR advice and support to the regional and country offices on a range of employment issues.

To help in implementing and evaluating the spread and effectiveness of the HR policies and procedures within the region.
To contribute to the development of the regional HR strategy and the design and implementation of operational plans to enhance the organization's performance through its people.

Main duties and Responsibilities

Organizational Development:

Ensure JRS mission, vision, values, principles and culture are continually promoted and discussed throughout the region.

Provide advice and training when appropriate on best HR practices and procedures throughout the region.

Ensure that appropriate learning and development interventions are available and implemented, which enhance the contribution of staff in the region.

Assist the regional and country directors implement and monitor all the provisions in the Code of Conduct

Human Resource Policies and Procedures:

Ensure implementation of JRS HR policies and procedures at the regional office and country offices;
Provide the Regional Director with sound and effective advice on staff issues and support Country Directors in the region on the care, development, performance, motivation and contribution of the staff.

Ensure that the local Labour Laws are adhered to for the Region.

Establish optimum staff recruitment, induction and retention mechanisms within the region.
Along with the Regional Director and Country Directors, ensure effective implementation of all HR-related actions such as performance management, discipline, grievance and termination processes related to all international staff positions based in the region.
To manage and review the remuneration, security, health, insurance and other welfare provisions for staff; to implement the HR Policy

To monitor good filing, recording and security of personnel data in the region
Regional Recruitment of Regional Staff

Coordinate the selection, recruitment and induction and debriefing process of regionally recruited and international staff.

Liaise with international personnel agencies who send staff to work for JRS
Performance Management

Assist supervisors and staff with understanding and using JRS evaluation tools.
Ensure that performance reviews are done regularly by Country Offices.
Staff Welfare

To help mediate staff grievances or disputes and to have a particular concern to ensure provision for any staff members who suffer from traumatic incidents

Provide advice and help the directors in ensuring that the regional and country offices are sensitive and implement stress management tools in the projects.

Actively encourage team work and communication across the region.

Other:
Participate in regional meetings/training.
Participate in the regional strategy meetings
Participate in the regional planning & budgeting processes & ensure the alignment with regional plans and budgets.

Requirements

Very good pastoral sense and listening abilities
At least 3 years HR experience in a large organization with experience in international recruitment, design and implementation of progressive HR strategies, systems, procedures and practices.

Post Graduate qualification in HR

Substantial management experience including influencing senior management on HR matters
Strong analytical, strategic thinking and planning skills.
Proven experience in leading, supporting and motivating staff and teams.
Experience in developing HR strategies, policies, best practice and standards.
Strong and effective communication skills with fluency in English
A strong commitment to develop, promote and practice JRS vision, mission, values and strategy.
Be aware that JRS is a church based organization and be committed to Christian belief.
Willingness to travel extensively across the region.
Good multicultural sensitivity
