State Accountant
Salary: R130 425 per annum (Ref. 65804/18)

Requirements: Applicants must be in possession of an appropriate Bachelor’s degree or equivalent qualification and/or appropriate experience.

* Knowledge of the Public Finance Management Act, Treasury Regulations and Foreign Service Code, Financial Delegations and Risk Management
* Knowledge of the departmental structure
* Knowledge of the procedures with regard to the disciplines of Financial Management, which includes all aspects of financial procedures and FMS I, II and BAS
* Computer literacy
* Accuracy
* Problem-solving skills
* The ability to maintain discipline and work under pressure
* Good communication skills
* An analytical approach
* Project management skills
* Consulting skills
* Accounting skills
* Language proficiency


Duties:

* Provide guidance to Business Units and Missions on the compilation of budget inputs
* Gather/capture budget inputs for the Branch in the prescribed format and submit to the supervisor for consolidation
* Monitor, co-ordinate and evaluate monthly expenditure (including monthly cash flow against business plans) of the entire branch against the Branch Component and report deviations to the supervisor
* Provide finance management reports to budget controllers, including line managers in the Branch
* Verify and correct expenditure vouchers before submitting to Finance/Provisioning
* Undertake regularity and compliance audits of the monthly expenditure of Missions against accompanying vouchers and institute remedial actions
* Co-ordinate/facilitate asset management requests (including stocktaking) for all Missions and Head Office components within the Branch
* Assist with the tender processes within the Branch
* Assist in all procurement aspects.
