Background
War, drought, and an oppressive political regime made Ethiopia one of the poorest nations in the world during the 1980s.
However this has changed considerably due to various stakeholder interventions.
During the 1984/85 famine, Oxfam played a major part in the international relief effort, organising large-scale food distribution and water supply projects.
When the Ethiopian civil war ended in 1991, Oxfam's priorities shifted towards longer-term community-based development work.
Oxfam was a major player in responding to the humanitarian crisis of 2000/01 and 2003/04, particularly in the eastern and southern parts of the country.
This year, the National Change Strategy (NCS) for Oxfam GB Ethiopia has been finalized as the result of extensive research, analysis and discussion, which has involved and built on the experience and expertise of Oxfam staff from Ethiopia, the region and Oxford, along with external experts and partners. The programme is now at the strategy implementation stage.
The Role
We require a Senior Emergency Food Security and Livelihoods (EFSL) Advisor who will lead in improving the quality and accountability of Oxfam GB's EFSL interventions in Ethiopia and in strengthening Oxfam GB's ability to inform and influence the food security discourse in the country and region.
The role will develop a framework and design strategies on emergency food security and livelihoods interventions.
You will provide advice and technical support to Humanitarian Programme Managers on designing, implementing, monitoring and evaluating of EFSL projects and activities.
The jobholder will lead on designing and conducting research on EFSL interventions. You will be responsible for country staff technical capacity building on EFSL, and contribute to the development and implementation of food security advocacy work in the country and in the Horn, East and Central Africa (HECA) region.
The Person
We are seeking for an EFSL person who has experience working at an international level and is globally deployable for emergencies.
You should have extensive knowledge and experience on emergency food security and livelihoods programming including assessments, inputs, transfer and market based interventions.
This will include practical application of humanitarian principles, standards and policy issues.
You should also have a well-developed and proven strategic, planning and analytical skills and a demonstrated ability to effectively inform and influence internal programming and external stakeholders.
Basic understanding of nutrition in emergencies is an added advantage for this role.
