Public Information Officer

Background:

In accordance with the Comprehensive Peace Agreement (CPA) and Security Council resolution SC 1590 of March 24, 2005, the Government of National Unity (GONU) and Government of South Sudan (GOSS) are mandated with the planning, development and implementation of the national Disarmament, Demobilization and Reintegration programme with support and assistance of the United Nations Mission in Sudan (UNMIS) and the UNDP.

The North Sudan DDR Commission (NSDDRC) is now looking at undertaking a major public information and outreach effort to generate strong public support to the DDR programme and the peace process.

Duties:

The incumbent will report to the NSDDRC Public Information coordinator in Khartoum. The incumbent will be required to field visits when necessary.

Within the delegated authority, the incumbent will perform the following functions:

- Support the Northern Sudan DDR Commission Public Information Coordinator and relevant stakeholders in identifying their PI and outreach requirements;

- Support implementation of the NSDDRC communication and outreach strategy to inform ex-combatants and host communities of the program and its objectives as well as strengthen popular understanding of and support to the CPA.

- Assist Public Information focal points in the DDR State Commission offices in implementation of the community Sensitisation Programme.

- Training and Capacity building of Public Information focal points in the DDR State Offices

- Development/production of outreach and sensitization materials , including (interactive) radio production, leaflets, posters, TV materials as deemed appropriate.

- Development/production of communication and advocacy instruments and materials for DDR awareness-raising campaigns, including briefing materials and presentations.

- Delivery of public information and outreach outputs.

- Assist management of DDR website and other electronic information materials.

- Perform any other tasks related to Public Information and Outreach, as requested by the NSDDRC Public Information Coordinator.

Competencies:

- An in-depth understanding of DDR Public Information Programme’s strategic direction and ability to transform it into a results oriented work programme.

- Proven expertise in the areas of Public Information, Community Outreach and Sensitization and or Advocacy work.

- Proven ability to establish priorities and to plan, organize, coordinate and monitor own division’s strategic direction; resourcefulness, sound judgment and decision making skills.

- Demonstrated sound judgment in resolving issues /problems; ability to proactively seek and recommend sound policy initiatives.

- Excellent and effective communication (verbal and written) skills, including ability to prepare reports and conduct presentations by clearly formulating positions on issues, articulating options concisely conveying maximum necessary information, making and defending recommendations; diplomacy and tact; ability to convey difficult issues and positions to senior officials.

- Excellent interpersonal skills; ability to establish and maintain effective working relations with people in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.

Qualifications / Experience:

- Master's degree in Social Sciences, Communications, Journalism, or related field.

- A minimum of 7 years of relevant experience at the national or international level in Communications or Advocacy. Working experience in post conflict areas and or Sudan will be an asset.

- Experience in the usage of computers and office software packages, good knowledge and experience in handling of web-based management systems.

- Knowledge of the political and economic situation in Sudan is preferable.

- Preference will be given to candidates with a wide experience in international field operations.

- Fluency in English is essential, ability to speak and write in Arabic is highly desirable.
