Data analyst for MICS III

Location: Angola - Luanda

Background:

The National Statistics Institute (INE) of Angola is implementing the Inquérito sobre o Bem-Estar da População – IBEP, a national survey which aims at updating socio-demographic and economic characteristics of the population.

This survey is a combination of the third MICS (Multiple Indicator Cluster Survey) financed by UNICEF and the second Income and Expenditure Survey (IDR) financed by the World Bank.

The data from this survey will be used by the Angolan government and its development partners to monitor the implementation of the Millennium Development Goals, the 11 Commitments to children and other programs in the social sector.

The information from IBEP will also be used for setting targets for the country’s development plans and public policies.

The IBEP has a sample size of 12,200 households, representative of all 18 provinces. The preliminary results are planned for April 2009, while the final results are planned for December 2009.

To meet these deadlines, UNICEF Angola would like to hire a high level consultant, to execute the tasks specified below.

Specific Tasks:

The MICS III data analyst will be the overall responsible person for the analysis of the MICS indicators of the IBEP and will work in close collaboration with the analysts from the World Bank and the technical staff from INE in order to achieve the following:

1. Conduct a desk review of relevant documents, including, but not limited to, the MICS I and II of 1997 and 2003, the IDR I of 2000-01, the Malaria Indicators Survey of 2007 and the Nutrition Survey of 2007.

2. Make a list of reports (international, regional and Angolan) to be used for each sector (education, HIV/AIDS, health, child protection, etc.) and analyze these documents in order to have a good understanding of key issues regarding children and women in the national and international context.

3. Clean the MICS III data of the overall data base (SPSS, STATA). Identify errors, e.g. age-heaping, and adjust data using the appropriate methods.

4. Prepare cross tabulations per sector of the various indicators on national level and provincial levels and suggest other tabulations as may be deemed necessary.

5. Assist INE/sectors to prepare outline of the preliminary and final report

6. Supervise and assist sectoral report writing

7. Assist INE/sectora to prepare a Power point presentation of the key results (preliminary and final)

8. Assist INE to write up of the preliminary and final report, including executive summary and references

9. Provide on the job-training to the INE staff on data analysis

Results:

1. A ‘clean’ version of the MICS information including adjustment of all age and sex data.

2. A short report about the main errors found in the data and how they were managed.

3. Tables produced based on the initial list of MICS and IDR indicators

4. Tables produced from any additional list of MICS and IDR indicators (if needed)

5. A preliminary and a final report, including executive summary and references

6. A summary report on existing reports

7. Key findings on Angola by sector

8. An analytical report on MICS III indicators

9. Any other duty that will be given to him/her related to this work.

Requirements:

1. Master’s degree in demography, social statistics, public health, health economics, education, social sciences, or other related field.

2. At least 7 years’ experience analyzing national household surveys, preferably with MICS, Demographic and Health Surveys or Household Incomes and Expenditures.

3. Proven experience in data cleaning and analysis (demography, health, social statistics, etc.) of national surveys

4. Knowledge of SPSS data analysis software

5. Good knowledge of the Angolan development context

6. Proven report writing skills in Portuguese

7. Excellent leadership, communication and inter-personal skills

8. Capacity of working with minimum supervision

9. Strict observation of confidentiality and the national statistics law

10. Ability to do on-the-job training of staff in analysis of socio-demographic and health data

Duration:

This consultancy is planned to happen in two phases:

1. Two months for the preliminary report from March to April 2009

2. Four months for the final report from September to December 2009

Work place and hierarchy:

The work place will be in Luanda, Angola, in the offices of INE, but the consultant will report to the UNICEF M&E Section Chief.
