Business Operations Director
Location: Angola
PSI seeks an entrepreneurial leader for the position of Business Operations Director, Angola to manage operations within a dynamic platform (with current annual revenue of $8 million) in an environment of evolving opportunities. PSI is a key actor in the Angola health sector and has developed excellent relationships with various donors, government officials and other local stakeholders. Founded in 2001, the program plays a prominent role in HIV prevention through targeted communication, and is quickly becoming a significant contributor to Child Survival by helping to address the two leading causes of death for children under five: malaria and diarrheal disease. PSI’s Child Survival activities include the national distribution and promotion of subsidized, Long-Lasting Insecticide-Treated Nets, the development of national generic malaria prevention and control campaigns in partnership with the Angola Ministry of Health, and the promotion of point of use water treatment via its newest product “Certeza”. Multiple donors support the platform, including the Global Fund, USAID and prominent oil companies. Having firmly established its activities, the program now offers great opportunities for greater depth of programming and portfolio diversification.
The Business Operations Director will oversee the national expansion of HIV and Child Survival product portfolios, including sales, distribution, MIS, and below the line promotions in coordination with the Marketing Department. She/he will also manage office operations for the platform inclusive of procurement, IT, asset management and logistics. Line management responsibilities include the Deputy Director of Administration and National Sales Coordinator, with a total team of 40+ staff. Building capacity of local staff and mentoring qualified individuals to take on increasing levels of responsibility over time is essential. This management level position is based in Luanda, will start in April 2009 and reports to the Country Representative.
RESPONSIBILITES:
Duties include, but are not limited to:Sales/Distribution/MIS
- Expand distribution via wholesalers, retailers, NGOs/CBOs; strengthen and manage supply chain
- Ensure product distribution is targeted and supports purpose level log frame indicators
- Strengthen planning, reporting and existing monitoring and MIS systems;
Procurement
- Ensure compliance with existing procurement policies
- Minimize fraud via active monitoring and close coordination with internal and external audits
- Manage all international and local procurements, increase responsiveness to internal requests
- Maximize efficiencies and cost-savings
Administration & Logistics
- Inventory, Asset and IT management
- Manage all transportation needs, including PSI’s growing vehicle fleet
- Oversee office operations (security, generator, cleaners, renovations, etc.)
QUALIFICATIONS:
- Master’s degree or equivalent experience (MBA preferred) - 3-5 years management experience overseeing multiple functions and/or office operations; ideally in a business development capacity
- Experience managing staff and programs in a developing country context
- Minimum two years developing country work experience
- Private sector experience preferred
- English and Portuguese/Spanish fluency required
The successful candidate will be a strong analytical thinker, decision maker and problem solver with excellent organization, communications, and interpersonal skills; a hands-on manager capable of keeping large teams disciplined and performing; able to deliver results in a challenging environment; and possess an interest in private sector approaches to development.
