Hygiene Promotion Specialist
Location: Mali - Based in Bamako
Under the guidance of the Water and Sanitation, the incumbent of the post will:
In collaboration with UNICEF officers from WASH and Information and Communication section and from Government Ministries, design and facilitates the implementation of interventions aiming at:
(a) behaviour development and change at individual/household levels; and
(b) increased community participation in WASH program
Coordinate /manage the production and distribution of advocacy, communication, programming and technical guidance, publications and working papers on WASH
Coordinate/manage the collection, documentation and dissemination of UNICEF and partners programming experience and best practices for WASH
Organize the formative research, development, pre-testing and production of culturally relevant communication materials to ensure effective and efficient program delivery, including facilitating behaviour change, where necessary.
Monitor and evaluate activities on the basis of applied communication research and frequent visits to project sites.
Disseminates communication research finds, ensures exchanges of experience and new methods to government officials, programme staff, and other UNICEF partners.
Provide technical support to government counterparts in the development and appropriate use of communication for social development, aimed at both individual behaviour change and collective action.
Develop training materials and activities to build capacity in participatory & behaviour communication at various government levels, in support of programme sustainability
Develop partnerships with various religious groups, traditional leaders, teachers, artists and other organized groups in the community, as well as civil society organizations, to orient them on WASH programme goals and to solicit their involvement in the implementation
Dialogue with sister agencies, NGOs and Bi-lateral agencies to ensure that programme development is cognisant with and complementary to other programme development in the hygiene and sanitation sector.
Qualifications:
Advanced University degree in relevant disciplines of Water & Sanitation, Environmental Engineering, Social Sciences, Management of development programs with emphasis on information, participatory communication, communication planning, participatory research, training and impact evaluation of WASH interventions.
At least five years of professional work experience in the planning and management of WASH and social development programmes, including two years in developing countries, preferably with an international development agency or NGO and with practical experience in the adaptation and application of communication planning processes to specific programmes;
Knowledge of current developments in the fields of soft approaches for WASH, low-cost/high impact WASH interventions, motivational psychology, adult learning theory, indigenous media, community organization and participation.
Proven skills in communication, networking, advocacy and negotiation.
Ability to organize and implement training and workshops, including development of curricula and methodologies.
Ability to create contacts with national/international institutions to promote best practices and adopt relevant approaches for the implementation of the Unicef Child Survival Program in Mali.
Ability to express clearly and concisely ideas and concepts in written and oral form and to produce reports in a timely manner.
Ability to work with a team in an international, multicultural and interdisciplinary environment and establish harmonious and effective working relationships both within and outside the organization
Independent and creative thinking.
Very good computer skills, including various office applications, communication applications and Internet navigation
