Public Financial Management

Title: Public Financial Management Adviser, Tanzania (AFRiTAC East)

Duties:The Fiscal Affairs Department (FAD) of the IMF and the East Africa Regional Technical Assistance Center (AFRiTAC East), are looking for qualified candidates to fill a position as a Public Financial Management (PFM) Advisor to be based in Dar es Salaam, Tanzania.

The Advisor's initial appointment term would be for a period of one yean on a renewable basis,The Advisor will provide technical assistance on a range-of PFM areas to the seven countries covered by AFRITAC Cast, namely Eritrea, Ethiopia,Kenya, Malawi, Rwanda, Tanzania, and Uganda, Areas of PFM in which the Advisor may be requested to provide technical assistance include the following;the legislative framework for budgeting;budget formulation and medium-term expenditure frameworks;budget classification and chart of accounts;government accounting;treasury systems and cash-flow management;internal control and internal audit; andintergovernmental fiscal relations.

The Advisor will work under the general direction of the Coordinator of AFRiTAC East but on substantive issues, wilt report to FAD staff in Washington D.C.. Extensive travel within the AFRITAC East region should be expected.

Qualifications:

General requirements for candidates include:

A university degree or equivalent qualification, preferably in economics and/or accounting.
Strong oral and written communication skins (including electronic media), and experience in preparing presentations using software such as PowerPoint.

Excellent interpersonal skills, and ability to work as part of a team, to maintain effective and cooperative relations with national authorities as well as donors, and to handle sensitive issues with discretion in a multicultural environment.

Ability to manage the work of short-term PFM experts,Experience in organizing and conducting training courses and workshops would be an advantage.

Applicants for the PFM Advisor position(s) must be fully proficient in English (a working knowledge of French is desirable, though not compulsory).

Preference will be given to candidates who have had at least 10 years of practical experience in a senior fine or advisory position within a ministry of finance, or & related budgetary institution; and have relevant experience of PFM reforms, working with donor organizations, in one or more of the PFM fields noted above.
